On November 28, the Minister of Education and Training issued a Circular stipulating codes, standards for professional titles and appointment and salary classification for teachers of pre-university schools. Accordingly, the professional titles of pre-university teachers include pre-university teachers of grades I, II, III.

For pre-university teachers of grade III in terms of training and development, they must have a bachelor's degree or higher in teacher training for high school teachers; or have a bachelor's degree in a relevant major and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training; a certificate of training according to the professional title standards of pre-university teachers or a certificate of training according to the professional title standards of high school teachers. Have the ability to provide psychological counseling and career guidance to students; integrate psychological counseling and career guidance activities into teaching and educational activities; have the ability to apply information technology in professional activities; have the ability to use foreign languages or ethnic minority languages according to job position requirements.

In addition to the duties of a Grade II preparatory university teacher, a Grade I preparatory university teacher must also perform the following duties: presiding over the compilation or appraisal of the school's educational plan or documents and learning materials to implement the preparatory university education program; presiding over the professional and technical examination of teachers in the preparatory university school; presiding over the development of training content and thematic activities of the school; acting as a reporter for preparatory university teacher training classes or courses; presiding over the evaluation and appraisal of scientific research topics; presiding over the organization of activities to preserve and develop national cultural heritage in the school.
Regarding training and development, having a master's degree or higher in teaching theory and methodology, subject teaching theory and methodology for high school teachers or having a master's degree or higher in a field appropriate to the subject taught or in education management, having a training certificate according to the professional title standards of pre-university teachers or having a training certificate according to the professional title standards of high school teachers. Actively and proactively implement and propagate, mobilize and guide colleagues to implement the Party's guidelines and policies, the State's laws, and regulations of competent agencies on pre-university education in assigned tasks, and be able to guide colleagues to develop and implement pre-university education plans and programs.
Creatively apply or disseminate, guide colleagues to use scientific research results to improve the quality of teaching and education, be able to guide and support colleagues to update and flexibly and effectively apply teaching methods and forms; forms and methods of testing and evaluating learning outcomes, training and progress of students. Flexibly apply knowledge to provide psychological counseling and career guidance to students with results; be able to guide and support colleagues to effectively implement psychological counseling and career guidance measures suitable for each student group in teaching and education activities. Be recognized as an emulation fighter at the ministerial, departmental or sectoral level or have received 2 or more certificates of merit at the ministerial, departmental or sectoral level for excellently completing pre-university education tasks during the time holding the professional title of a grade II pre-university teacher./.
