Abundant tourism "materials"
Located in the North Central region, Ha Tinh has a natural area of 5,994.45 km2 and a population of nearly 1.3 million people. The terrain is diverse with hills, plains, and beaches; a rich ecosystem including: 199,847 hectares of natural forests and 76,156 hectares of planted forests, forest coverage reaching 45%, many precious plants, many animals listed in the Red Book and rare such as: Saola, tiger, leopard, black deer, straight-horned goat, pheasant, pheasant... Besides, Ha Tinh has 137 km of coastline, including many large river mouths with many types of aquatic products of high economic value.

Ha Tinh has many mountains and large rivers with their own beauty such as: Hong Linh mountain, Long Ngam mountain, La river, Lam river, Ngan Pho, Ngan Sau, Ngan Truoi, Rao Cai... Many lakes have large capacity, beautiful natural landscapes such as: Ngan Truoi lake associated with Vu Quang national park, Ke Go lake associated with Ke Go nature reserve (Cam Xuyen), Cua Tho lake, Trai Tieu (Can Loc), Dong Quoc dam (Nghi Xuan)... In addition, Ha Tinh also has Son Kim hot spring, one of 400 natural hot water sources that meet high standards in the country, suitable for health treatment...
Associated with diverse nature and rich ecosystems, Ha Tinh has a history of thousands of years, creating a land and community rich in identity. Many famous tangible and intangible cultural heritages have been known nationwide and internationally such as: Phoi Phoi - Bai Coi archaeological site (Nghi Xuan), Thach Lac archaeological site (Thach Ha) dating back 4,000-5,000 years, Huong Tich Pagoda (Can Loc), the temple of Che Thang phu nhan Nguyen Thi Bich Chau (Ky Anh town), Hai Thuong Lan Ong Le Huu Trac relic site (Huong Son), Vu Quang base where Phan Dinh Phung's uprising took place, Quynh Vien Pagoda (Thach Ha) marking the origin of Buddhism in Vietnam, relics associated with famous people and places such as: Great poet Nguyen Du, Nguyen Cong Tru, General Secretaries Tran Phu, Ha Huy Tap; Dong Loc T-junction ...

The province currently has 638 ranked historical and cultural relics; 3 national treasures: the Sung Chi stele, the Cannon and the Chua Roi bell; 69 festivals, 3 of which are listed as national intangible cultural heritages; 5 heritages recognized by UNESCO (Vi and Giam folk songs; Ca Tru; Hoang Hoa Su Trinh Do; Phuc Giang School Woodblocks; and Truong Luu Village Han Nom Documents). Ha Tinh has also prepared a dossier to request UNESCO to honor Hai Thuong Lan Ong Le Huu Trac as a World Cultural Celebrity.
Currently, Ha Tinh is one of the leading localities in the country in the movement of building new rural areas, aiming to achieve the status of a new rural province by 2025. The whole province has 8/13 districts and cities meeting the standards/completing the task of building new rural areas; successfully building 237 products meeting OCOP standards... Infrastructure from rural to urban areas is increasingly spacious, people's lives are constantly improving both materially and spiritually. People preserve, maintain, develop and spread the values of identity of craft villages, village culture...

Pursuant to Clause 14, Article 3 of the 2017 Law on Tourism, sustainable tourism development is tourism development that simultaneously meets socio-economic and environmental requirements, ensures harmony of interests of subjects participating in tourism activities, and does not harm the ability to meet future tourism needs. All of the above conditions are abundant resources for Ha Tinh to develop sustainable tourism.
Mr. Ho Viet Anh - Chairman of Ha Tinh Tourism Association said: “The beautiful nature of “green mountains, blue water”, the rich and diverse ecosystem along with the unique identity of Ha Tinh people and the cultural heritage values of the homeland are abundant “raw materials” available for sustainable tourism development. In particular, compared to many provinces and cities in the country, the fact that Ha Tinh is “late” in tourism development is an advantage. Because, up to now, many relics, villages, mountains, forests, craft villages, customs and practices… of Ha Tinh still retain their original features, not much interfered or encroached by modern life”.

Along with tourism resources, Ha Tinh has also actively participated in action programs to develop sustainable tourism. In particular, the resolutions of the Provincial Party Congresses in recent terms have identified that developing tourism into a spearhead and key economic sector is one of the important tasks. Recently, the Ha Tinh Provincial Planning for the period 2021-2030, with a vision to 2050, identified: Tourism is one of the four key economic sectors. The People's Committee of Ha Tinh province issued Plan No. 130/KH-UBND dated April 17, 2023 on implementing the rural tourism development program in building new rural areas in the whole province, period 2023-2025.
The famtrip delegation organized by the Department of Culture, Sports and Tourism of Ha Tinh, including representatives of leaders of several localities in the province, visited and studied community tourism models in the Northwestern provinces in November 2022.
The plan sets specific goals: By 2025, at least 1 rural tourism destination will be recognized as having advantages in agriculture, culture, craft villages or local ecological environment; 50% of rural tourism service establishments in terms of accommodation, food and beverage, and other tourism services at rural tourism destinations will be recognized as meeting standards for serving tourists. Promote rural tourism development associated with the digital transformation process, connecting on promotional pages, promoting tourism using digital technology...
The plan identifies Son Kim 2 commune (Huong Son) as the location to propose to the Ministry of Agriculture and Rural Development to build a model for developing a chain of agricultural and rural tourism linking destinations, forming tours associated with agricultural production, craft villages, preserving and promoting cultural values and protecting the environment in Ha Tinh. At the same time, Hoa Thi village (Tho Dien commune, Vu Quang), Phu Lam village (Phu Gia commune, Huong Khe) are selected to build 2 community tourism models of the province in the direction of green, responsible and sustainable tourism, to summarize, evaluate and replicate throughout the province.

In particular, the Provincial People's Committee also issued Document No. 3774/UBND-NL5 dated July 20, 2023 on assigning the pilot implementation of a community tourism model associated with cultural conservation and indigenous crops towards green and sustainable development in Lang Che village (Son Kim 2 commune, Huong Son). This is a village that has just been included in the pilot list of the rural tourism development program by the Ministry of Agriculture and Rural Development, period 2021-2025.
Mr. Le Tran Sang - Deputy Director of the Department of Culture, Sports and Tourism of Ha Tinh said: "In the past time, along with issuing documents guiding localities to implement, we have also organized many farmtrip groups, inviting representatives of leaders of localities with potential and advantages in developing community tourism, eco-tourism, rural tourism to visit and study the Northwestern provinces and some other localities. At the same time, the department also organized to invite and welcome domestic and international expert groups to survey destinations in Ha Tinh. Most recently, we welcomed a survey group from experts from the Asian Development Bank (ADB) to work in Huong Son, Vu Quang, Huong Khe and Cam Xuyen districts".

A good sign is that during the survey trip to the above destinations, ADB experts highly appreciated the potential for developing community tourism, ecotourism, and rural tourism in Ha Tinh. Therefore, instead of focusing on only one field, ADB experts will plan to invest in many different types of sustainable tourism in Ha Tinh.
With its potential, advantages, and determined policies and actions, Ha Tinh is opening up many opportunities for sustainable tourism development. However, sustainable tourism development needs to be step by step, not hasty, losing the values of natural resources and regional cultural identity. All levels, sectors and localities need to correctly perceive the nature and make more efforts in the implementation process.
