In 2021, Phuong Nam Private Enterprise, Group 3, Tan Thanh Ward, Dien Bien Phu City established a Party cell with 3 party members, Mr. Hoang Van Dung as Party Cell Secretary.
As a businessman devoted to Party work, Mr. Hoang Van Dung spends a lot of time studying the resolutions of the Party Central Committee and the resolutions of the Provincial Party Congresses of the XIII and XIV terms. Grasping the consistent goals set by the Party Congresses at all levels, in his position as director, Mr. Dung proactively plans the development goals of the enterprise for each specific stage, in line with the development goals of the province. With the responsibility of a Party member and business owner, he always pays attention to introducing to the Party cell outstanding young people who are employees and workers in the enterprise.
Mr. Hoang Van Dung said: Since joining the Party (in 2008), participating in grassroots Party cell meetings, being fully informed of Party congress resolutions at all levels, newly issued policies and laws, I have more directions to plan specific business activities. Phuong Nam Enterprise Party Cell currently has 3 Party members and many outstanding people. We have assigned Party members to accompany and help the people continue to complete the procedures to request Party membership.
Located in Dien Bien Phu City, Hoang Nguyen Trading and Service Enterprise has just established a Party cell. Mr. Pham Ngoc Hoang, Secretary of Hoang Nguyen Trading and Service Enterprise Party Cell shared: “Previously, there was no Party cell, Party members had to live at their place of residence, causing many difficulties, especially when most of their time was tied to work at the enterprise. Realizing that the unit had enough conditions and was supported and facilitated by the higher-level Party organization, we were determined to establish a Party cell. Since the Party cell was established, the monthly activities of Party members have become more convenient, everyone is assured to strive and contribute to the development of the enterprise”.
In practice, businesses with party, trade union and youth union organizations often operate in a disciplined manner and build more trustworthy relationships with partners. However, up to now, few private business owners have paid attention to developing party members and building party cells in their businesses like Mr. Dung and Mr. Hoang. In the previous term, the province had 1,291 private enterprises but only 18 party organizations in non-state enterprises.
In order to gradually remove difficulties in developing party members and party organizations in private enterprises, the Provincial Party Committee has proposed specific solutions, suitable to the conditions of each locality and unit. In the period of 2008 - 2018, the Provincial Party Committee selected the Dien Bien Phu City Party Committee and the Tuan Giao District Party Committee to pilot the admission of party members who are private business owners. By the end of 2018, 3 private business owners had been admitted to the Party. Inheriting and promoting the experience from the results of this pilot, in 2019 the Provincial Party Committee issued Decision 5729-QD/TU approving the Project on developing party members and party organizations in private economic units in the area.
The province aims to have each district and town Party Committee establish at least 5 new Party organizations in private economic units by 2025; Dien Bien Phu City Party Committee alone will establish at least 10 Party organizations in private economic units. The Provincial Party Committee Standing Committee requires district, town and city Party Committees to pay attention to leading and directing advisory agencies to coordinate with Party organizations in enterprises and private business owners to develop plans to create sources for Party development, in which over 50% of enterprises admit 1-2 Party members. Every year, the whole province trains and admits at least 5 private business owners into the Party. The Provincial People's Committee Party Committee is assigned to lead and direct state management agencies to be responsible for supporting and coordinating to create conditions for enterprises to establish Party organizations.
Comrade Pham Khac Quan, Standing Committee Member, Head of the Provincial Party Committee's Organization Board, said: Developing party members and party cells in private enterprises not only aims to strengthen the Party's leadership and guide private enterprises to develop sustainably, but also ensures the harmony of business owners' interests with the interests of employees and the community. This not only helps improve management capacity, but also arouses the spirit of solidarity and social responsibility, thereby building a fairer and more effective working environment; making an important contribution to promoting local socio-economic development.
With many synchronous solutions suitable to practical conditions, up to now, the whole province has 35 party organizations in non-state enterprises with 293 party members, an increase of 17 party organizations and 42 party members compared to 2020.
