Kinhtedothi - City People's Council delegates questioned and requested the leaders of the City People's Committee to clarify the causes and solutions to promote and soon complete technical infrastructure and attract investors to fill the city's industrial parks (IPs).
On December 11, the City People's Council questioned and answered questions on a group of issues regarding the implementation of a number of targets and tasks of the 5-year socio-economic development plan for the 2021-2025 period.
Hanoi has a target of developing 2-5 industrial parks.
Participating in the questioning, delegate Nguyen Duy Chinh (Hoang Mai district group) stated that the city has a policy on building and developing industrial parks and industrial clusters but it is still slow. He requested the Vice Chairman of the City People's Committee to clarify the reasons and solutions to promote early implementation, complete technical infrastructure and attract investors to fill the city's industrial parks?
Responding to this issue, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that from 2020 to present, the City Party Committee has issued a resolution, including the target of developing 2-5 industrial parks. Since then, Hanoi has implemented it vigorously, submitted it to the Government, ministries, and branches, and has so far approved 4 industrial clusters and 1 Bac Tu Liem Industrial Park, which are being appraised by the Ministry of Planning and Investment. The City is coordinating with the Ministry to try to approve the Bac Tu Liem Industrial Park in the first quarter of 2025.
"Thus, compared to the target set by the Resolution of the 17th City Party Congress, Hanoi has completed the target at the highest level" - Vice Chairman of the City People's Committee Nguyen Manh Quyen said.
According to Vice Chairman of the City People's Committee Nguyen Manh Quyen, the implementation process has encountered many difficulties and problems regarding policies and mechanisms, investor selection, site clearance, etc. The Chairman of the City People's Committee has given many instructions to promote the removal of difficulties; up to this point, the problems have basically been removed...
Regarding this issue, chairing the question and answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that industrial parks and industrial clusters are of great concern. The city has created a mechanism to remove difficulties, but if the investor's capacity is poor, the departments and branches must propose solutions. Projects cannot be prolonged, causing waste.
Removing obstacles in the field of trade and services
Participating in the questioning, delegate Ho Van Nga (Hai Ba Trung District Group) said that the City People's Council has issued a Resolution on investing in the construction of large commercial and service infrastructure projects to create a breakthrough for the economic development of the Capital, but up to now, the projects mentioned in the Resolution have all been stuck in implementation, such as the Logistics Center; dry ports in Co Bi, Duc Thuong and the Northern Me Linh Transportation Exploitation Center.
The delegates asked Vice Chairman of the City People's Committee Nguyen Manh Quyen to inform them about the reasons for the delay, whether state management agencies are responsible or not, and what solutions the City People's Committee has to remove difficulties and promote the progress of these projects.
According to Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, from 2021 to present, Hanoi has put into operation 1 Logistics Center, 5 commercial centers and developed 30 supermarkets, 205 convenience stores, 110 OCOP product introduction points; put into operation 7 markets and is completing procedures to put 5 markets into operation. At the same time, the list of 2 projects has been added to the investment plan for Gia Lam and Me Linh wholesale markets.
According to the Vice Chairman of the City People's Committee, Hanoi has seen the difficulties and obstacles in the field of trade and services if the capital's logistics system, large-scale wholesale markets, concentrated shopping areas, etc. are slow and lacking, the city has focused on directing the inclusion of Yen Thuong and Gia Lam wholesale markets with a scale of 125 hectares in the list of calls for investment, if invested, it will ensure the supply of food for the capital and for export. At the same time, there are tax policies, focusing on investment, upgrading, renovating and building new traditional markets to eliminate illegal and temporary markets in the city, forming a synchronous trade and service system.
For the concentrated shopping area, the city has focused on directing the sectors and Dong Anh district to arrange a land fund of about 30 hectares, about 7km from the airport, with the orientation of concentrating sales areas with high-quality products to attract foreign currency. According to the Vice Chairman of the City People's Committee, this is the content that has been included in the list to call for investment.
Regarding some contents related to Kim Hoa dry port (Me Linh district) which has been completed and put into operation; ICD dry port (My Dinh) has been basically completed and is being urged to put into use. As for Co Bi dry port (Gia Lam district), due to the limited capacity of the investor, the city has recently reviewed and urged the investor to commit to focus in the coming time.
