Linking propaganda work with farmer support activities
At the meeting, the leaders of the Farmers' Association of Ha Nam province reported the results of 3 important contents to the working delegation of the Central Committee of the Vietnam Farmers' Association. These were the results of the Association's work and the farmers' movement in the first 5 months of 2024; the report summarizing 10 years of implementing Resolution No. 19 dated July 20, 2014 of the Central Committee of the Vietnam Farmers' Association on strengthening and innovating propaganda and mobilizing farmers in the new situation; activities of the Clubs of good production and business households in Ha Nam province.
The leader of the Farmers' Association of Ha Nam province said: In addition to successfully implementing 17 Association work targets in the first 5 months of 2024, the Farmers' Association of Ha Nam province has implemented 3 "Smart Mass Mobilization" models at the provincial level. These are the model of "Propaganda and mobilizing cadres and farmer members to comply with the law on site clearance to implement key projects of the province"; the model of "Supporting farmers' children to overcome difficulties" has supported 615 students with a value of more than 400 million VND; the model of "Farmers save money to participate in Social Insurance".

Regarding farmer support activities, in the first 5 months of 2024, the Farmers' Association of Ha Nam province disbursed 7 projects borrowing capital from the Farmers' Association Fund with a total amount of 4 billion VND; organized 253 training courses, transferring science and technology to nearly 67,000 farmer members; provided legal advice and legal aid to 1,742 people...
Farmers' Associations at all levels in Ha Nam province have disseminated, thoroughly grasped and effectively implemented Resolution No. 19 of the Central Executive Committee of the Vietnam Farmers' Association on strengthening and innovating propaganda and mobilizing farmers in the new situation. Accordingly, propaganda and mobilizing farmer members in recent years have been strengthened, innovated in content, diversified in form, synchronously combining breadth and depth; linking propaganda with consulting, service activities, supporting farmers to develop production and increase income.
Over the past 10 years, the Farmers' Association at all levels in Ha Nam province has organized propaganda for over 1.15 million cadres and farmer members. The Association at all levels has promoted propaganda, gathering, attracting new members, and the quality of members has been improved. The total number of members participating in stable activities is 151,126, accounting for 81.4% of farmer households.

Regarding the activities of the clubs, in the first 5 months of 2024, the Farmers' Association of Ha Nam province has newly developed, consolidated, and maintained the effective operation of 9 "Good Farmer and Business Households" clubs at all levels in the province with 401 members. Of which, the provincial level has 1 club with 112 members; 6 district-level clubs with 246 members and 2 grassroots-level clubs with 43 members.
The members of the Club are typical examples of good production and business in cultivation, animal husbandry, trade services, and agricultural services in the localities. The Clubs have organized for members to visit and learn about new and effective production processes and models. Thereby, helping members have the opportunity to meet, exchange experiences, and link up to develop production. To date, the Club members have mobilized more than 300 million VND to create capital to help members in difficulty borrow capital to do business.
Currently, the Farmers' Association of Ha Nam province is maintaining the operation of 272 Farmers' Clubs in accordance with the law. From 2014 to present, the Farmers' Association of Ha Nam province has coordinated to resolve 2,950 petitions and reconciled 950 cases.
At the working session, the comrades in the working delegation of the Central Committee of the Vietnam Farmers' Union and the Standing Committee of the Farmers' Union of Ha Nam province, the Chairmen of the Farmers' Unions of districts, towns and cities in Ha Nam province had frank exchanges and shares, and at the same time recommended and proposed many solutions to improve the effectiveness of the Union's work and the farmers' movement in the coming time.
Promoting the role of Farmers' Association
Speaking at the meeting, Comrade Bui Thi Thom - Vice President of the Central Executive Committee of the Vietnam Farmers' Union acknowledged, commended and highly appreciated the achievements of the Ha Nam Farmers' Union in recent times.
"The Farmers' Associations at all levels of Ha Nam province have had many new and creative ways of doing things, registering to participate in implementing new models of "Provincial-level skillful mass mobilization", supporting farmers to connect and consume agricultural products very practically" - said comrade Bui Thi Thom.
Vice President of the Vietnam Farmers' Union Bui Thi Thom suggested that the Ha Nam Farmers' Union should focus on developing models of urban agriculture, smart agriculture, tourism agriculture, green agriculture, and circular agriculture.
Suggesting the direction of activities in the coming time, comrade Bui Thi Thom emphasized: Ha Nam Farmers' Association needs to closely follow and concretize the implementation of Resolution 46 of the Politburo, Decision No. 182 of the Prime Minister, Resolution No. 69 of the Government; coordinate to advise the government to develop programs and plans to implement these important Resolutions.
"The Farmers' Association of Ha Nam province needs to actively innovate the content and methods of operation of the Association in a practical and effective direction, taking the legitimate interests and aspirations of farmers as the goals and contents of the Association's activities. To do so, the Farmers' Associations at all levels in the province need to closely coordinate with all levels, sectors and enterprises to strengthen the organization of service activities, consulting and supporting farmers. In addition, the Farmers' Association of Ha Nam province needs to focus on developing models of urban agriculture, smart agriculture, tourism agriculture, green and circular agriculture" - said comrade Bui Thi Thom.
Comrade Bui Thi Thom suggested that the Farmers' Association of Ha Nam province closely follow Decision 182 of the Prime Minister to propagate, mobilize, guide and support farmers to develop collective economy.
"The Association at all levels continues to promote and effectively implement farmers' movements, especially the movement of farmers competing in production and good business, uniting to help each other get rich and sustainably reduce poverty. In particular, the Association needs to pay attention to supporting and nurturing farmers who are good at production and business to develop into Cooperative Directors, agricultural entrepreneurs, these are the "locomotives" leading the development of the agricultural economy" - Comrade Bui Thi Thom emphasized.
Comrade Bui Thi Thom also requested that all levels of the Association in Ha Nam province actively participate in Party building and government building, proactively perform well the role of supervision, social criticism, protection of the legitimate rights and interests of members and farmers, and the role of bridging the gap between the Party, government and farmers.
Previously, on the morning of May 23, comrade Bui Thi Thom - Vice President of the Central Executive Committee of the Vietnam Farmers' Union, as head of the Central Union's working delegation, had a working session with the Farmers' Union of Duy Hai ward, Duy Tien town, Ha Nam province to grasp the situation of the Union's activities and the farmers' movement at the grassroots level.
