On December 5, Artificial Intelligence Day 2023 (AI Day) with the theme “AI – Rebuilding Reality” opened in Ho Chi Minh City with the main theme being Generative AI – GenAI. This is the 5th consecutive year that AI Day has been held and has become the leading annual scientific conference in the field of AI in the world and Vietnam.
The event also introduced to the public for the first time an interesting project of AI Vietnam called PhoGPT. This project is implemented by VinAI Company under Vingroup Corporation.

PhoGPT is an open source research project on large-scale language models for Vietnamese. The project's goal is to develop models similar to ChatGPT for Vietnamese language and Vietnamese culture. PhoGPT has the ability to understand and write Vietnamese writing style in a way that surpasses previous generation language technologies.
The model is also trained from scratch with Vietnamese data files, independent of any other models in the world, ensuring mastery of advanced core technology for Vietnam.
PhoGPT will go hand in hand with the trend of large open source language models in the world such as Meta's Llama or Mistral, which were developed to compete with OpenAI's ChatGPT.
According to experts, when comparing the closed-source version of PhoGPT-7B5-Instruct and ChatGPT (GPT-3.5-turbo) and other open-source models, PhoGPT ranks second only to ChatGPT in most evaluation categories. The PhoGPT development team is continuing to improve the model and will expand the project to other languages, especially those in the Southeast Asian region.

Dr. Bui Hai Hung, General Director of VinAI, said that there are not many human resources developing core technology in the world. The company is very proud that as soon as the world developed ChatGPT, Vietnam immediately caught up.
“ Vietnam is gradually understanding technology, even developing its own technology. Regarding open source research, Vietnam is leading in Southeast Asia in this field. We are developing AI technology very quickly ,” said Mr. Hung.
According to Mr. Hung, in addition to geographical distance, Ho Chi Minh City, Jakarta (Indonesia), Singapore or anywhere in the world also has a big "barrier", which is language. Although people can communicate with each other in English, Chinese or French.
Mr. Hung commented that in the future, when tourists speak in one language, their phones will emit another language to “translate”. Language barriers will be removed and handled by technology and AI.

Mr. Tran Duy Dong, Deputy Minister of Planning and Investment, stated that AI will be one of the areas in which Vietnam has great potential to develop and soon catch up with the world's level. The Ministry of Planning and Investment will always support and accompany the AI community in particular and the science and technology community in general.
According to Mr. Dong, Vietnam is facing the unlimited potential of Generative AI - one of the tools that will help improve human intellectual productivity dramatically in the near future. The development of Generative AI is not only in the technology field but also fundamentally changes the way people research, work, create content and is predicted to contribute trillions of USD to the global economy each year.
According to Mr. Dong, Vietnam has many businesses that have achieved remarkable achievements in researching and applying artificial intelligence such as FPT, Viettel AI, VNPT AI and especially VinAI. Although it was only established 4 years ago, VinAI has entered the Top 20 leading global companies in artificial intelligence research voted by Thundermark Capital in 2022, on par with many famous companies from developed countries. This further demonstrates the capacity and position of Vietnamese experts in researching and developing AI technology applications.
Deputy Minister Tran Duy Dong shared that he was very pleased to know that VinAI announced the research on the ChatGPT application specifically for Vietnamese people, applying the most advanced techniques today to suit the Vietnamese language. This is also an AI application with open source code ready to provide to Vietnamese users, laying the foundation for the development of high-performance Vietnamese language models, thereby developing practical applications, suitable for the needs of Vietnamese people and the technology development orientation of the Government.
According to research firm Precedence Research, spending on AI hardware is growing rapidly, from $43 billion in 2021 to $248 billion in 2030. These numbers have become a headache for manufacturers.
AI Day is an annual event co-organized by Vin AI Company and New Turning Institute with the support of the Ministry of Science and Technology and the National Innovation Center NIC.
This year's AI Day event attracted more than 30 experts, professors, and leading scientists in the field of artificial intelligence from all over the world, along with more than 100 business representatives and 1,500 guests in the fields of technology, production, and manufacturing domestically and internationally.
In addition, the event also had the participation of major partners such as: Intel, AWS, Elsa Speak, Do Ventures, AMD, Lenovo, Trusting Social, Google, VinFuture Prize, New World Saigon Hotel, NIC, Sovico Group, Vietjet Air, Vietsuccess, VietAI and The Global City.
AI Day 2023 has 4 main discussion sessions with great influence on many fields such as: The future of large language models (LLMs); Redefining the vision of the future of artificial intelligence; The global impact of generative artificial intelligence GenAI and the potential of GenAI in the Southeast Asian economy. In particular, generative AI - GenAI is a hot topic, attracting attention due to its practicality and functionality.
