French President Emmanuel Macron has said his country will continue to support Ukraine without falling into a state of war with Russia.

This statement was made by the French leader in a speech to French soldiers on the eve of the country's National Day (July 14).

“We will continue to support Ukraine… and carry out our obligations without seeking escalation and without falling into a state of war with Russia, because we have never been in that state,” the French president said.

Mr. Macron's statement was announced by the press agency of the Elysee Palace (Office of the French President).

According to Mr. Macron, "security in Europe is under threat." The French military knows the importance of the balance of power and must understand "the determination of the French leadership not to let Russia win the war," Mr. Macron continued.

He stressed the important role of the French Army in training Ukrainian soldiers and officers. “We will indeed continue to equip the Ukrainians so that they can defend themselves as long as necessary,” he said.

"Thanks to two laws on defense planning, we have doubled the defense budget for the period up to 2030… The accelerating pace of developments and the increasing threats mean that new adjustments are needed," Mr. Macron said.

"That is why I ask you to continue analyzing the consequences of a future war, not as we imagined yesterday, and to prepare to adjust the military plan for 2025," the French leader said.

In February, France signed a security pact with Ukraine. The deal includes a French aid commitment of up to €3 billion for 2024, followed by €2.1 billion in 2023 and €1.7 billion in 2022.

The French President's office said the treaty would be valid for 10 years and include precise commitments from the French side, including financial ones.

The agreement will strengthen bilateral cooperation in the field of artillery. It also helps pave the way for Ukraine’s future integration into the European Union (EU) and NATO.
