Sustainable poverty reduction from Thua Thien province perspective

The effective use of capital from the National Target Programs and the “For the Poor” Fund has helped the sustainable poverty reduction work in Thua Thien - Hue province achieve many positive results. In particular, the fact that A Luoi district has escaped from the national poor district in 2024 is the clearest evidence.

Repair and build more than 5,000 houses

Implementing the National Target Program (NTP) on Sustainable Poverty Reduction for the period 2021 - 2025 in Thua Thien - Hue province, in recent times, with the attention and leadership of Party committees at all levels; authorities, relevant units and the consensus and response of people from all walks of life... The Fatherland Front at all levels in the province has mobilized many resources, contributing to helping the poor overcome difficulties, gradually stabilize their lives, and escape poverty.

Promoting the role of the Vietnam Fatherland Front and its member organizations at all levels in sustainable poverty reduction, from the mobilized funds, from 2021 to present, the Standing Committee of the Vietnam Fatherland Front Committee of Thua Thien - Hue province, the Mobilization Committee of the "For the Poor" Fund at all levels have used it to help support the poor in eliminating temporary houses, building solidarity houses, supporting production capital... with an amount of 49,366 billion VND.

In addition, the work of mobilizing resources and implementing social security programs in the province has recently achieved many practical results. The Vietnam Fatherland Front Committees at all levels and member organizations in the province, with many diverse and practical activities, have mobilized union members to participate in social security work; called on organizations and individuals inside and outside the province, and non-governmental organizations to support union members in terms of production capital, seedlings, house construction and repair, training and transfer of science and technology, job creation for the poor, etc. with a total amount of 692.525 billion VND.

Ms. Nguyen Thi Ai Van, Chairwoman of the Vietnam Fatherland Front Committee of Thua Thien - Hue province, said that in recent years, social security and sustainable poverty reduction work in Thua Thien - Hue province has always received attention from Party committees at all levels, authorities, the Front, and member organizations, achieving many positive results, and policies for the poor have been implemented in accordance with regulations.

Along with support from the State budget, social security work and care for the poor always receive support and assistance from organizations, individuals, businesses, and philanthropists inside and outside the province, creating a huge resource to join hands to care for and support poor households and families in difficult circumstances to have the conditions to rise up and stabilize their lives.

In the past 2 years (from 2022 to present), the entire Thua Thien - Hue province has supported the construction and repair of over 5,000 houses for poor and near-poor households facing housing difficulties with a total cost of more than 326 billion VND.

In particular, in the mountainous district of A Luoi alone, support has been provided for the construction and repair of 3,750 houses from the National Target Program for Sustainable Poverty Reduction, the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas and from other mobilized sources. In 2024 alone, the Vietnam Fatherland Front at all levels in the province has allocated more than 22 billion VND from the "For the Poor" Fund to support the repair and construction of 4 civil works; the construction and repair of 550 Great Solidarity houses; and production capital support for 266 poor households.

“These results have contributed to ensuring social security in the province, reducing the province's poverty rate in 2023 to 2.27% and A Luoi district escaping the national poverty line in 2024,” said Ms. Van.

One of the important tasks in the process of turning Thua Thien - Hue province into a centrally-governed city is that the mountainous district of A Luoi must escape from being a national poor district. Therefore, Thua Thien - Hue province focuses on central and local resources and mobilizes others to invest and effectively implement in socio-economic fields, especially in job creation, social security, housing support and livelihood models for the people.

With determination, along with the drastic participation of the entire political system, along with appropriate and effective policies, especially the solidarity of the people, the poor district of A Luoi was recognized by the Prime Minister as having escaped the national poor district in 2024, 1 year ahead of schedule.

Mr. Nguyen Manh Hung, Chairman of the People's Committee of A Luoi district, said that the recognition of A Luoi district as a national poor district one year ahead of schedule was the result of the efforts, determination and consensus of the political system and the people of A Luoi district. In particular, the effective integration of resources from the National Target Programs and propaganda work to help people strive to escape poverty is one of the important premises for the locality to achieve the above results.

According to the Vietnam Fatherland Front Committee of Thua Thien - Hue province, after more than 3 years of implementing the National Target Program on Sustainable Poverty Reduction associated with the emulation movement "Thua Thien Hue joins hands for the poor - No one is left behind", with practical, specific and effective actions in participating in economic development, actively helping each other to sustainably reduce poverty, encouraging legitimate enrichment, the rural appearance of the province has had many positive changes, the material and spiritual life of the people has been increasingly improved and enhanced.

This is the result and participation of the entire political system, in which the Fatherland Front at all levels has contributed to implementing support policies for poor and near-poor households through the "For the Poor" Fund and social security programs in the area..., positively impacting people's lives.

In addition, the “For the Poor” Fund is also integrated with the campaign “All people unite to build new rural areas and civilized urban areas”; focusing on building technical infrastructure to serve production and life, public works, vocational training, transfer of cultivation and livestock techniques... Thereby, creating more important resources to accelerate the speed of socio-economic development in the province.

Mr. Nguyen Tien Nam, Vice Chairman of the Vietnam Fatherland Front Committee of Thua Thien - Hue province, said that with the results achieved in the work of propaganda, mobilization, receiving support and allocating the "For the Poor" Fund, the social security programs chaired by the Fatherland Front at all levels in the province have contributed significantly and effectively to the implementation of the Sustainable Poverty Reduction Target Program as well as the successful implementation of the province's socio-economic development goals and tasks in the past year.

According to Mr. Nguyen Tien Nam, in the coming time, the Front and its member organizations will continue to care for the poor; effectively implement the campaign "All people unite to build new rural areas and civilized urban areas" associated with the movement "The whole country joins hands for the poor - No one is left behind", the emulation movement "Join hands to eliminate temporary and dilapidated houses in the province by 2025", contributing to the successful implementation of the goal of sustainable poverty reduction, building new rural areas and civilized urban areas of the province.
