Rapid and sustainable development of Quang Ninh's marine economy

On the afternoon of October 4, the Provincial Party Committee continued to work at the conference hall to summarize 5 years of implementing Resolution 15-NQ/TU dated April 23, 2019 of the Provincial Party Committee on developing seaports and seaport services in the province until 2025, with a vision to 2030. Comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired the conference.

After the Provincial Party Executive Committee issued Resolution No. 15-NQ/TU, the Provincial Party Standing Committee issued Decision No. 1620-QD/TU dated May 29, 2019 to establish a Steering Committee to lead and direct to ensure synchronization, unity, and comprehensiveness based on the potential and advantages of the province.

After 5 years of implementing Resolution No. 15-NQ/TU, important results have been achieved. Up to now, the general objective of the Resolution has been basically achieved, with the Quang Ninh seaport area being positioned and having a brand, high competitiveness, and meeting domestic and international needs well. Total seaport service revenue by the end of 2023 will reach over 14,800 billion VND, reaching 59.36% of the plan; total cargo throughput through the port will reach about 627 million tons, reaching 101% of the plan; total sea transport passenger traffic by the end of 2023 will reach over 170,000 passengers.

Awareness of the role and special significance in the strategy for developing seaports and seaport services has been gradually raised. The work of reviewing and proposing the planning of the Quang Ninh seaport system has been approved by the Prime Minister in Decision No. 1579/QD-TTg dated September 22, 2021 on the Master Plan for the development of Vietnam's seaport system for the period 2021-2030. Administrative reform and application of information technology to reduce the time for handling customs procedures and managing port operations have been basically completed as required. Quang Ninh has formed and included in the planning of functional areas, restaurant service areas, and modern shopping centers at international passenger ports such as Tuan Chau; Hon Gai port area and Van Don international airport; has been attracting investment projects to develop seaports, seaport services, post-port logistics areas and logistics in Quang Yen coastal economic zone with an area of about 6,282.27 hectares, exceeding the target of the Resolution...

Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, gave a speech at the conference.

Delegates attending the conference clarified the achievements, difficulties and obstacles in the implementation process and proposed many solutions to improve the quality and efficiency of the seaport system and post-port logistics services.

Concluding the conference, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized: With the attention and direction of the Central Government and the efforts of the entire political system of the province, after 5 years of implementing Resolution No. 15-NQ/TU, the seaport economy and seaport services of Quang Ninh have basically developed in the right direction, initially achieving positive results. This is an important premise for Quang Ninh province to continue to implement the goal of developing the marine economy.

Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, reported on the results of 5 years of implementing Resolution 15.

Regarding the tasks in the coming time, the Provincial Party Committee agreed to develop and issue a new Resolution on rapid and sustainable development of the marine economy of Quang Ninh province to replace Resolution 15. The Party Committee of the Provincial People's Committee is assigned to be the agency to direct and advise on the development of the project, submission, and draft of the new resolution. In the process of developing the project, the Party Committee of the Provincial People's Committee must closely follow the practical situation of the locality and the provisions of newly issued laws and related plans, especially the Provincial Plan 80, the Master Plan for the development of the Vietnam seaport system for the period 2021-2030, with a vision to 2050; the National Marine Space Plan... The project must ensure harmony between the general development of the province, the investment and business environment, and be consistent with the decentralized management authority between the Central and local governments. At the same time, it is necessary to study the issues arising after storm No. 3. The process of building the project must also consult with scientists and experts, and it is necessary to organize workshops.

During the time when the new Resolution has not been issued, the Standing Deputy Secretary of the Provincial Party Committee requested Party committees, agencies, units and localities to continue implementing the goals, targets and solutions set out in Resolution 15. In particular, the heads of Party committees, Party organizations, localities and functional agencies, members of the Steering Committee for the implementation of Resolution 15 must continue to lead and direct the implementation of assigned tasks; resolutely and synchronously deploy and improve the effectiveness and efficiency in state management, inspection and supervision. Continue to improve management capacity, maximize the capacity of existing ports; accelerate the investment progress of Van Ninh General Port and develop cargo handling services at anchorage areas, cargo transshipment and warehouse services.

Border localities and specialized management agencies proactively implement management solutions to improve and enhance the quality of warehouses and infrastructure to serve the storage of import and export goods as well as improve the quality of logistics activities in the area. Continue to call for and attract investment in some advantageous sea and port areas. Strengthen coordination between functional agencies and localities in creating the most favorable conditions, paying attention to solving administrative procedures for businesses operating in the port sector.

Also at the conference, the Provincial Party Executive Committee listened to and commented on the report on the results of supervision of the Provincial People's Committee Party Committee in the leadership, direction and organization of the implementation of Resolution No. 10-NQ/TU dated September 26, 2022 of the Provincial Party Committee on strengthening the Party's leadership in resource management, environmental protection, disaster prevention and mitigation, response to climate change, ensuring water security and many other important contents.
