Vietnam will face many barriers, difficulties, delays... in international integration if it does not drastically streamline the apparatus which is already too cumbersome today.
Right before the new year 2025, units from the central to local levels have completed the project to streamline the apparatus with the motto "high determination, drastic action", "only discuss action, no retreat".
True to the spirit of "running and lining up at the same time", the revolution of arranging and streamlining the political system's organization has been moving rapidly and spreading strongly throughout the country.
However, hostile, reactionary forces and political opportunists continue to propagate, distort and deny this result; they see this as a lucrative bait to distort and incite.
In particular, some individuals and reactionary exile organizations such as Viet Tan, the Committee for Rescue of Overseas Vietnamese, the Montagnard Fund, etc., as well as some foreign media agencies such as BBC, RFA, VOA, etc. have continuously spread distorted arguments, aiming to sabotage the policy of streamlining the apparatus of our Party and State. They have made full use of social networks to spread distorted and baseless arguments: The arrangement of units, the merger of some agencies, ministries, departments and branches with the purpose of dividing seats and "lobbying", causing budget waste; streamlining the apparatus does not reduce the budget but costs an additional 130,000 billion VND; the streamlining of the payroll in Vietnam is "just a formality, deceiving the people", does not bring about practical results but only wastes money and the budget; Streamlining the payroll is a “power struggle, factionalism”, aiming to reduce the power of one person to increase the power of another, a way to “destroy” or “consolidate” the power of some factions. And then they argue that: Streamlining is just a superficial form, in reality it is just “old wine in new bottles”; streamlining or is “our side” trying to eliminate “our side”? that, Vietnam finds it very difficult to streamline the cumbersome apparatus; streamlining the apparatus will not succeed…
Their purpose is to disturb public opinion, cause internal turmoil, disrupt the unity within the Party and the political system, shake the people's trust in the Party; sabotage the Vietnamese revolution in the new era...
Faced with the distorted and untruthful arguments of hostile forces, we need to unify our perception: Streamlining the apparatus is not a "temporary" task as the enemy forces claim, but in fact streamlining the apparatus is one of the consistent policies of our Party and State. Entering the period of promoting the cause of innovation, industrialization and modernization of the country, stemming from the special importance and urgent requirements from the practical development of the country, through many congresses, especially in recent congresses, in the documents of the 9th, 12th and 13th National Congresses of our Party, we have emphasized specific tasks on streamlining the apparatus organization, or studying and building a comprehensive model of the apparatus organization of the political system in the new period. From the 7th Congress up to now, our Party has continuously issued many resolutions and conclusions to lead the implementation of the policy of innovation, streamlining the apparatus organization of the political system to streamline the apparatus organization to operate effectively and efficiently.
In particular, after 7 years of implementing Resolution No. 18-NQ/TW of the 6th Conference of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", some results have been achieved. By the end of 2024, the apparatus streamlining revolution officially started and is being deployed with high determination and drastic actions in the first months of 2025.

Along with that, the Government has a plan to reduce 13/13 general departments and equivalent organizations; reduce 518 departments and equivalent organizations. Moreover, after merging to 14 ministries, 3 ministerial-level agencies and reducing general departments, departments, and bureaus, the efficiency of handling administrative procedures increased by 30%, saving the budget more than 2,000 billion VND/year. Thus, the revolution of streamlining the apparatus has taken important initial steps. The difficulties ahead are still great, the tasks are also very heavy, requiring determination and high consensus. Therefore, the requirement is to do each step firmly, doing it well, only then can we create trust, adding motivation for the next steps to achieve better results.
Speaking at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW, General Secretary To Lam pointed out: “Building an effective and efficient organizational apparatus is a difficult and complicated task, requiring solidarity, unity, courage, and sacrifice of each cadre and party member, along with the high determination of the entire Party and the entire political system... The work ahead is very complicated and urgent. Time does not wait for us. The country is standing at the historic door to enter the era of growth. The work we do today will determine the future”.
The ultimate goal of streamlining the apparatus is to build a transparent and effective state management system that best serves the interests of the people and businesses. This not only contributes to saving the budget but also creates a solid foundation for Vietnam to deeply integrate into the international community.
Therefore, in the face of the distorted arguments of the enemy forces, each of us needs to heighten our vigilance and unite with the Party and State to build a "refined, compact, strong, efficient, effective and efficient" apparatus, creating the best conditions for the strong innovation and development of the nation in the new era.
