On September 14, the People's Committee of Thanh Hoa province issued Decision 3263/QD-UBND on approving specific land prices as the basis for determining land use fees and land rents paid to the State budget for the counterpart land fund project (phase 1) to implement the investment project to build the Hai Hoa - Binh Minh route under the PPP form (BT Contract) in Hai Hoa ward, Nghi Son town.

Accordingly, the land allocated and leased in the first phase within the administrative boundary of Hai Hoa ward has an area of ​​nearly 6.8 hectares, of which urban residential land is more than 30,000 square meters, market land is more than 2,400 square meters, and nearly 3.5 hectares of technical and public infrastructure land (parking land 1,011 square meters, traffic land 26,611.7 square meters, green land 2,322.6 square meters, water surface land 4,479.2 square meters, cultural house land 541 square meters). The land price for residential land after deducting costs (excluding site clearance costs) is 7,227,560 VND/m2. For market land, the specific land price after deducting costs (excluding site clearance costs) is: 4,524,528 VND/m2.

The investor of the Hai Hoa BT project's counterpart area is urgently building infrastructure to "launch the product".

The specific land price mentioned above is determined under the condition that the investor (Hai Hoa - Binh Minh BT Joint Stock Company) must invest according to the investment project, the approved detailed planning for the land area assigned and leased to implement the project according to Decision No. 5540/QD-UBND dated December 23, 2019 of the Provincial People's Committee on approving the planning and Decision No. 341/QD-BQLKKTNS&KCN dated December 4, 2022 of the Head of the Management Board of Nghi Son Economic Zone and Industrial Parks of the province. In case the project investor (Hai Hoa - Binh Minh BT Joint Stock Company) requests to change the land use purpose, change land use indicators, and construct according to the planning and related legal documents, the difference in land use fees paid to the State budget will be determined at the time of permission by the competent state agency according to regulations.

For 34,965.5 m² of traffic land, parking land, green land, water surface land, and cultural house land, BT Hai Hoa - Binh Minh Joint Stock Company will complete the investment in building technical infrastructure according to the investment project and hand over this land area to Nghi Son Town People's Committee for management and common use according to the provisions of law. The deadline for completing investment and handing over technical infrastructure is before December 31, 2023.

To implement the above contents, the People's Committee of Thanh Hoa province assigns the Department of Natural Resources and Environment and departments, branches, and units that are members of the Thanh Hoa Province Specific Land Price Appraisal Council to take full responsibility before the law, the Provincial People's Committee, inspection, examination, and auditing agencies, and relevant agencies for the accuracy of data and advisory content in the specific land price plan to determine land use fees and land rents paid to the State budget for the counterpart land fund project (phase 1) to implement the investment project to build the Hai Hoa - Binh Minh road, Nghi Son town under the PPP form (BT contract) in Hai Hoa ward, Nghi Son town.

Previously, according to Decision No. 341/QD-BQLKKTNS&KCN dated December 4, 2022 of the Head of the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province on land handover and land lease to implement the counterpart land fund project (phase 1) to implement the investment project to build the Hai Hoa - Binh Minh road, Nghi Son town in the form of public-private partnership (BT Contract), accordingly, BT Hai Hoa - Binh Minh Joint Stock Company was assigned 67,918.5 m² of counterpart land (phase 1) for the BT project of Binh Minh Hai Hoa road.

Since August 2023, many investors have been busy "reserving bricks" on the beautiful land of the Hai Hoa BT project.

According to Nguoi Dua Tin's research, the Hai Hoa - Binh Minh road project is one of the last BT projects in the country before this type of project was "terminated" due to the high risk of losing state assets. The project has a total investment of nearly 540 billion VND, the total land area used is 20.76 hectares with a total length of about 5.855 km. The project investor is Hai Hoa - Binh Minh BT Joint Stock Company, headquartered in Tien Phong Residential Group, Hai Hoa Ward, Nghi Son Town, Thanh Hoa. To implement the above nearly 6km road project, Thanh Hoa province has responded with a land area of ​​55.84 hectares to invest in the construction of the above project.

According to Nguoi Dua Tin 's actual records in August 2023, the above BT route has completed a section, but some points have not yet completed site clearance. At the assigned land located on the BT route, the investor has almost completely built the technical infrastructure system. At the same time, many investors and real estate brokers have appeared here to inform about "reservations" to buy land. According to a broker at the site, the selling price at this site is fluctuating from 17 million to about 25 million per square meter depending on the location.
