
According to the report of the People's Committee of Muong Ang district , the district currently has 15,412.2 hectares of unallocated forestry land (according to plan No. 2783/KH-UBND dated September 20, 2019 of the Provincial People's Committee). Regarding the review and field measurement of forested forestry land in the area , the district has measured 5,181.92 hectares/3,332.64 hectares ( reaching 155.49% of the area required to be allocated , of which the additional area of 1,849.28 hectares has turned into forest from 2020 to present). The District People's Committee has issued a decision approving the plan and a decision to allocate land of 970.93 hectares/5,181.92 hectares ( reaching 18.74% ) in the communes of Xuan Lao, Bung Lao, Ang Nua and Muong Ang town. For non-forested forestry land in the area, the total area that has been measured is 7,518.12ha/10,024.77ha ( 75% of the plan ); the District People's Committee has issued a decision approving the plan and a decision to allocate land for 321.48ha ( 3.21% of the area to be allocated ) .
Regarding the issuance of forest land use right certificates, up to now, the District People's Committee has issued 171 certificates to 113 forest owners; including 83 households and 30 residential communities.
At the meeting, the leaders of the district People's Committee further explained the contents requested by the working group; at the same time, they pointed out the difficulties and obstacles in the implementation. That is, some communities, households and individuals have not yet agreed on the boundaries of the land plots, causing disputes affecting the volume and progress; the results of the review and measurement on the field have discrepancies in area, shape, and users compared to the cadastral map that was measured in 2012, leading to the measurement and adjustment taking a lot of time. The Muong Ang District People's Committee proposed the Provincial People's Committee to adjust the area according to Plan No. 2783/KH-UBND. Specifically, adjust down 1,271.1 hectares of land and forest allocation of Tuan Giao district and at the same time adjust up 1,271.1 hectares of additional allocation to Muong Ang district to facilitate forest management and protection.

Comrade Lo Van Tien highly appreciated the sense of responsibility and participation of Muong Ang district in the work of land allocation, forest allocation, and granting of forest land use right certificates in the area. In the coming time, the district needs to implement more drastically to complete the set plan goals, by September 15, 2023, complete the procedures and documents to send to the competent authorities, by October 30, 2023, complete the work of allocating forest land without forests. The method of implementation is to follow the rolling method, each commune will complete it; whichever commune has difficulty implementing later; where there are problems, report and discuss there. The Provincial People's Committee agrees with the proposal of the District People's Committee to adjust the area according to Plan No. 2783/KH-UBND of the province.
Earlier in the morning, the working group inspected the field work of land allocation, forest allocation, and issuance of forest land use right certificates in the two communes of Muong Dang and Ngoi Cay. Up to now, the two communes have basically completed the work of reviewing and measuring the ownership in the field , and are taking steps to complete the documents to submit to the competent authorities for consideration and approval.
