Mr. Hoang Van Dung, Chairman of the Elderly Association of Minh Chuan Commune, Luc Yen District, Yen Bai Province, is enthusiastic and responsible in the Association's work. He is always a pioneer in the movements of the commune, especially in implementing a cultural lifestyle, building new rural areas (NTM), and civilized urban areas in the locality, which is recognized by the local Party Committee and government and trusted and followed by the people.

Responding to the movements and campaigns launched by the locality and the Association, he coordinated with the Executive Committee of the Commune Elderly Association to promote the Party's guidelines and policies, the State's policies and laws, especially the criteria for advanced and model new rural areas to the cadres and members of the elderly association through meetings and activities of village and hamlet branches. At the same time, he encouraged the elderly to participate in building advanced and model new rural areas through practical and effective actions. From there, the elderly voluntarily contributed money, labor, land and construction materials to expand inter-village and inter-commune roads, build cultural houses and welfare works in the locality.
Furthermore, Mr. Dung also actively propagates and mobilizes his children and grandchildren in the family and people to classify, collect and dispose of waste according to regulations; limit the use of plastic bags and disposable plastic products; organize members to sign a commitment to comply with environmental protection regulations in residential areas. Every Saturday, elderly members and villagers spread out to all roads to clear bushes, unclog sewers, sweep village roads, plant flowers on both sides of the road, creating a bright, green and clean environment.
The Elderly Association encourages members who are still healthy to continue to promote their direct experience in labor and production; encourages their children and grandchildren to actively start businesses, work, train, create jobs, and increase income. Along with that, the commune has focused on building and forming new effective production models such as the purple potato product linkage model between farmers and the Luc Yen orange cooperative and the red peanut product linkage model between farmers and the Thai Son cooperative, Tan Linh commune... Thereby, contributing to the implementation of political tasks, socio-economic development of the locality, increasing income for people; the rate of poor households is decreasing, the rate of rich households is higher year after year. In that daily change, we are very proud of the important contribution of the elderly class.
In building a cultural life in residential areas, cadres and members of the Elderly Association always encourage their descendants to preserve the traditions of their clans, to have harmonious, united and happy families; to mobilize the community to together implement the conventions of the residential area; to have a civilized lifestyle in weddings, funerals, festivals, longevity greetings, and longevity celebrations; to eliminate backward customs and superstitions; to participate in preserving, maintaining and passing on the traditional cultural beauty of the nation. Through evaluation, every year 90% of the elderly families achieve the title of "Cultural Family"; 95% of the families of the elderly members meet the standard of "Exemplary grandparents and parents, filial children and grandchildren".
The Elderly Association coordinated with the Party Committee, government, and Vietnam Fatherland Front to celebrate the longevity of 226 elderly people. Mobilized agencies, units, and benefactors to present 120 gifts to poor elderly people, elderly people in difficult circumstances, sick, and ill, with a total value of 12 million VND on the occasion of holidays and Tet.
Mr. Hoang Duc Que, Chairman of the Elderly Association of Yen Bai province, said: “Mr. Hoang Van Dung is always exemplary, polite, sociable, enthusiastic, responsible in his work and proactively coordinates well with related departments to excellently complete assigned tasks, not afraid of time, weather or difficulties. At the same time, he is also a typical example of the movement “Studying and following the ideology, morality and style of Ho Chi Minh”.

For his silent contributions to the community, Chairman of the Minh Chuan Commune Elderly Association, Hoang Van Dung, received many Certificates of Merit from the People's Committee and the District and Commune Elderly Associations. He was recently elected by the Yen Bai Provincial Elderly Association to attend the Hanoi Capital Conference to honor outstanding elderly people participating in building the political system in the 2019-2024 period and was awarded a Certificate of Merit by the Central Committee of the Vietnam Elderly Association.
