Announcing the results of collecting opinions on people's satisfaction with the proposal to recognize Tien Giang province as completing the task of building new rural areas in 2024

+ From question 1 to question 8: From 99.74% to 99.98% of respondents answered that they were satisfied. The number of respondents who answered that they were not satisfied was at least 0.02% in question 6 "The mobilization of contributions (money, working days, land donation) from families to build new rural areas is suitable and effective" and the highest was 0.26% in question 2 "Traffic roads in residential areas, communes, and districts are hardened, convenient for travel; the locality has planted trees along district roads, provincial roads, and national highways in the area according to regulations"; in which, the satisfaction rate of each commune for the results in each content is from 90% or more.

+ For question 09: 99.995% of respondents answered satisfied; 0.005% of respondents answered unsatisfied. There is no district, town or city with an average satisfaction rate below 90%.

4. Content of reasons why people are not satisfied

In the questions, there are still 561 opinions that people are still wondering and not satisfied with, the specific reasons are:

Question 1: Have you been informed about the planning of the commune, district, and province?: 65,604/65,627 people answered that they were satisfied, with a rate of 99.96%; 23/65,627 people answered that they were not satisfied, with a rate of 0.04%. Content of people's dissatisfaction: Dissemination of planning is slow, prolonged planning affects people's lives; lack of information, unclear information to people about district and commune planning.

Question 2: Traffic routes in residential areas, communes and districts are hardened, convenient for travel; the locality has planted trees along district roads, provincial roads and national highways in the area according to regulations: 65,459/65,627 people responded that they were satisfied, with a rate of 99.74%; 168/65,627 people responded that they were not satisfied, with a rate of 0.26%.

Content of people's dissatisfaction: Currently, some inter-hamlet traffic routes in some communes have been built for a long time, now degraded, not timely maintained and repaired; Provincial Road 870 is still under construction; Provincial Road 862 (through Go Cong Dong district), Provincial Road 864 (through Chau Thanh district) some sections are degraded, causing difficulties for people to travel; North of Cho Gao canal, some sections have landslides, not ensuring traffic safety, people want to build embankments like the South bank of Cho Gao canal.

Question 3: The collection, treatment and classification of domestic waste in the locality is well implemented: 65,558/65,627 people responded that they were satisfied, with a rate of 99.89%; 69/65,627 people responded that they were not satisfied, with a rate of 0.11%. Content of people's dissatisfaction: The collection and treatment of domestic waste in some areas is not timely, easily causing environmental pollution; some waste collection points are not hygienic; some places have few garbage containers.

Question 4: Electricity and clean water for daily life are fully provided, ensuring compliance with regulations: 65,471/65,627 people answered that they were satisfied, with a rate of 99.76%; 156/65,627 people answered that they were not satisfied, with a rate of 0.24%.

Content of people's dissatisfaction: In the dry season, some households at the end of the source sometimes have no guaranteed water, sometimes the water is unstable, there is a shortage of water; the price of water is high, the water quality in some places sometimes has residue, is contaminated with alum; in some places, the fiber optic cable (cables that network operators no longer use) has not been neatly cleaned; some rural roads do not have lighting.

Question 5: The income and spiritual life of the people are now better than before when the locality had not built new rural areas: 65,564/65,627 people answered that they were satisfied, with a rate of 99.90%; and 63/65,627 people answered that they were not satisfied, with a rate of 0.10%.

Content of people's dissatisfaction: Some agricultural products have no price so income is not high; prices are getting higher and higher, income of some households is more difficult and lower than before, especially since the Covid-19 pandemic until now, people's living standards should be higher.

Question 6: The mobilization of contributions (money, working days, land donation) from families to build new rural areas is appropriate and effective: 65,613/65,627 people answered that they were satisfied, with a rate of 99.98%; 14/65,627 people answered that they were not satisfied, with a rate of 0.02%. Content of people's unsatisfied opinions: It is necessary to widely propagate the mobilization of people's participation and contributions according to the Law on Implementing Democracy at the Grassroots Level.

