On the morning of April 19, the Department of Natural Resources and Environment held a conference to disseminate new points of the 2024 Land Law and provide training on Decree No. 12 of the Government amending and supplementing a number of articles of Decree No. 44/2014 of the Government regulating land prices and Decree No. 10/2023 of the Government amending and supplementing a number of articles of decrees guiding the implementation of the Land Law.

Speaking at the conference, comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized: The 2024 Land Law was passed by the National Assembly with many new points to comprehensively institutionalize the Party's guidelines and policies, the National Assembly's resolutions, and at the same time remove obstacles drawn from the practical summary of the implementation of the 2013 Land Law and legalize regulations that have been proven to be appropriate in practice, contributing to removing difficulties and obstacles, and unlocking land resources for national development.
The Standing Vice Chairman of the Provincial People's Committee requested that the Department of Natural Resources and Environment continue to promote propaganda and dissemination to all cadres and people in the coming time to effectively implement the Party's guidelines and policies, the State's policies and laws on land, especially the new regulations on the 2024 Land Law compared to the previous old laws.

At the conference, representatives of the Department of Land, the Department of Planning and Land Resources Development under the Ministry of Natural Resources and Environment disseminated some new points of the 2024 Land Law. Accordingly, the Law consists of 16 chapters, 260 articles; amending and supplementing 180/212 articles of the 2013 Land Law and adding 78 new articles. The 2024 Land Law has new points related to the contents of land policies for ethnic minorities; regulations on land use planning and planning; land allocation, land lease, conversion of land use purposes; land recovery, compensation, resettlement support; land finance, land prices; land use regime, rights and obligations of land users;...
Representatives of the Department of Land, Department of Planning and Land Resources Development under the Ministry of Natural Resources and Environment disseminated some new points of the 2024 Land Law.
In particular, the new point that localities and people are very interested in is land recovery for socio-economic development. The 2024 Land Law stipulates 32 specific cases where the State recovers land with many groups of criteria, many new points, ensuring democracy, objectivity, fairness and transparency. The Law also specifically stipulates compensation, support and resettlement when the State recovers land. At the same time, amend and supplement the compensation principles towards diversifying forms of compensation. Notably, the regulation on compensation is land with the same purpose as the recovered land or in money, other land or housing. In addition, the 2024 Land Law has removed the Government's regulations on land price framework; specifically stipulates principles, bases, methods of land valuation and stipulates that the land price list is built annually. Thereby, creating favorable conditions for localities to effectively use land resources for socio-economic development.
