According to information from the Ministry of Foreign Affairs, at the talks, the two leaders emphasized that Vietnam and China are neighbors, mountains connected to mountains and rivers connected to rivers.

The traditional friendship between the two Parties and two countries is a valuable common asset that needs to be inherited, preserved and constantly promoted by generations of the two countries.

President Luong Cuong affirmed that the Party and State of Vietnam consistently consider strengthening and developing friendly and cooperative relations with China an objective requirement, a strategic choice, and a top priority in its overall foreign policy.

Pointing out that this year marks the 75th anniversary of the establishment of diplomatic relations, and is also the Year of China-Vietnam Humanitarian Exchange, General Secretary and President of China Xi Jinping said that the framework of the two countries' relationship has changed from traditional friendship and brotherhood to joining hands to build a Community of Shared Future of strategic significance, creating a model of friendship, mutual assistance and solidarity.

President Luong Cuong then put forward a number of proposals and major directions for cooperation between the two countries in the coming time. The first of these is to maintain regular high-level exchanges to enhance trust, share experiences in governance and national development, and promote the effectiveness of cooperation mechanisms on the channel.

In addition, raising the level of substantive cooperation in all fields, focusing on making science and technology cooperation a new pillar, new driving force, and new highlight for bilateral cooperation. With the Vietnam-China Humanitarian Exchange Year 2025, he suggested that both sides implement it well and strengthen people-to-people exchanges to consolidate the social foundation for bilateral relations.

The Head of State also proposed to increase exchanges and coordination at international and regional forums of which both sides are members, and support each other to enhance their role and position in the international arena.

Besides, control and properly resolve disagreements at sea on the basis of compliance with high-level common perceptions, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); maintain a peaceful and stable environment in the East Sea and in the region.

General Secretary and President of China Xi Jinping highly appreciated the positive opinions and important proposals of President Liang Qiang. He affirmed that the Chinese Party and State wish and are willing to maintain high-level strategic exchanges with Vietnam to promote the leading role in bilateral relations. At the same time, they will continue to deepen cooperation between the Party, Government, military and law enforcement.

In addition, China wishes to effectively implement the cooperation plan connecting the "Belt and Road" initiative with the "Two Corridors, One Belt" framework and is ready to work with Vietnam to promote cooperation in transport infrastructure, especially the three railway lines connecting the two countries, cross-border economic cooperation zones, and smart border gates.

Chinese leader affirmed his readiness to expand the import of high-quality goods from Vietnam.

The two sides will promote cooperation in emerging areas such as green development, 5G, artificial intelligence as well as carry out rich and diverse cultural exchanges to connect people's hearts, focusing on the young generations of the two countries as the youth of the two countries are considered the foundation and future of China-Vietnam relations.

In addition, implementing small and beautiful civil projects, as well as enhancing local exchange activities, cooperation in the fields of education, culture, tourism... He also proposed to strengthen cooperation in multilateral mechanisms such as APEC, ASEAN, Lancang - Mekong and suggested that both sides implement well the high-level common perception, properly control disagreements and expand cooperation at sea.

After the talks, President Luong Cuong hosted a solemn reception for General Secretary and President Xi Jinping and the high-ranking Chinese delegation. This was also Xi Jinping's last official activity during his two-day state visit to Vietnam on April 14 and 15.

Early in the afternoon of April 15, the Chinese leader left Noi Bai airport to leave Vietnam. Prime Minister Pham Minh Chinh personally went to the airport to see off General Secretary and President of China Xi Jinping.
