According to Mr. Cuong, the reason for this problem is that businesses are organized very fragmentedly, competing with each other, and there is no company large enough to create international competitiveness. The important issue now is that we should close the debates and the parties should sit down together to discuss and find solutions to develop the rice industry sustainably for the benefit of the country, the people and tens of millions of rice farmers. We must unite and unify to step into the international market, we cannot continue to argue and compete with each other like this.
Vietnam currently has two associations related to rice, the Vietnam Food Association (VFA) and the Vietnam Rice Industry Association (VIETRISA); these associations need to further promote their role in building collective strength for the industry. To develop the rice industry sustainably, there needs to be active contributions as well as coordination and leadership roles from industry associations.
Previously, the Import-Export Department (Ministry of Industry and Trade) sent an urgent document to VFA requesting verification of information that rice exporting enterprises "bid at low prices" which may violate competition laws. The story originated when the Indonesian National Logistics Agency (Bulog) announced the bidding results in May, in which 2 Vietnamese enterprises won the bid with very low prices. Specifically, compared to the rice price announced by VFA at 587 USD/ton, the winning bid price of Loc Troi Company was 24 USD/ton lower, and Thuan Minh Company was 22.5 USD/ton lower. Meanwhile, international enterprises won the bid with the lowest price of 621.5 USD/ton - also the initial bid price; while the highest winning bid price was 629 USD/ton, only 4 USD/ton lower than the bid price, and this winning bid price was 66 USD/ton higher than Loc Troi Company's price.
