In order to strive to become a town by 2030 according to the Resolution of the 26th District Party Congress, term 2020-2025, Quang Xuong district has resolutely directed the implementation of tasks, in which the district has strengthened solutions to manage and effectively use land, because this is one of the important factors affecting socio-economic development, maintaining political stability and people's lives.

Every year, the District People's Committee issues plans to promote propaganda and dissemination of laws in the field of natural resources and environment, especially practical legal documents on the rights and obligations of land managers and users, regulations on administrative sanctions, and regulations in newly issued decrees and circulars to raise awareness and responsibility of officials, civil servants, and land users in managing and using land in accordance with regulations. Sectors and localities have strengthened propaganda work in various forms, contributing to spreading and raising awareness of law compliance among all classes of people.
For tasks in the land sector, such as: surveying, cadastral mapping, land registration, cadastral records and registration of changes on land use right certificates (LURCs), building land databases... have been implemented synchronously and effectively. Up to now, the whole district has completed the work of determining boundaries, creating boundary descriptions, boundary markers, and measuring current maps in 7 communes, with the current measurement volume being 3,926.31 hectares.
The district has always paid attention to and directed the serious implementation of the work of granting land use right certificates, contributing to protecting the legitimate rights and interests of people with land use rights and assets attached to land, while strengthening State management of the land sector. In the communes of Quang Loc, Tien Trang, Quang Thach, Quang Khe, the consulting unit has coordinated with village officials and commune cadastral officials to review and compare (location, area, land type, land user name) with the data after land consolidation and plot exchange provided by the villages and the data on land recovery and clearance (GPMB) of a number of projects provided by the communes; reviewed and compared traffic and irrigation land according to local planning; made a confirmation form for measuring the current status of land plots, organized public announcements, handover of areas with land users, declared and registered, prepared dossiers to request the granting of land use right certificates and established 16,658 dossiers.
Land allocation and leasing are carried out in accordance with the authority. The district has changed the land use purpose for 46 households and individuals with an area of over 5,500m2. Regarding the auction of land use rights to increase the State budget revenue, the district has organized seriously in accordance with the prescribed procedures. In 2023 alone, the whole district had 316 successfully auctioned land lots, equivalent to an area of 3.92ha, the winning auction price of land use rights was over 197 billion VND.
Regarding site clearance work, Quang Xuong district has focused on directing the implementation resolutely. Right from the beginning of the year, the district has directed the district's functional units to quickly deploy site clearance tasks to serve many large projects in the district. In 2023 alone, the district has completed over 66% of the site clearance plan with a total completed area of 111.01 hectares. Up to now, the locality has focused on directing resolutely to implement site clearance work for transitional projects and the 2024 site clearance plan in a spirit of urgency and seriousness right from the first months of the year.
In order to strengthen the State management of land, ensure increasingly effective land use, effectively serving the socio-economic development tasks of the locality, Quang Xuong district has clearly identified specific and clear goals and solutions to strive to implement in 2024. The district conducts cadastral surveying and mapping and prepares dossiers to grant land use right certificates to households in 7 communes in the district. Continues to carry out the work of legalizing and granting land use right certificates for cases of land allocation beyond authority. Continues to direct the completion of dossiers to grant land use right certificates to organizations such as schools, offices, religious organizations, etc. Carry out land use right auctions in the district. Strengthens the review, inspection, and management of alluvial land along rivers and coasts; inspects facilities, promptly detects and proposes measures to handle and prevent cases of land encroachment and illegal change of land use purpose. Effectively carry out the task of site clearance for key investment projects of the province and district as well as residential and mixed-residence projects to implement projects in the area.