Question 7: The locality does not have a situation of prolonged mass complaints against the law; the situation of theft causing disorder in residential areas, illegal credit activities, drug abuse, security and order in the area is guaranteed: 65,590/65,627 people answered that they were satisfied, with a rate of 99.94%; 37/65,627 people answered that they were not satisfied, with a rate of 0.06%.

Content of people's dissatisfaction: Petty theft, credit activities, social evils, and phone fraud sometimes occur locally, causing anxiety among people.

Question 8: The settlement of administrative procedures related to people by local officials and civil servants is quick and convenient: 65,599/65,627 people responded that they were satisfied, with a rate of 99.96%; 28/65,627 people responded that they were not satisfied, with a rate of 0.04%.

Content of people's dissatisfaction: A small number of people do not understand how to carry out administrative procedures through public services, leading to time loss; procedures related to land and some other procedures are still slow.

Question 9: Overall, how satisfied are you with the results of new rural construction in the province or city?: 65,624/65,627 people answered that they were satisfied, with a rate of 99.995%; 03/65,627 people answered that they were not satisfied, with a rate of 0.005%.

The reason is that people are concerned about the sustainability of some criteria that do not meet requirements, specifically the traffic system, waste collection and treatment; domestic water; and social evils still occurring in some localities.

Suggestions, proposals

1. Regarding criteria and traffic content: It is recommended to pay attention to maintaining, investing, expanding, repairing, and upgrading some rural roads, roads in communes; and degraded provincial roads to ensure people's travel. Speed ​​up the construction progress of traffic works to promptly serve people's travel needs.

2. Collection, treatment and classification of household waste: It is recommended to pay attention to the collection and treatment of waste, limiting environmental pollution; at the same time, strengthen coordination with the Vietnam Fatherland Front and socio-political organizations, Associations assigned by the Party and State to propagate and mobilize union members, association members and people to raise awareness and responsibility in the treatment and classification of waste in households and residential areas where they live according to Project No. 01/DA-MTTQ-BTT of the Standing Committee of the Vietnam Fatherland Front Provincial Committee.

3. Regarding the criteria and content of electricity and water: It is recommended to pay attention to overcoming the unstable situation of domestic water, improving the quality of domestic water for people, considering adjusting domestic water prices to suit people's living conditions; having solutions to overcome and shorten the optical cables of network operators (no longer in use); paying attention to investing and mobilizing people to contribute funds to install optical lighting on roads without lighting systems to ensure people's travel and crime prevention and control.

4. Regarding income criteria and content: It is recommended to pay attention and have synchronous and effective solutions in solving employment problems, contributing to increasing people's income; at the same time, strengthen control and stability of market prices to reduce impacts on people's lives, especially those with low incomes. Improve the quality of agricultural products to meet the consumption market in order to increase people's income.

5. Regarding security and order criteria and content: It is recommended to pay attention to solving petty theft, credit activities, social evils, and phone fraud that sometimes occur, causing anxiety among the people.

6. Regarding administrative criteria and content: It is recommended to pay attention to speeding up the settlement of administrative procedures related to land and some other procedures, because currently some localities are still slow in implementing them; strengthen information and propaganda work so that people can understand and carry out administrative procedures through online public services.

7. Propose that the Provincial People's Committee continue to recommend that the Ministry of Construction pay attention to investing in the construction of the Beijing Cho Gao embankment to overcome the current landslide situation and ensure traffic safety for the people.

According to the provisions of Instruction No. 90/HD-MTTW-BTT dated September 20, 2022 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front: "From question 1 to question 8, an average of 90% or more of the surveyed households must be satisfied (in which the satisfaction rate of people in each commune with the results in each content must be 85% or more); question 9 must be satisfied with 95% or more of the surveyed households".

Based on the results of the survey on people's satisfaction with the results of Tien Giang province's construction, completing the task of building new rural areas in 2024 was held in 193 residential areas in 59 communes in Tien Giang province, with 73% of household representatives participating in the survey. The satisfaction rate of people, from question 1 to question 8, reached from 99.53% to 99.95%; for question 9, it reached over 99.9%.

Comparing with the regulations of the Central Government, the satisfaction rate of Tien Giang province's people is qualified, ensuring the requirements according to the regulations, proposing to consider and submit to the Prime Minister to recognize Tien Giang province as completing the task of building new rural areas in 2024.
