Achieved many achievements

Sharing his feelings when working for the first time with the state press management agency, now the Press Department - Ministry of Culture, Sports and Tourism, Minister Nguyen Van Hung emphasized that immediately after receiving the original status of 5 units under the Ministry of Information and Communications (MIC), the Ministry of Culture, Sports and Tourism held a March meeting to deploy the work and had a plan to soon work with the newly merged units under the Ministry.

Assessing that press management is a difficult field, the Minister emphasized that in order for work to not be interrupted but always be effective, whether merging or not, the Minister hopes that the Department will continue to be effective and complete its tasks well.

Reporting at the meeting, Director of the Press Department Luu Dinh Phuc said that the Press Department is an administrative organization under the Ministry, performing the function of advising and assisting the Minister in state management and law enforcement in the fields of print and electronic newspapers, including: print newspapers, print magazines, electronic newspapers, electronic magazines, news bulletins, newsletters, and special editions.

The Department was established nearly 22 years ago, was once an agency of the Ministry of Culture and Information, then transferred to the Ministry of Information and Communications, and now returned to the Ministry of Culture, Sports and Tourism. The new Ministry has the function of state management of Culture, Sports and Tourism, in which culture is identified as the foundation, sports as health and tourism as sustainable development. From there, the Department has also determined to be steadfast in its goals, act decisively, choose the right key tasks, and create breakthroughs in its work.

The Director of the Press Department said that with new guiding viewpoints, the press in the new period also needs to determine that it must take culture as the foundation, create consensus in society, arouse the desire for prosperity and happiness, and build Vietnamese people with the will to rise up, be self-reliant and self-reliant. Regarding state management of the press, it is also necessary to build a streamlined, efficient, effective and efficient press team, performing well the function of leading and orienting public opinion.

Providing a panoramic view of the national press, Director Luu Dinh Phuc said that as of December 2024, the country had 812 newspapers and magazines. Regarding human resources, to date, there are about 41,000 people working in the press sector (including the broadcasting sector), of which about 21,000 journalists have been granted practice cards). Regarding the press economy, in 2024, revenue from printed and electronic newspapers and magazines is estimated at VND 8,080 billion, down about 6.1% compared to 2023.

Regarding the work of advising on institutional and policy building, the Department is drafting the Law on Press (amended) to submit to the National Assembly at the session this year; developing a Decree on copyright in the field of press; completing the Planning of the network of press establishments, radio and television, electronic information, and publishing establishments for the period 2021-2030, with a vision to 2050; implementing the Prime Minister's Strategy for digital transformation of press to 2025, with a vision to 2030...

When transferred to the new Ministry with new functions and tasks, the Press Department will carry out many tasks in 2025, in which the priority is to support and contribute to promoting the development of the fields of culture, sports and tourism. From there, the whole Ministry will join hands to contribute to the cause of building and developing the country, ready to enter a new era, an era of the entire nation's rise.

The Department will also continue to carry out the task of guiding news agencies and newspapers to promote activities to celebrate major holidays in 2025; effectively carry out activities according to their functions and tasks such as granting and changing press cards for the period of 2026-2030 for 21,000 journalists; granting and changing press operation licenses for agencies implementing the streamlining of the apparatus; Agreement on appointment of press agency leaders; implementation of activities inspect and examine; organize a Conference to summarize the implementation of Decision No. 362/QD-TTg dated April 3, 2019 of the Prime Minister on the National Press Development and Management Plan to 2025 (May 2025); promote digital transformation of the press and develop the press economy...

In addition to the advantages of the attention of the leaders of the Party, State, leaders of the Ministry of Information and Communications and now the leaders of the Ministry of Culture, Sports and Tourism, Director Luu Dinh Phuc also highlighted the difficulties, obstacles and proposals and recommendations to the leaders of the Ministry of Culture, Sports and Tourism.

Managing the press is to create development.

Speaking at the meeting, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh said that with a history of more than 20 years, when the Press Department was transferred to the Ministry of Culture, Sports and Tourism, the Ministry's leaders paid great attention. The Ministry also organized a conference to implement Resolution 43 of the Government regulating the functions, tasks and powers of the Ministry of Culture, Sports and Tourism, in which Minister Nguyen Van Hung paid special attention and gave many instructions on press work.

Also at the meeting, Deputy Minister Phan Tam reiterated the assessments of the leaders of the Ministry of Information and Communications when the Press Department was still under the Ministry: The Department is a strong collective, solid in expertise, a united collective, civil servants with a high sense of responsibility, innovation and creativity. Therefore, despite the small force, the Department has completed its tasks well in a field that, as Minister Nguyen Van Hung said, is full of difficulties.

The Department has also contributed to promoting the development of the press, the role of the press has been enhanced more than before, especially in policy communication work, arousing the aspiration to build a prosperous and happy country. The achievements and results of the Department have been recognized and highly appreciated by the leaders of the Party, the State, and the Central Propaganda Department. Deputy Minister Phan Tam also believes that in the coming time, when the Department of Press returns to its origin and roots, the Ministry of Culture, Sports and Tourism, the Department will promote and better fulfill its tasks.

Appreciating the achievements and results that the Press Department has achieved in the state management of the press in recent times, as commented by the leaders of the Ministry of Culture - Information, the Ministry of Information and Communications through the periods, Minister Nguyen Van Hung said that since its establishment, the Press Department has made great strides, performing well the function of state management of the press. From there, it has helped the Vietnamese Revolutionary Press become a mainstream, transmitting positive energy, creating consensus and solidarity to successfully implement the Resolutions and policies of the Party and State, the spirit of Marxism - Leninism, and Ho Chi Minh Thought.

The Minister also assessed that although the staff is not yet large, the Department has completed a large amount of work, helping to perfect the legal framework on journalism so that advisory documents have a "longevity" and are longer in time. The Department has also handled violations and wrongdoings in the field of journalism well to make press agencies operate in accordance with their principles and purposes.

Sharing the difficulties in state management of the press, especially in the context of rapid development of science and technology and social networks, and increasingly higher social expectations, with the spirit of looking back to move further, the Minister hopes that these efforts will continue to be promoted to contribute to better performing the state management function of the Ministry.

Regarding the tasks to be implemented in 2025, the Minister directed the Department to focus on institutional building because institutions, as General Secretary To Lam said, are "the bottleneck of bottlenecks". When developing laws and legal documents, the Department needs to proceed in the spirit of not banning but creating for development.

In the process of building the Law, it is necessary to understand the reality, listen to many perspectives, absorb and supplement the spirit of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation into the Press Law.

In the coming time, the Department needs to urgently complete the draft of the Press Law (amended) to submit to the Ministry's leaders for consideration, soon complete the Press Planning, Press Network Planning; promote policy communication; digital transformation in the press sector; strengthen inspection and examination of press activities. At the same time, advise the Ministry's leaders to clearly define the functions between press management agencies and between the Department and the governing bodies of press agencies.

As the state management agency of the press, the Minister directed the Press Department to soon develop a plan to celebrate the 100th anniversary of the Vietnamese Revolutionary Press. At the same time, he hoped that the Department would have new spirit, new faith, new aspirations to contribute with the whole Ministry, firmly entering the new era, the era of prosperity, wealth and happiness for the nation.
