Quang Nam proposes the National Assembly to promulgate the Vietnamese ginseng law

(Dan Tri) – On July 10, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Quang Nam province, signed an official dispatch to the National Assembly Delegation of this province regarding recommendations and proposals for a number of policies to develop Ngoc Linh ginseng in the area.

Quang Nam is one of two localities in Vietnam, along with Kon Tum province, that owns the endemic Ngoc Linh ginseng tree - considered a national treasure.

According to the Vice Chairman of the Quang Nam Provincial People's Committee, the conservation and development of Ngoc Linh ginseng has achieved initial results in recent times; however, there are still many difficulties and problems that need to be resolved.

According to the 2024 Land Law, the leasing of forest environments in special-use forests, protective forests and production forests for the cultivation of medicinal plants is clearly regulated. However, there are currently no specific regulations on procedures, lease periods, lease rates and lease limits for implementation at the local level.

At the same time, Decree No. 84/2021/ND-CP dated September 22, 2021 of the Government stipulates that Ngoc Linh ginseng (natural) belongs to group IA, and is granted a code for cultivation facilities for export purposes. However, there are still no specific instructions to identify natural Ngoc Linh ginseng and artificially cultivated Ngoc Linh ginseng.

According to the People's Committee of Quang Nam province, this causes difficulties in granting codes to breeding facilities, developing production and business towards exporting artificially cultivated Ngoc Linh ginseng; affecting the management and development of Ngoc Linh ginseng production in the locality.

Currently, there is no specific guidance document on the issuance and management of growing area codes for Ngoc Linh ginseng and other medicinal plants grown on forestry land, under natural forest canopy. The identification of Ngoc Linh ginseng is mainly based on experience, without adequate investment in facilities and infrastructure for inspection and clear identification.

The situation of fake Ngoc Linh ginseng still occurs frequently and complicatedly, affecting the reputation and quality of Ngoc Linh ginseng. Therefore, the People's Committee of Quang Nam province proposed that the National Assembly Delegation of this province recommend the National Assembly to consider and promulgate the Vietnamese ginseng law.

Quang Nam province also proposed the Government to invest in infrastructure of the capital of Ngoc Linh ginseng region, upgrading National Highway 40B (section of Bac Tra My district, bordering Kon Tum province, 45km long) with an estimated cost of about 1,500 billion VND.

In addition, it is proposed to invest in building a strategic road to Ngoc Linh ginseng area (60km long) with a budget of about 911 billion VND. The government should also call for and attract large corporations to invest in ginseng development in Quang Nam and choose a day of the year for Vietnamese people to use Vietnamese ginseng (proposed August 1 every year).

Quang Nam has planned an area for conservation and development of Ngoc Linh ginseng of more than 15,500 hectares. The province is researching the transplanting of Ngoc Linh ginseng in other localities with similar conditions to expand and develop the area for growing Ngoc Linh ginseng.

In Quang Nam province, there are 2 state-owned public service units that are taking care of and protecting the original ginseng garden in Tra Linh commune, Nam Tra My district: Quang Nam Ngoc Linh Ginseng and Medicinal Materials Development Center, Nam Tra My District Agricultural Technical Center.

During the 2018-2020 period, the units provided businesses and people with nearly 48,000 1-year-old Ngoc Linh ginseng seedlings, earning more than 9,600 billion VND.

Currently, in Quang Nam province, there are over 10 enterprises purchasing and processing Ngoc Linh ginseng. Products processed from Ngoc Linh ginseng include tea bags, ginseng honey, oral solutions and ginseng lozenges...
