According to Reuters news agency on March 17, Russian President Vladimir Putin has granted permission for the US hedge fund 683 Capital Partners to buy securities of Russian companies from several other Western financial institutions, including Jane Street, Templeton Asset Management, Franklin Advisers and Carrhae Capital.
In addition, the decree also allows two Russian companies, Cepheus-2 and Modern Real Estate Funds, to buy securities owned by 683 Capital Partners without President Putin's approval.
Reuters could not immediately reach 683 Capital Partners for comment.
Since the Russia-Ukraine conflict broke out in February 2022, Moscow has steadily tightened restrictions on the sale of foreign assets, with any deals involving the energy and financial sectors requiring Putin’s approval.
Investors are now closely watching for signs of a thaw in US-Russia relations after President Donald Trump returned to the White House, which could open up opportunities for Western investors to trade Russian assets.
Sanctions imposed on Russia over the conflict in Ukraine have blocked many Russian investors from accessing securities held in jurisdictions outside the country, while Russian countermeasures have frozen Western funds in the country.
President Putin's decree came a day before his scheduled phone call with his US counterpart Donald Trump.
Both Washington and Moscow have confirmed that the two leaders will hold a phone call on March 18. The White House expressed optimism about reaching a Russia-Ukraine peace deal.
According to Reuters, Mr. Trump said on March 17 that many elements of the final agreement on Ukraine had been agreed upon but much remained to be achieved. "I look forward to my call with President Putin," he wrote on Truth Social.
Earlier on March 16, the US leader said there would be discussions on a number of concessions between Russia and Ukraine, including territory and power plants.
He did not give details but appeared to be referring to the Zaporizhzhia nuclear power plant, Europe's largest, in Ukraine.
Kremlin spokesman Dmitry Peskov declined to comment on Mr Trump's statements regarding the territory and the power plant.
