What is the inspection cycle for pickup trucks?

Why are pickup trucks classified as trucks?

Giao thong Newspaper's hotline received a question from a reader about why a family's pickup truck, which is not used for transportation business, is not eligible for the automatic registration renewal policy.

According to TCVN 7271, most popular pickup trucks are classified as single cabin pickup trucks and double cabin pickup trucks.

Regarding this issue, a leader of the vehicle inspection center in Hanoi said that, although according to Regulation 41/2019/BGTVT - Vietnam National Technical Regulation on road signs, pickup trucks and vans with a permitted cargo weight of less than 950 kg will be considered cars; pickup trucks with a permitted cargo weight of 950 kg or more will be classified as trucks.

However, this regulation is only used to divide traffic and regulate the time and conditions for vehicles to participate in traffic on the road, and is not used in motor vehicle registration.

On the other hand, in automobile registration, vehicle classification will be regulated in Vietnam National Standard 7271 - Road vehicles - Automobiles - Classification by purpose of use (including versions TCVN 7271: 2003; Amendment 1:2007 TCVN 7271:2003 and Amendment 2:2010 TCVN 7271:2003).

It is known that in Vietnam, there are not many pickup trucks because they are expensive. Some models include Ford F-150 or Ram 1500. This type of vehicle will not be subject to age restrictions like trucks, so the inspection cycle, inspection fees and license plates will be applied like cars.

Most popular pickup truck models in Vietnam such as Ford Ranger, Mitsubishi Triton, Toyota Hilux, Mazda BT-50, Nissan Navara, Isuzu D-Max have characteristics that satisfy sections 3.2.7 and 3.2.8 (page 8) of TCVN 7271, so they all belong to the group of double-cabin pickup trucks (trucks).

Specifically, according to sections 3.2.7 and 3.2.8 (page 8) of TCVN 7271, single-cabin pick-up trucks and double-cabin pick-up trucks have: Open cargo box (can have a cover) or closed type, can be attached or not attached to the cabin, with doors for loading and unloading goods. The cargo box is not equipped with amenities and interior for transporting people. The total mass of goods allowed to be carried (mh) must be greater than the total mass of the number of people allowed to be carried, ensuring that the ratio of mass of people to mass of goods is not greater than 80%. The cabin has one row of seats for vehicles with single cabins and two rows of seats for vehicles with double cabins (the maximum number of people allowed to be carried is less than 5 people).

In addition, section 3.1.1 (page 4) of TCVN 7271.2003 also defines: Pick-up trucks carrying people with at least one feature different from pick-up trucks carrying goods as stated in 3.2.7 and 3.2.8 of TCVN 7271 will be called passenger cars.

Normally, on the certificate of technical safety and environmental protection of motor vehicle type, the pickup truck line will be clearly stated as single cabin pickup truck or double cabin pickup truck.

Therefore, pickup trucks will not be subject to the automatic registration renewal policy (which only applies to passenger cars with less than 9 seats that are not registered for transportation business).

Because they are classified as trucks, pickup trucks have the same inspection cycle as trucks and are not subject to the automatic inspection renewal policy.

What is the pickup truck inspection cycle?

Because they are classified as trucks, popular pickup trucks in Vietnam will have the same inspection cycle as trucks.

Specifically, Circular 08/2023 amends and supplements Circular 02/2023 and Circular 16/2021 regulating technical safety and environmental protection inspection of road vehicles, stipulating that pickup trucks with a production period of up to 7 years will have an initial inspection cycle of 24 months (exempted from initial inspection), and a periodic inspection cycle of 12 months.

For pickup trucks with a production date of over 7 years, the inspection cycle is every 6 months.

In case of a modified pickup truck, the initial inspection period is 12 months (no exemption from initial inspection) and the periodic inspection period is 6 months.

In addition, this type of vehicle is also subject to the same age regulations as trucks, which is 25 years from the date of manufacture.
