Tuan Giao speeds up the implementation of national target programs

The reason is that some contents do not have instructions, support norms, and expenditure contents have not been determined... leading to difficulties in implementation. In addition, the capital for public services is assigned in detail according to each component project, specifically assigned to each content in the fields of health, education, culture, and economy. In which, many contents are not suitable for the characteristics, local situation, and spending tasks of the locality, and even do not have the objects as proposed in the program... so there are still many problems. The People's Committee of Tuan Giao district has proposed to adjust nearly 44,495 billion VND of public service capital for 3 national target programs in 2023 and the extended capital for 2022. Of which: The National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas has the highest proposed adjustment level with nearly 37,737 billion VND; The Sustainable Poverty Reduction Program is adjusted by 6,758 billion VND.

Based on identifying projects and sub-projects suitable to local conditions, in the last months of the year, the People's Committee of Tuan Giao district has been directing departments, offices, units and authorities of communes and towns to focus on and make efforts to speed up the implementation of projects and sub-projects to support people and beneficiaries of the programs, thereby increasing the rate of capital disbursement.

Including the implementation of Project 6 "Preserving and promoting the good traditional cultural values ​​of ethnic minorities associated with tourism development" under the National Target Program on Socio-economic Development of Ethnic Minority and Mountainous Areas in 2023. The district focuses on this resource to build Long village, Toa Tinh commune (a Mong ethnic minority village, near the top of Pha Din pass, with beautiful landscapes and preserved traditions) into a community tourism cultural village. Up to now, the district has invited experts to survey and advise on building a community tourism model for the village. Along with that, organizing meetings, propaganda, and mobilizing people to participate in developing community tourism. Recently, Long village people have mobilized to clean up and clear the road to the village, and plant flowers to beautify the landscape. Ms. Lo Thi Hong Nhung, Head of the District Culture and Information Department, the unit directly implementing the Project, said: “We are implementing the procedures and consulting on the selection of a consulting unit to soon start building Long village into a community tourism model, associated with the direct participation of the people and promoting the cultural, historical and natural landscape values ​​of the locality. Thereby contributing to the socio-economic development of the area, improving the quality of life of the people”.

As for sub-project 1, Project 4 "Developing vocational education and sustainable employment" in the National Target Program for Sustainable Poverty Reduction, the District Vocational Education - Continuing Education Center is organizing agricultural vocational training classes according to people's needs and in line with local orientation. In the first 6 months of the year, more than 1 billion VND has been disbursed, estimated to be 1.392/1.869 billion VND for the whole year of 2023 in the task of supporting localities in vocational training for workers under the sub-project. Mr. Vu Duc Binh, Deputy Director of the Center said: "In the first half of the year, more than 500 people in the district have received vocational training. Phase II from June 2023, the Center continues to open training classes; of which, 4 classes are from the National Target Program for Sustainable Poverty Reduction, with more than 140 students, including: Regular training in intensive fruit tree cultivation techniques; Cultivation techniques - pest management on corn; cultivation techniques and preservation, preliminary processing of mushrooms; elementary vocational training in livestock breeding techniques and disease prevention and treatment for waterfowl.

To effectively implement the national target programs, Tuan Giao identified solutions to strengthen propaganda work to raise awareness and responsibility of Party committees, Party organizations, agencies, units and people in implementing policies, guidelines and mechanisms for the programs. Agencies, units, and People's Committees of communes assigned to take charge of implementing projects, sub-projects, and program components need to enhance their responsibilities and coordinate closely; strengthen inspection, supervision and evaluation of the organization and implementation of projects and sub-projects to promptly remove difficulties and improve implementation efficiency... With that situation and solutions, Tuan Giao estimated that the capital source for the national target programs in 2023 would be 118,992/163,487 billion VND, reaching 72.8% of the assigned estimate.
