As an enterprise investing in the project of building a bonded warehouse and an oil pipeline from Hon La seaport, Quang Binh province to Khammouane province (Laos), with a scale of over 9 hectares, with a total investment capital of over 589 billion VND, Mr. Somvang Vongvilay, Chairman and Director of Petro Lao Company Limited said: Quang Binh is striving to change and is a potential investment destination. Besides the advantage of synchronous infrastructure, such as airports, international seaports, road and railway systems, etc., the province has had open investment attraction policies, and the local government is very interested in accompanying and creating favorable conditions to support investors during the project implementation process.
With the attention of the province, the sense of responsibility and effective coordination of departments, branches and sectors, we believe that the project will ensure construction starts on schedule in December 2025 and be completed and put into operation in June 2027, contributing to creating jobs for about 200 local workers.
Also in Hon La Economic Zone, at the end of March 2025, the Hon La International General Port project with a total area of over 39 hectares and a total investment of nearly 2,300 billion VND was started construction.
Mr. Phung Van Phat, Chairman of the Board of Directors of Hon La Port Joint Stock Company - the project investor, affirmed: "During the process of preparing and implementing the project, we have always received close guidance, timely and responsible support from the Provincial Party Committee and People's Committee of Quang Binh province; the companionship of the government, and the consensus and support of the local people. This is the motivation and responsibility for the company to strive to complete the project on schedule and with the highest quality. We commit that Hon La International General Port will come into operation in June 2026 and complete the entire phase I in December 2026".
Like businesses and investors, Quang Binh people are satisfied with the spirit and service attitude of government agencies. Ms. Tran Thi Ha in Dong Phu Ward (Dong Hoi City) who carried out the procedures for issuing and exchanging driver's licenses said that when she heard the news of the merger and transfer of tasks of some agencies, she herself was quite worried. However, the issuance and exchange procedures went smoothly, the officers in charge explained and guided enthusiastically and on schedule.
Discussing some outstanding results in recent times, Mr. Pham Quoc Oai, Head of the Administrative Procedure Control Department, Office of the Provincial People's Committee said: The administrative procedure control work has been implemented strictly, closely following the provisions of the law; closely linking administrative procedure reform with digital transformation, implementing Project 06, modernizing the direction, administration, serving people and businesses, contributing to creating strong changes, innovating thinking and action.
Administrative procedures are reviewed and electronic processes are restructured; the development and provision of online public services are promoted; data and results of administrative procedure settlement are digitized; application forms and declarations are digitized; digitized data is reused;... towards comprehensive innovation in the settlement of administrative procedures, improving the quality of public services, especially full-process online public services, digital services associated with personalization and based on data.
Efforts to maintain ranking index
With the real-time ranking assessment method on the electronic environment of the National Public Service Portal, to maintain the achievements of the index set, which means effectively meeting the needs of people and businesses, requires the tireless efforts of the entire political system, departments, branches, localities, staff, civil servants, and the companionship and coordination of people and businesses.
The reports of the Provincial People's Committee on administrative procedure reform in 2024 and the first quarter of 2025 have clearly analyzed and evaluated the achieved results, identified difficulties and challenges, and proposed solutions for implementation in the coming time.
Among them, the major difficulties that can affect the implementation of tasks in general and the achievements of the Index in particular include the slow progress in restructuring the business processes of online public services currently provided and the slow standardization and electronicization of application forms and declarations. The online payment platform on the National Public Service Portal still requires many operations when making online payments of fees and charges for online public services/public administrative procedures, which has not really created favorable conditions to support people and businesses. The announcement and transfer of decisions to announce public administrative procedures by some specialized ministries have not been ensured within the prescribed time, leading to delays in local announcements and publicization, affecting the local assessment index on the National Public Service Portal...
From the above difficulties and obstacles and based on the requirements of the 5 component index groups of the Index for serving people and businesses, the Provincial Party Committee and the People's Committee of Quang Binh province have proposed many solutions, strengthened leadership and direction for implementation. In particular, the key administrative procedure reform plan for 2025 has proposed 6 groups of tasks with specific outputs, assigning responsibilities to departments, branches, localities and units to implement according to each time progress milestone.
Along with that is a plan to inspect the implementation of administrative procedure control activities to promptly have a plan to direct the resolution of existing problems and shortcomings and to rectify discipline and order in administrative procedure control activities at units and localities.
At the business meeting held at the end of March 2025, one of the key contents that the leaders of the Provincial Party Committee, Provincial People's Committee, departments, branches, and localities paid special attention to was to listen to the thoughts, aspirations, as well as difficulties and obstacles, especially the opinions and suggestions of the business community so that Quang Binh can truly take off in the coming time, completing the growth target in 2025 and the following years.
The attention, openness and listening of the provincial leaders have contributed to creating a more comprehensive and clearer view of business operations, especially the concerns, worries and concerns of businesses, thereby providing more specific and effective directions and solutions in the direction and management work, contributing to better serving the people and businesses. For unresolved issues, the Provincial People's Committee continues to grasp and commit to accompanying, supporting, and working with businesses and investors to remove difficulties and obstacles within the framework of legal regulations.
Clearly identifying difficulties and challenges, thereby proposing synchronous solutions in 2025 and very specific goals, such as: Reducing at least 30% of administrative procedure processing time; reducing at least 30% of business costs; abolishing at least 30% of unnecessary business conditions; promoting digital transformation, striving for 100% of administrative procedures to be performed regardless of administrative boundaries within the province..., we believe that Quang Binh will continue to be a bright spot in implementing the Index of serving people and businesses, contributing to the completion of the goals and tasks in 2025 and of the entire term, joining hands to build Quang Binh into a prosperous and attractive destination for investors and tourists. |
