Promote projects to help ethnic minorities settle down and find jobs

After nearly 4 years of implementing the National Target Program 1719, it has contributed to improving the material and spiritual life of ethnic minorities in Binh Thuan province.

The province has focused on implementing Project 1 to address the shortage of residential land, housing, production land, and domestic water, thereby helping people improve their living conditions and gradually stabilize their lives.

To ensure the synchronous and effective implementation of the National Target Program 1719, the People's Committee of Binh Thuan province has established the Steering Committee for National Target Programs, period 2021 - 2025 with specific operating regulations. Along with that, Binh Thuan province has completed the working group on the National Target Program 1719, period 2021 - 2025 chaired by the Provincial Ethnic Minorities Committee. In addition, the Ethnic Minorities Committee also conducts inspections and monitors the progress of Project 1 and coordinates with relevant departments and branches to inspect and evaluate the program in localities. From 2021 to present, units have conducted 18 inspections in districts and communes, 2 thematic inspections to ensure that the program is implemented on schedule and achieves the highest efficiency.

Particularly for Project 1, on solving the shortage of residential land, housing, production land, and domestic water, from 2022 to 2024, Binh Thuan province has been allocated a capital of more than 39 billion VND. To date, the whole province has disbursed more than 25 billion VND, reaching 63.3%. It is estimated that by the end of 2024, Binh Thuan province will support production land for 1 household, residential land for 70 households, housing for 412 households, support job conversion for 1,191 households, support decentralized domestic water for 245 households; invest in upgrading 8 domestic water works. In addition to supporting funding from the National Target Program 1719, poor ethnic minority households are also supported with loans for production, business, and housing construction.

One of the localities that effectively implemented the National Target Program 1719 is Tanh Linh district. Up to now, the total capital of the National Target Program 1719 invested in the district, period 2022 - 2024 is more than 89 billion VND. Of which, the district has disbursed more than 61 billion VND, reaching 68.5% of the total capital. This source of funding has helped the locality complete many important works, projects and policies, focusing on socio-economic development for ethnic minority areas. In particular, Project 1 on housing support, job conversion and loans under Decree 28/ND-CP/2022 has brought many positive changes to people's lives.

According to Mr. Nguyen Dang Le - Vice Chairman of Tanh Linh District People's Committee, when implementing Project 1, the district disbursed more than 10 billion VND out of a total capital of more than 14.1 billion VND to support housing and job conversion for people in Mang To, La Ngau, Duc Binh, Duc Thuan, Gia Huynh and Suoi Kiet communes. Specifically, in 2022, the locality implemented a program to support housing construction for 74 households and job conversion for 44 households, achieving a disbursement rate of more than 92%. In 2023, 56 ethnic minority households were supported to build new houses, and the disbursement rate for job conversion reached 100%. In 2024, the program continued to support the construction of 92 houses and provide loans for people to invest in raising buffaloes, cows, and production machinery.

It can be affirmed that the capital from the National Target Program 1719 has brought positive results in all aspects of economic, educational, cultural, and social life of ethnic minorities in the province. Therefore, the locality has been very determined in implementing the Program to promote the effectiveness of the capital. With the allocated budget, up to now, hundreds of households have been supported with money to build houses, change careers, develop production, and escape poverty. From there, it helps people feel secure, trust, and comply well with the Party's policies, the State's policies and laws as well as those of the province.
