According to the Resolution on the 5-year Socio-Economic Development Plan of Tay Ninh Province (2021-2025), the province focuses on developing agriculture towards high-tech agriculture and clean agriculture. Taking advantage of land and water resources to develop agriculture in accordance with the conditions of each region.
At the same time, promote the application of mechanization, reduce losses in agriculture. Focus on attracting leading enterprises in the agricultural sector; adjust and supplement appropriate, effective and accessible agricultural development support policies. Mobilize resources from economic sectors to invest in rural infrastructure associated with production development, improve awareness, income and life of rural residents.
In addition, Tay Ninh province also focuses on building a high-quality and feasible provincial planning for the 2021-2030 period, with a vision to 2050, ensuring connectivity and interoperability with the planning of the Southern Key Economic Zone. Improving the quality and effectiveness of provincial and district land use plans to ensure thinking, vision, and development orientation, demonstrating flexibility in land use structure, making land an important resource for socio-economic development. Removing and effectively resolving shortcomings in planning work; fundamentally overcoming unfeasible planning, creating a basis for attracting domestic and foreign investment. Gradually modernizing the field of land administration, public land services, etc.
Mr. Van Tien Dung - Director of the Department of Natural Resources and Environment of Tay Ninh province said that in the past time, as a state management agency for land, the Department has promptly advised the competent authorities of Tay Ninh province to issue full legal documents under its authority, contributing to bringing the management, exploitation and use of land in the province into order and efficiency, meeting the requirements of socio-economic development, serving sustainable poverty reduction.
Accordingly, the Department has advised the Provincial People's Committee to issue 12 Decisions approving specific land prices to implement land compensation, as a basis for determining starting prices for auctioning land use rights, and for allocating land with land use fees without auction for 6 projects and works. At the same time, it has advised the Provincial People's Committee to issue a Decision on authorizing specific land pricing to the People's Committees of districts, towns and cities. In the first 9 months of 2023, the Department advised the Provincial People's Committee to authorize the People's Committees of districts, towns and cities to announce land recovery and decide on land recovery to implement 11 projects.
In addition, the Department also built and operated a land database for the VILG project being implemented in Ben Cau, Go Dau, Duong Minh Chau districts, Trang Bang town, Chau Thanh district and Tay Ninh city; continued to carry out land use rights auctions for 26 land plots... Through planning and land use plans, it has helped the management and use of land in the province to ensure the right purpose, savings, efficiency, environmental protection, and promotion of land resources to meet the requirements of socio-economic development, new rural construction, and strict protection of agricultural land funds.
Serving sustainable poverty reduction
To contribute to improving the effectiveness of land management and use, Tay Ninh province has focused on issuing land use right certificates (LURCs), thereby ensuring the legitimate rights of organizations and individuals, contributing to promoting the development of socio-economic sectors, serving the local goal of sustainable poverty reduction.
Mr. Tran Quang Khai - Director of the Land Registration Office (LORO) of Tay Ninh province said that, regarding land registration, issuance of land use right certificates and other assets attached to land, as of the first 9 months of 2023, the Provincial People's Committee and the Department of Natural Resources and Environment have agreed to sign and issue 255 certificates, an increase of 51.79% over the same period last year with a total area of 218.18 hectares for organizations. As for the processing of applications for granting certificates of individuals and households: the total number of certificates issued for the first time is 1,445, of which agricultural land is 1,105 papers, with an area of 321.89 hectares; non-agricultural land is 340 papers, with an area of 51.82 hectares; as a result of implementing the rights of land users, the whole province has issued 75,767 certificates to households and individuals using land...
According to Mr. Khai, to achieve the above results, the Department of Natural Resources and Environment as well as the Land Registration Office have actively implemented administrative procedure reform, applied information technology, shortened the time for receiving and returning land records, promptly resolved difficulties and problems in the process of implementing tasks... to improve service quality, aiming at the satisfaction of people and businesses. Currently, 100% of the provincial Land Registration Office and branches apply information technology in their operations; incoming and outgoing documents of the unit are entered and processed on the document management and operation system of the province, outgoing and incoming documents of the unit have been digitally signed and digitized to ensure compliance with regulations...
“Based on a shared database on land registration, the application of information technology to the issuance of land use right certificates, house ownership rights and other assets attached to land, registration of changes and secured transactions contributes to improving the effectiveness of administrative reform, shortening the time to handle administrative procedures and at the same time improving service quality, increasing the satisfaction of people and businesses,” said Mr. Tran Quang Khai.
It can be said that effective land management, especially agricultural land, has helped households and individuals feel secure in exploiting and using land for economic development, contributing to increasing income and improving life. Mr. Nguyen Trong Nghia (Go Dau district) shared: My family's 5000m2 land plot has just been granted a land use right certificate by the competent authority of Go Dau district with very clear boundaries, land types... So from now on, my family can feel completely secure in investing in land improvement and crop conversion to improve life.
Similarly, Ms. Nguyen Thi Nga (Tan Chau district) has just been granted a land use right certificate with an area of nearly 6,000 square meters. Thanks to this certificate, Ms. Nga mortgaged the bank to borrow 100 million VND as capital to renovate the garden, grow more crops and short-term fruits to increase income.
