District 12, Ho Chi Minh City will set up a team to inspect extra teaching and learning activities in the district in February 2025, and handle violations, if any, according to its authority.
The People's Committee of District 12, Ho Chi Minh City has issued an official dispatch to implement Circular No. 29 on extra teaching and learning to the Department of Education and Training, principals of public schools, leaders of educational institutions in the district and the People's Committees of 11 wards.
In the official dispatch signed by Vice Chairman of the District People's Committee Vo Thi Chinh, District 12 assigned the Department of Education and Training to preside over and coordinate with the People's Committees of wards to establish an inspection team for extra teaching and learning activities in the area in February 2025; handle according to its authority any organizations and individuals who violate the law (if any). The Department of Education and Training must be responsible to the District People's Committee if violations of extra teaching and learning occur among the staff, teachers and employees of public schools.

The Department of Education and Training of District 12 must organize the implementation to the principals of public schools and leaders of educational institutions in the district to strictly implement the regulations on extra teaching and learning according to Circular 29, the directives of the City People's Committee and the instructions of the Department of Education and Training of Ho Chi Minh City. If there are any difficulties or problems arising related to the management of extra teaching and learning, the Department of Education and Training must synthesize them to promptly propose to the city and the Department of Education and Training for further guidance.
The People's Committee of District 12 requested the principals of public schools and leaders of educational institutions in the district to thoroughly educate school officials, teachers, and employees, ensuring that 100% of officials, teachers, and employees clearly understand Circular 29 of the Ministry of Education and Training on extra teaching and learning.
The principals of public schools and leaders of educational institutions in the district are responsible to the District People's Committee if there are violations in extra teaching and learning among the staff, teachers and employees of the unit.
Heads of educational institutions must regularly review, remind, and inspect the compliance with regulations on extra teaching and learning among school staff and teachers; coordinate with competent authorities to handle violations (if any) according to regulations.
In the document, the leaders of District 12 People's Committee also assigned tasks to the Chairmen of the People's Committees of 11 wards in the district, who must be responsible for managing extra teaching and learning activities in the area. The Chairmen of the Ward People's Committees are responsible for supervising and inspecting compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, and fire prevention of organizations and individuals providing extra teaching and learning outside of schools in the area.
