Ensure absolute safety for preschool children
Ms. Luong Thi Hong Diep, Head of the Preschool Education Department, Ho Chi Minh City Department of Education and Training emphasized this at a training session on management capacity and child care and education for preschool managers and teachers on September 19. Ms. Diep especially noted that the Departments of Education and Training of districts, Thu Duc City, and Thu Duc City should coordinate with the People's Committees of wards and communes to strengthen the inspection and supervision of preschool education facilities. If independent classes are discovered that are not licensed or operating in violation of the granted license, they must be handled strictly and promptly.

"To open an independent class with a maximum of 7 children, the conditions must be carefully assessed before being granted a license. The conditions are very strict, Circular 49 of the Ministry of Education and Training has specific regulations. It is not that if you keep 7 children, you can keep them like at home, and do whatever you want. That facility must have each room, each age, each toy, each tool, and how to care for the children so that they can develop. It is not that one day you see that you have a preschool diploma and take 7 children home to take care of, and for each child you charge 3 million, so in a month you do not have 21 million VND", Ms. Luong Thi Hong Diep emphasized.
"Opening independent classes must be done with love, not to take advantage of children. Those who take care of and educate children must have enough love for children," the Head of the Preschool Education Department of the Ho Chi Minh City Department of Education and Training suggested.
At an online training session for about 7,000 public and non-public preschool administrators and teachers in Ho Chi Minh City, Ms. Luong Thi Hong Diep requested preschools to regularly check the environment, ensure sufficient quantity of toys and equipment, clean inside and outside the classroom; green areas, electrical networks, ceilings and door systems, mobile roofs... to ensure safety for children according to their age.

"Especially, teachers must pay close attention to every small detail in the classroom. For example, during this rainy season, is the mobile roof at school safe? Pay attention to whether the trees in the schoolyard are safe and are at risk of being uprooted? Check the electrical outlets, windows, and iron frames to see if they are safe. If anything is at risk, adjust it immediately," said Ms. Diep.
Ms. Diep also noted that teachers need to pay attention to the potted plants and vases in the classroom restrooms. Ms. Diep went to many schools to inspect and saw that teachers planted beautiful plants, but teachers also have to check whether the potted plants are absolutely safe for children, whether they pose any risks to children, and whether they waste time or distract their attention. Because the first and most important task of teachers at school and in class is to focus on children, to devote all their attention, care, and education to the children, not to plants.
Strictly handle facilities and individuals who harm children.
The Department of Education and Training of Ho Chi Minh City has just issued Official Dispatch 5833 on organizing activities to nurture, care for, and educate children and strengthening coordination in managing preschools in the city.
The leaders of the Department of Education and Training requested that each Department of Education and Training should closely coordinate with the People's Committees of wards and communes to strengthen the inspection and supervision of preschools, centers, and childcare facilities to promptly prevent violations of the code of conduct and ethics of teachers. "Resolutely suspend and handle preschools and individuals who cause physical and mental harm to children; rectify preschools that do not display nameplates in accordance with the registration in the establishment license; facilities that have not been licensed by competent authorities or operate in violation of the granted license must be strictly and promptly handled," the document stated.
The leaders of this Department also requested the Departments of Education and Training to guide preschools to organize activities to nurture, care for and educate children according to the program prescribed in Circular No. 01/VBHN-BGDĐT dated April 13, 2021 of the Ministry of Education and Training; pay attention to selecting exercises and activities appropriate to the age and time frame of the school year.

Managers must ensure proper behavior, respect for colleagues, parents, caregivers and children. Build a professional, fair and transparent working environment. Handle arising situations according to regulations and ensure fairness in resolving problems. Be exemplary in implementing ethical standards for teachers in preschool education facilities. Be fair and honest in all management decisions and actions. Create conditions to support teachers in developing expertise and skills, pedagogical expertise.
For preschool teachers, professional ethics are demonstrated when teachers perform their work with love for the profession and high responsibility, put the interests of children first; maintain the dignity of the teaching profession, do not participate in activities or behaviors that reduce the reputation of the profession; treat all children fairly, do not discriminate or give personal priority, and seriously implement children's rights in preschool educational institutions.
