Efforts to collect budget in Muong Cha area

Based on the actual situation and the revenue collection estimate, the Muong Cha - Muong Lay Regional Tax Department has implemented solutions to strengthen revenue management. In particular, it has promoted the dissemination and implementation of tax policies, economic recovery and development policies according to the resolutions of the National Assembly and the Government. It has promoted the implementation of electronic invoices and electronic invoices generated from cash registers; strictly managed the registration, declaration and payment of taxes. It has actively implemented debt management and tax debt settlement measures to prevent loss of state budget revenue. At the same time, it has coordinated with local Party committees, authorities and relevant agencies and units in directing and coordinating budget collection and tax arrears collection. The Department has developed a monthly and quarterly budget collection plan and detailed it for each revenue item and tax; assigned targets to each professional team, cadres and civil servants to strive to implement. Along with that, the Muong Cha - Muong Lay Regional Tax Department has promoted digital transformation and modernization of the tax sector, focusing on implementing the application of electronic invoices and electronic invoices generated from cash registers. Up to now, 100% of organizations and individuals who pay taxes according to regulations have applied electronic invoices before July 2022. After more than 1 year of implementation, taxpayers in the area have supported and appreciated the advantages and conveniences of using electronic invoices compared to previous paper invoices. Applying electronic invoices is a breakthrough in the digital transformation of tax authorities, contributing to administrative reform, minimizing shortcomings and limitations in the process of implementing tax policies.

Synchronously implementing solutions, the Muong Cha - Muong Lay Tax Branch is one of the units that achieved and exceeded the revenue estimate in the first 6 months of 2023. Specifically, in 2023, the Branch was assigned to collect 50.8 billion VND (43 billion VND in Muong Cha district, 7.8 billion VND in Muong Lay town); of which fees and charges were more than 44 billion VND and land use fees were 6 billion VND. In the first 6 months of the year, the Tax Branch collected 28.4 billion VND, reaching 55.9% of the 2023 plan and equal to 99.8% compared to the same period in 2022. Of which, 6/9 tax revenue items achieved and exceeded the set schedule, with some high revenue items such as: Personal income tax reached nearly 56% of the estimate; registration fee reached nearly 62%; land and water surface rental collection reached 99% of the estimate; Land use fee collection exceeded the annual estimate by 7.8%.

To achieve and exceed the set collection plan, from now until the end of the year, the Muong Cha - Muong Lay Regional Tax Department will focus on low-achieving and high-potential revenue and tax items such as: Revenue from local state-owned enterprises (only reaching nearly 20% of the estimate); revenue from non-state economic sectors (only reaching nearly 35% of the estimate)... Coordinate with agencies and units to propagate tax regimes, policies, and administrative reforms; closely monitor revenue items, especially those with a large proportion but low collection. At the same time, advise and propose to the People's Committee of Muong Cha district, Muong Lay town solutions to urge collection, prevent loss of revenue from land and minerals to compensate for revenue items and taxes that are likely to decrease.
