Convening the 9th session of the National Assembly half a month early

The National Assembly Standing Committee has just decided to convene the 9th Session of the 15th National Assembly. The session will open on May 5 and is expected to close on the morning of June 28. The opening time of this session is half a month earlier than usual.

According to the convening decision of the National Assembly Standing Committee, in the 9th session, the National Assembly will convene at the National Assembly House. The session will be held in 2 phases: Phase 1 from May 5 to May 28. Phase 2 from June 11 to the morning of June 28.

The National Assembly Standing Committee said it has planned the agenda for the 9th session, in which it proposed that the National Assembly allow adjustments to some of the session's contents.

Accordingly, the National Assembly Standing Committee proposed to supplement and submit to the National Assembly for consideration and decision on amending and supplementing a number of articles of the 2013 Constitution.

In addition, 13 draft laws to continue serving the work of reorganizing the political system were also added to the National Assembly for consideration and approval.

These draft laws include: Law on Organization of Local Government (amended); Law on amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; Law on Cadres and Civil Servants (amended); Law on Inspection (amended); Law on amending and supplementing a number of articles of the Law on Planning; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on amending and supplementing a number of articles of the Law on Organization of People's Courts; Law on amending and supplementing a number of articles of the Law on Organization of People's Procuracies; Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on amending and supplementing a number of articles of the Law on Vietnam Fatherland Front, the Law on Trade Unions and the Law on Youth; Law on amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Mediation and Dialogue at Court, the Law on Juvenile Justice and the Bankruptcy Law and the Law on Organization of Criminal Investigation Agencies (amended); Law amending and supplementing a number of articles of the Criminal Procedure Code.

Along with that, the National Assembly Standing Committee proposed to submit to the National Assembly for consideration and approval 11 other important projects and drafts, including the State Budget Law (amended); the Atomic Energy Law (amended); the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; the Enterprise Law (amended); the National Assembly Resolution on Financial Centers in Vietnam; the National Assembly Resolution on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts...

In addition, the draft Law on Personal Data Protection, if qualified, will also be submitted to the National Assembly for consideration and approval at the 9th session.

The National Assembly Standing Committee proposed to withdraw three projects: Law on Water Supply and Drainage; Law on Urban Development Management; Law on Civil Judgment Enforcement (amended) from the session's agenda.

In particular, the additional contents submitted to the National Assembly for consideration and decision also include the merger of provincial-level administrative units; the establishment of the National Election Council and the election of the Chairman of the National Election Council; the approval of the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council; the adjustment of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050; the investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; the policy of supporting state capital to increase the charter capital of the Cooperative Bank of Vietnam from the state budget; the arrangement of sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) and some contents on finance and state budget.
