Efforts to resettle ethnic minorities

Yen Lap mountainous district has over 80% of ethnic minorities living in 17 communes and towns, mainly Muong and Dao people. Determining to care for and support the socio-economic development of ethnic minority and mountainous people, first of all, stabilizing housing and creating favorable conditions for production materials plays an important role. In recent times, the district has made efforts to implement many support contents under the programs and policies of the Central and the province.

In particular, Yen Lap has synchronously implemented solutions to support residential land, housing, and production land according to the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas (Program 1719) to create conditions for people to stabilize their lives and escape poverty.

Efforts to resettle ethnic minorities

From the funding source to support the construction of a new house of Project 1, Program 1719 has contributed to helping Mr. Xa Van Dai's family, Dong Ve area, My Luong commune, build a spacious house and stabilize their life.

In order to achieve the goal of solving the shortage of residential land, housing, and production land for poor ethnic minority households and poor households living in ethnic minority and mountainous areas, Yen Lap has urgently directed specialized sectors and communes to implement according to regulations. The District People's Committee has issued instructions on the implementation steps, requiring the People's Committees of communes to organize the review, appraisal, preparation of records, and lists of beneficiaries of support policies for residential land, housing, and production land for the district level to appraise and approve. At the same time, it is required that departments, units, and localities step up information and propaganda so that people can grasp the policies, beneficiaries, and support levels according to regulations.

These days, a smile is always on the lips of Mr. Xa Van Dai, Dong Ve area, My Luong commune. His family is a poor household. Previously, all members lived in a dilapidated, cramped thatched house, making life extremely difficult and deprived. Through screening, his family was able to benefit from the housing support policy of Program 1719 for the period 2021-2025. Mr. Dai shared: “With the support capital, my family borrowed more from relatives and relatives to build a new solid house of 130 square meters. Having a new, solid house helps family members stabilize their lives, work and produce with peace of mind, and strive to escape poverty.”

My Luong commune, with over 80% of ethnic minorities living, has a high poverty rate of over 14%. Through screening, the commune has 68 ethnic minority households lacking residential land, housing, and production land in need of support. Up to now, 4 households that are beneficiaries of the program have completed their houses, have completed the acceptance, and are waiting for completion of procedures to receive support funds.

From 2020 to 2024, Yen Lap district will conduct two rounds of review and approval of funding support for housing construction for 70 poor ethnic minority households and poor households living in extremely difficult areas under the National Target Program 1719. Up to now, the district has fully assessed the documents of 70/70 households in communes and towns eligible for housing support from the Program; of which, 14 houses have been completed, 28 houses have started construction, and 28 houses are expected to start construction and be completed in 2024. From now until the end of the year, the district will also strive to disburse over 3 billion VND in capital from various sources to support households in building houses, at a rate of 44 million VND/household.

Yen Lap has reviewed the beneficiaries of Project 1 of Program 1719 in 2023 and 2024. Accordingly, the district has 127 households in need of support for residential land, housing, and production land. After the decision was issued, the Ethnic Affairs Department presided over and coordinated with relevant agencies and People's Committees of communes to organize the implementation of the next steps of the Program for approved households, ensuring compliance with the regulations on each support content. For the content of land allocation for production, support is provided in the form of purchasing agricultural tools and machinery for agricultural services.

In reality, the ethnic minorities in Yen Lap district mainly live in remote, mountainous areas, so the demand for residential land and production land is quite large. In addition, due to the special terrain, there is a lack of land to implement the arrangement according to the content of the project; the district and commune do not have public land funds; the annual central budget is still low, the local budget is still "modest", it is difficult to balance in the response... are the difficulties and obstacles that Yen Lap encountered when implementing support for residential land and production land.

Comrade Nguyen Khuyen - Deputy Head of the District Ethnic Affairs Department said: Yen Lap continues to promote information and propaganda work so that people can access the correct and sufficient support policies; closely follow the direction and guidance of the province and district to properly implement the procedures, records, and settlement of funding for residential land and housing support for beneficiary households. Strengthen the inspection, supervision, and evaluation of the progress of project 1 of the Program to promptly remove difficulties and obstacles... At the same time, it is requested that the province pay attention and direct the arrangement of counterpart funding sources for project works; allow adjustment of capital sources for some projects...
