On the afternoon of December 2, Ms. Phan Thi Nhi, Vice Chairwoman of the People's Committee of Thang Binh District (Quang Nam), said that the district government had sent a document to the People's Committee of Quang Nam Province and the Department of Natural Resources and Environment regarding the incident of the Nam Phat 01 transport ship in the sea area of the district and the risk of oil spill.
According to Ms. Nhi, the District People's Committee has received reports from the People's Committees of Binh Nam and Binh Hai communes about the incident of the Nam Phat 01 transport ship in the sea area of Phuong Tan village (Binh Nam commune). Along the coast of Binh Nam commune, there are currently big waves, the sea water is brown, there is no oil spill phenomenon; however, along the coast of Binh Hai commune, the sea water is murky dark brown and there is an oil slick washing ashore.
Transport ship Nam Phat 01 has completely sunk in the sea of Binh Nam commune.
According to Ms. Nhi, the People's Committee of Thang Binh District requested the Department of Natural Resources and Environment to monitor and direct the prevention and response to oil spills from the Nam Phat 01 ship and coordinate the inspection and handling of oil spills at sea.
Regarding this incident, Quang Nam Maritime Port Authority said that through monitoring, as of December 2, Nam Phat 01 ship has completely sunk.
Before the incident, the ship's main engine had stopped working, the ship dropped 2 anchors about 1.5 km from shore, the depth at this location was about 8 m. There were about 7,500 liters of DO oil on board, in a state where all quick-closing valves in the oil tanks had been closed.
To ensure the prevention and response to the oil spill incident on the Nam Phat 01 ship, the Quang Nam Maritime Port Authority has sent a document to the Quang Nam Provincial Border Guard Command, the Department of Natural Resources and Environment, and the Central Region Oil Spill Response Center for coordination in handling.
According to the Quang Nam Maritime Port Authority, the ship owner is currently looking for a partner to salvage the ship, but the weather is getting worse so it cannot be handled yet.
Regarding this incident, the Chairman of the People's Committee of Quang Nam province also assigned the Department of Natural Resources and Environment, the Provincial Steering Committee for Disaster Prevention and Search and Rescue to coordinate with relevant agencies, units and localities to promptly respond to the oil spill incident at sea at the location of the ship in distress.
According to Thanh Nien reporters on the afternoon of December 2, the Nam Phat 01 ship had completely sunk, but along the coast of Binh Nam commune, there was no sign of oil spilling ashore.
Nam Phat 01 ship before sinking completely
As reported by Thanh Nien , at around 3:00 p.m. on November 28, the Nam Phat 01 ship carrying about 7,500 liters of DO oil and 20 tons of fresh water was sailing from Vung Tau to Nghi Son (Thanh Hoa), with 11 crew members on board. When it reached the waters of Quang Nam, it had an accident with water entering the engine room. The captain tried to steer the ship to a shallow beach in the waters of Binh Nam commune.
Upon receiving the information, the Quang Nam Provincial Border Guard Command contacted the Maritime Search and Rescue Coordination Center Region 2 and nearby vessels to coordinate the rescue.
By the afternoon of November 28, the Viet A 01 ship had approached, assisted in bringing the Nam Phat 01 ship to the shoal and rescued and brought 11 people on board to Ky Ha port (Nui Thanh district, Quang Nam).
The Quang Nam Provincial Border Guard Command also directed Binh Minh Border Guard Station and Tam Thanh Border Guard Station to send officers and soldiers to observe and grasp the situation of the cargo ship that had an accident.
