Since 2011, Vinh Linh district has embarked on the national target program for new rural construction (NTM). Over the past 13 years, with the spirit of “determination, creativity, and method”, the construction of “livable countryside” in the locality has achieved important results and Vinh Linh district has been recognized as meeting NTM standards in 2024.

Originally a purely agricultural district, 13 years ago, when starting to build a new rural area, the first thing Vinh Linh did was to quickly establish a steering and management apparatus to implement the program at all levels. Under the direction of the district People's Committee, the steering committee for building a new rural area at all levels proactively developed plans for each year and each stage; assessed the current situation and needs to meet new rural standards and registered for implementation, ensuring the right roadmap. In 2012, Vinh Lam commune was one of the three communes chosen by Quang Tri province to launch the new rural area building movement. In 2014 and 2015, Vinh Linh district had the first four communes to reach the new rural area finish line, including: Vinh Lam, Vinh Thuy, Vinh Thach (old) and Vinh Lam. From here, a widespread patriotic emulation movement "Joining hands to build new rural areas" was launched, which was actively responded to by the entire political system and all classes of people in the area, who were the main subjects in this movement. Over the past 13 years, Vinh Linh district has mobilized resources of over 2,110 billion VND to implement the national target program on building new rural areas. From this capital source, the district has invested in many infrastructure projects to serve economic, cultural and social development and has not allowed outstanding debts to arise in basic construction in building new rural areas.
By early 2024, the entire district had 562 inter-commune, village and inter-village roads with a length of nearly 800 km that had been asphalted, upgraded and expanded; over 25.2 km of inter-commune irrigation canals had been solidified, reaching a rate of over 75%; 15/15 communes had completed the command committee for natural disaster prevention and rescue; every year, over 70% of people in areas affected by natural disasters were regularly disseminated knowledge about natural disaster prevention. 100% of communes had electricity systems. The rate of households using electricity regularly and safely reached over 98%. 15/15 communes had 100% solid or semi-solid houses, with no more makeshift or dilapidated houses.
Cultural infrastructure is invested and built synchronously. 15/15 communes have community learning centers and standard sports fields; 114/114 villages have cultural houses and village sports areas, meeting the cultural and spiritual needs of the people.
The school infrastructure system is well-built. 37/37 schools in 15 communes have facilities that meet national standards at level 1 or higher; especially 5 schools have facilities at level 2. The quality of comprehensive and key education is increasing; maintaining emulation movements with many educational indicators leading Quang Tri province.
Regarding health, the whole district has 18 health stations, the facilities are solidified and meet the standards; basic equipment meets the needs of initial medical examination and treatment for the people. 100% of communes meet the National Criteria for Commune Health for the period up to 2030 according to Decision No. 1300 dated March 9, 2023 of the Ministry of Health. The rate of people participating in health insurance is over 96%. The movement of the whole people uniting to build a cultural life is of interest. 100% of villages meet cultural standards; 96% of families are cultural families.
Along with that, Vinh Linh district always focuses on developing production and traditional industries to create jobs and increase income for people. By the end of 2023, the rate of trained workers will account for over 82.8%; the average income per capita of the whole district will reach 59.4 million VND/person/year.
In 2011, the average poverty rate in the district was 15.91%, and by the end of 2023, it had decreased to 1.99%. The political system has been consolidated; Party committees and authorities at all levels have proactively performed their assigned tasks well, the quality of activities of the Fatherland Front and socio-political organizations at all levels has been improved, creating conditions to promote socio-economic development in the locality. Political security has been maintained, social order and safety have been ensured, and people's trust in the Party and State has been increasingly consolidated and strengthened.
Up to now, the appearance from rural to urban areas in Vinh Linh has clearly improved. Ho Xa - the district town has taken on the appearance of a civilized and modern urban area; Cua Tung town is a tourism - economic service - marine urban area in the East and Ben Quan town is becoming the economic - social center of the West of the district. 15/15 communes have met the NTM standards.
The great results from the construction of the new rural areas have crystallized into "sweet fruits" worthy of the joint efforts, solidarity and unity between the Party's will and the people's hearts. Achieving the standard of a new rural district is also an extremely meaningful achievement for the Party Committee, the government and the people of Vinh Linh in the series of events celebrating the 70th anniversary of the homeland's tradition. Those achievements will be the driving force for Vinh Linh district to continue to rise on the path of building an advanced new rural district and a model new rural district in the following years.
