What is VNeID?
VNeID (abbreviation of Viet Nam Electronic Identification) is a mobile application developed by the National Population Data Center of the Ministry of Public Security with the aim of replacing traditional documents and providing utilities for digital citizens, digital government and digital society.
In addition, VNeID also plays a particularly important role in state management; helping to reduce waste and errors in the use of traditional documents, saving costs and time for people and the state.
To use the VNeID application, citizens need to download the application on their smartphones. For citizens who have registered for an identification account and electronic authentication, are waiting for approval and account issuance; citizens who apply for an identification account and electronic authentication associated with the issuance, renewal, and re-issuance of a chip-embedded CCCD; citizens who apply for an identification account and electronic authentication when they already have a chip-embedded CCCD.
According to the Ministry of Public Security, the total number of times using electronic identification accounts on public service portals to date is more than 29,375,000; the number of logins on the Etax application of the General Department of Taxation is 2,096,499, the number of logins on the VssID application of the Vietnam Social Security is 10,403,048. The total amount of money saved for the state is estimated at 469 billion VND.
The Ministry of Public Security has exceeded the target of deploying 12 utilities on VneID, with more than 1.5 million visits and daily use of VneID utilities.
What public services can be performed via the VNeID application?
According to the latest statistics from the Ministry of Public Security, VNeID has currently provided 8 utilities to serve people, businesses, and society. 23 other utilities will continue to be provided in the near future.
For VNeID level 1 accounts, there are 9 available utility services with integrated information, including: Integrating personal information from the National Population Database; Logging in (SSO) and using online public services; Making residence notifications; Reflecting and recommending on security and order;
Receive notifications of administrative procedures for public services related to birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old; services related to death registration, permanent residence registration cancellation, funeral allowance, and funeral cost support; receive warnings about expiration of chip-embedded Citizen Identification Cards;
Birthday greetings; Update information, news, and warnings about criminal tricks; Share citizen data by presenting information directly integrated on VNeID; via ID QR code; via identification QR code; Change phone number online; Authentication when changing login devices.
For VNeID level 2 accounts, in addition to what is available as with level 1 above, the national identification account level 2 application also provides and synchronizes a series of utilities for people to use instead of hard copies of documents, including: Citizen identification card; Health insurance card; Vehicle registration information and driver's licenses of all kinds; Social insurance.
Account holders can also use VNeID level 2 to declare information including: Residence information (head of household, other household members); Dependents; Residence notification.
On April 22, Hanoi and Thua Thien Hue were the first two localities in the country to pilot the issuance of online criminal records on VNeID level 2. Thus, with a smartphone and Internet connection, people can register for this certificate instead of having to go directly to the Department of Justice as before.
Regarding driving licenses of all types, the Ministry of Transport recently issued Circular 05/2024/TT-BGTVT amending Circulars related to the field of road transport, road transport support services, vehicles and drivers, officially effective from June 1.
A valid PET material driving license is a driving license issued by a competent authority, with the blank number, date of issue, and expiration date printed on the driving license matching the blank number, date of issue, and expiration date in the driving license management information system or with driving license information that has been authenticated on VNeID.
Thus, from June 1, if the driver's license on VNeID has been approved (authenticated), it will be considered valid.
Using VNeID in administrative procedures from July 1, 2024
At a thematic meeting on solutions to switch to using a single VNeID account in performing online public services of the Prime Minister's Working Group on administrative procedure reform, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to be determined to achieve the goal of unifying the use of a single VNeID account in performing administrative procedures from July 1, 2024.
The Deputy Prime Minister requested ministries, branches and localities to strengthen information and propaganda work in a vivid, easy-to-understand and easy-to-remember manner on mass media and social networking platforms, so that people can clearly understand the benefits and how to use VNeID accounts.
Focus on reviewing and perfecting the legal basis, connecting databases and infrastructure to ensure smooth use of VNeID accounts; establish information channels to exchange and respond to arising difficulties and problems.
The Deputy Prime Minister directed the Ministry of Information and Communications and network operators to clean up mobile subscriber data, ensuring that 100% of phone SIMs must have their owners; at the same time, improve the quality of technical infrastructure.
For localities, the Deputy Prime Minister suggested focusing on infrastructure investment; actively consulting and sharing experiences and good practices of other localities, especially in infrastructure investment and IT service leasing.
