National Assembly delegates propose amending preferential policies for students in disadvantaged areas

Stuck in regulations, many poor students have more difficulties

Speaking at the discussion, delegate Hoang Quoc Khanh - Lai Chau delegation said that Decree 116 issued on July 18, 2016, regulating policies to support students entering general schools in extremely disadvantaged communes and villages, has been implemented for nearly 10 years. It includes many preferential policies for ethnic minority students in extremely disadvantaged areas, helping them go to school. However, after a period of implementation, there have been many shortcomings, not close to the conditions and practical situation, especially the regulations on conditions for enjoying the policies stipulated in Article 4 of the Decree.

According to delegate Hoang Quoc Khanh, statistics show that nearly 20 provinces and cities in the Northern, Central and Central Highlands regions have proposed that the regulations on distance to enjoy the policy in Article 4 of Decree 116 are unreasonable. Specifically, the regulations stipulate that the geographical distance must be from 4 km or more for primary school students and from 7 km or more for secondary school students or the terrain must cross rivers, streams, without bridges, over passes, over high mountains, landslide areas to enjoy the boarding regime and eat at school.

The delegate said that in reality, in the locality, teachers and voters suggested that many families have a distance to school of less than 4 km, only about 3.8 - 3.9 km, but still cannot go home at noon. For mountainous areas, the characteristics of the steep roads, slippery in the rain, dusty in the sun, and dangerous for bicycles, so parents have to take their children to school.

"That's why there is a scene where after lunch, some of the students who get to eat lunch go into the kitchen, while the rest of the students who don't get to eat lunch bring rice balls into the classroom, under a tree or somewhere else to eat, which is very offensive," said delegate Hoang Quoc Khanh.

According to delegate Khanh, voters have made many recommendations, so during the implementation process, localities and schools have many support policies but due to difficulties in the mechanism, they are only temporary solutions. This content has been proposed many times but there has been no response and currently, according to the report of the Ministry of Education and Training, at form 6, it is being surveyed, consulted, and proposed to the Government for amendments and supplements. "I request the Ministry of Education and Training to soon advise the Government to resolve this issue," said delegate Hoang Quoc Khanh.

Another content, according to delegate Hoang Quoc Khanh, voters of Lai Chau province and some localities also proposed a number of policies related to forest protection and conservation according to Decree 75/2015 on mechanisms and policies for forest protection and development associated with policies for rapid and sustainable poverty reduction and support for ethnic minorities in the period 2015-2020.

Accordingly, the support level for forest protection is 400,000 VND/ha/year and has been implemented since 2015. This level is very low and people are not interested in implementing it. According to delegate Hoang Quoc Khanh, the reason is because the current forest areas for protection and conservation are mainly upstream protection forests and are located in difficult areas, on rivers and mountains where it is very difficult to travel, while favorable lands are put into production areas, so people find it very difficult to protect and care for them.

Another reason is that this is an area of ​​100% ethnic minority border areas, economic life is very difficult, currently the demand for production land is very lacking because it has been used for protection and forest regeneration. Not only that, Decree 75/2015 has a number of policies that are no longer suitable and the current labor cost to carry out payment procedures is also very high.

“The Government should review and re-evaluate this and make adjustments. According to the voters’ recommendations, the support level should be at least 1 million or more, if not 1.5-2 million to meet the requirements of forest management and protection and to avoid deforestation,” said delegate Hoang Quoc Khanh.

Fix the problems

Speaking to explain and clarify the issue raised by delegate Hoang Quoc Khanh, Minister of Education and Training Nguyen Kim Son thanked the delegates for their deep interest in Decree No. 116. At the same time, he said that Decree 116, issued on July 18, 2016, stipulates policies to support students in high schools in communes and villages in extremely difficult areas. During the actual implementation, there were some shortcomings.

Realizing this, Minister Nguyen Kim Son said that the Ministry has adjusted Decree 116. Up to this point, the draft decree replacing Decree 116 has been completed. "On April 22, 2024, we submitted a Submission to the Government Office for final review before submitting it to the Government Standing Committee for promulgation and hope that it will be promulgated in the next few days," Minister Nguyen Kim Son informed.

Regarding the mechanism and policy for forest protection and development associated with rapid and sustainable poverty reduction that delegate Hoang Quoc Khanh mentioned, explaining to the National Assembly, Minister of Agriculture and Rural Development Le Minh Hoan said that the Ministry has spent nearly 2 years amending Decree 156 related to changing thinking, institutions, and resources for forest protection and development.

According to the head of the Department of Agriculture and Rural Development, the Ministry has submitted the final draft to the Prime Minister and he also added that the issue is not just about raising the level of funding for forest protection.

Accordingly, the adjustments will be comprehensive, including the Project to promote the value and diversity of forest ecosystems for tourism under the forest canopy, hire forest environmental services... to create new resources and new livelihoods for forest rangers.

"Only then will the forest protection community and people living under the forest canopy change their approach," Minister Le Minh Hoan affirmed and expressed his hope that localities will see forests not only as individual values ​​but also as multi-layered values, at which point the forest protection community will have more space for jobs, livelihoods, and income.
