Thanh Hoa Provincial Police Detention Center disseminates instructions and conditions for amnesty.

These days, along with prisoners nationwide, prisoners at Thanh Hoa Provincial Police Detention Center whose names are on the list to be considered for special amnesty by the President on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day are eagerly waiting for the day when they officially receive the special amnesty decision, return to the community, reunite with their families and rebuild their lives after months of paying the price for past mistakes. More than anyone else, these prisoners hope that on their return, they will be welcomed by their relatives and the community, creating favorable conditions to help them have the opportunity to correct their mistakes and become useful citizens for their families and society.

As one of 49 prisoners considered for amnesty on the occasion of April 30 this year, prisoner Nguyen Thi Lan Anh, born in 1996 in Nam Ngan ward (Thanh Hoa city) emotionally shared: "During my time serving my sentence at the Provincial Police Detention Center, I always tried to reform myself to make up for the mistakes I made in the past. The encouragement, enthusiastic help, and responsibility of the officers in the Center helped me regain my determination to reform well. On this occasion of amnesty, I was fortunate to be included in the list of prisoners considered for amnesty by the President. That is a very happy thing that not every prisoner can have. If I am pardoned, when I return to the community, I will strive to do honest work, become a useful citizen for my family and society, and not re-offend."

It is known that prisoner Nguyen Thi Lan Anh has quite special circumstances. Her parents are both old and often sick, her husband is unemployed, and she is currently raising two young children, the eldest is 10 years old, the youngest is 6 years old. Due to difficult family circumstances, Lan Anh was lured and participated in a fraud ring recruiting collaborators to sell construction design drawings via Facebook, Zalo..., then was arrested by the police and sentenced to 36 months in prison by the People's Court of Thanh Hoa City. During the detention and rehabilitation at the Provincial Police Detention Center, Nguyen Thi Lan Anh worked hard to reform, strictly followed all the rules and regulations of the Center and was considered for a special pardon 1 year and 8 months ahead of schedule.

Like prisoner Nguyen Thi Lan Anh, prisoner Ha Van Truong, born in 2003 in Cao Thinh commune (Ngoc Lac), is currently serving a sentence at the Provincial Police Detention Center with a sentence of 37 months in prison for violating regulations on road traffic. During the rehabilitation process, due to remorse for his crime, Truong has always tried to train, strive and was considered for special pardon in 2025. This is a great opportunity for Truong to strive, determined to rebuild his life, try to work hard, reform well to become a useful person for society, and soon integrate into his family and community.

Lieutenant Colonel Nguyen Quang Tuyen, Warden of the Provincial Police Detention Center, said: "Implementing the President's 2025 amnesty decision, in recent times, the Provincial Police Detention Center has disseminated, thoroughly grasped, and seriously implemented the amnesty decisions to officers, soldiers, and prisoners being detained and reformed at the sub-camps; organized the public posting of regulations and instructions on amnesty work so that prisoners and their families can study and grasp the policies and guidelines of the Party and the State, thereby clearly understanding the conditions and criteria for consideration for amnesty in 2025. At the same time, the Detention Center has organized meetings for groups and teams of prisoners to compare and contrast the conditions, self-evaluate, and write amnesty applications. Coordinate with the Professional Records Department to support, verify, and respond to cases of prisoners who are eligible for amnesty. This is one of the very important bases for the Detention Center to review and report objectively, ensuring the right subjects.

According to the proposed list, on April 30, 2025, the Provincial Police Detention Center has 49 prisoners proposed for special pardon. These are prisoners who have made a lot of progress, have a good sense of reform and are eligible to serve their prison sentences, have completed additional punishments as well as other conditions according to regulations. Up to this point, the Provincial Police Detention Center has completed all procedures to review eligible prisoners, the criteria proposed for the Central Amnesty Advisory Council to appraise and submit to the President for decision.

To prepare for the prisoners' reintegration into the community, the Provincial Police Detention Center has organized reintegration classes for prisoners proposed for special pardon; equipping prisoners with basic knowledge and skills so that when they are granted special pardon and return to the community, they can eliminate their inferiority complex, work honestly, not re-offend, and strive to become useful citizens for their families and society. For prisoners who do not meet the criteria for special pardon this time, through propaganda and education work, they can better understand the lenient and humane policies of our Party and State, thereby feeling secure in their reform, striving to work, study, and comply with the regulations of the detention facility to soon be granted special pardon, return to their families, and integrate into society.
