Young National Assembly deputies of the National Assembly of Vietnam are National Assembly deputies aged 45 or under from the time of election (age according to the Regulations on the operation of the Inter-Parliamentary Union Young Parliamentarians Forum IPU), established by resolution issued by the National Assembly Standing Committee.
Regarding the organizational structure, Vice Chairman of the Committee for Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Group of Young National Assembly Deputies of Vietnam said that the Group of Young National Assembly Deputies of Vietnam includes: the Standing Committee of the Group and members. In which, the Standing Committee of the Group includes: the Chairman of the Group and the Vice Chairmen of the Group (including 01 Permanent Vice Chairman). The Chairman of the Group of National Assembly Deputies is the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, the Vice Chairmen of the Group are National Assembly Deputies working at the Committees of the National Assembly. In the 15th term, the Standing Committee of the Group of Young National Assembly Deputies of Vietnam has 06 members (01 Chairman and 05 Vice Chairmen).
The members of the Young National Assembly Delegates Group are representatives of different genders, regions, areas, and ethnic groups. The Group's activities have been carried out according to the Regulations. The Standing Committee of the Young National Assembly Delegates Group of Vietnam operates part-time. At the beginning of each term, the Standing Committee of the Group plans the work program for the whole quarter and every year.
Create a forum for young National Assembly delegates to exchange and share experiences
Vice Chairman of the Committee for Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Vietnam Young National Assembly Delegates Group stated that the Vietnam Young National Assembly Delegates Group was established to create a forum for young National Assembly deputies to exchange, share experiences, discuss issues related to youth, and contribute opinions on issues of concern to young people in the process of law making, supervision and decision on important issues of the country such as: labor, employment, education, training, etc.; Coordinate with relevant agencies to train, provide information and skills for young elected representatives.
At the same time, promote the contribution of young National Assembly deputies in the activities of the National Assembly; participate in foreign affairs activities to exchange and share with young parliamentarians from countries around the world and at multilateral parliamentary forums to enhance understanding of the country and people of Vietnam and exchange with young parliamentarians from other countries on issues of common concern to young people/young parliamentarians globally and regionally.

According to Vice Chairman of the Committee on Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Vietnam Young National Assembly Delegates Group, the Vietnam Young National Assembly Delegates Group has been established and has been operating for 3 terms (Terms XIII, XIV, XV). Specifically:
In 2015, the Standing Committee of the 13th National Assembly established the Group of Young National Assembly Deputies of Vietnam for the first time with 69 National Assembly deputies under 45 years old, accounting for 13.86% of the total number of National Assembly deputies. Comrade Nguyen Dac Vinh, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, 10th tenure, is the Chairman of the Group;
In 2016, the Group of Young National Assembly Deputies of the XIVth tenure was established with 131 National Assembly deputies under 45 years old, accounting for 26.5% of the total number of National Assembly deputies; Comrade Le Quoc Phong, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union of the XIth tenure, was Chairman of the Group;
In 2021, the Group of Young National Assembly Deputies of the XV tenure was established with 124 National Assembly deputies, accounting for 24.84% of the total number of National Assembly deputies. In Resolution No. 405/NQ-UBTVQH, the National Assembly Standing Committee decided to establish the Group of Young National Assembly Deputies of the XV tenure, with First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Nguyen Anh Tuan (Secretary of the Bac Ninh Provincial Party Committee) as Chairman of the Group.
Practical contributions to the activities of the National Assembly
Since its establishment, the activities of the Vietnam Young National Assembly Delegates Group have made important marks. In the general activities of the National Assembly, Vice Chairman of the Committee for Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Vietnam Young National Assembly Delegates Group said that in recent times, during the terms of the National Assembly, the number of young people participating in the election and becoming National Assembly deputies has increased. The Vietnam Young National Assembly Delegates Group has achieved many important results, as representatives of the voices of young voters and young people in the implementation of policy making, building and perfecting relevant laws.
The Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians from September 14-17, 2023 in Hanoi, with the theme: "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation".
Young Vietnamese National Assembly deputies have demonstrated their qualifications, mettle, opinions and viewpoints on the contents submitted to the National Assembly and the National Assembly Standing Committee for consideration and decision; proactively and actively participated in the supervisory activities of the National Assembly and its agencies; organized meetings with young voters on topics such as with young workers, young farmers, young civil servants, public employees, young school children, etc., promptly conveying and reflecting the thoughts and aspirations of young voters to the National Assembly as well as to the Government, ministries, branches and local authorities.
The participation of young National Assembly deputies in the activities of the National Assembly has actively and vividly contributed to parliamentary activities and to the process of innovation of the activities of the Vietnamese National Assembly, as well as to the achievements of the National Assembly since the 13th National Assembly term up to now.
In parliamentary diplomacy, since its establishment, the Vietnamese Young National Assembly Deputies Group has actively participated in many parliamentary diplomacy activities, making practical and meaningful contributions at multilateral and bilateral forums, such as the Inter-Parliamentary Union (IPU) Young Parliamentarians Forum and IPU Young Parliamentarians Global Conferences.
Following the successful hosting of the 132nd IPU General Assembly (2015) and the 26th APPF Conference (2016), at the 41st AIPA General Assembly hosted by the National Assembly of Vietnam in September 2020, young Vietnamese National Assembly delegates proposed an initiative to establish an annual conference mechanism for young parliamentarians of the Association of Southeast Asian Nations (AIPA). This initiative was supported by AIPA member parliaments and was recognized as a new factor, marking an important historical milestone in the establishment of a conference mechanism for young parliamentarians.
During its operation, Vice Chairman of the Committee for Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Group of Young National Assembly Deputies of Vietnam said that the Group of Young National Assembly Deputies of Vietnam has worked and met with many important partners such as: talks with the Youth Delegation of the Liberal Democratic Party of Japan (LDP), young National Assembly Deputies of the Lao National Assembly, young parliamentarians of the Cambodian National Assembly... as well as many international organizations that have cooperated with Vietnam, contributing to promoting relations between Vietnam and other countries, as well as between the Vietnamese National Assembly and other countries' parliaments, enhancing the position of the country and the Vietnamese National Assembly in the international arena.
At multilateral parliamentary forums, the Vietnamese Young National Assembly Delegates Group has proposed delegates to attend and contribute many opinions to conferences and forums; actively and proactively participating responsibly in issues of concern to regional and global youth such as: youth participation in parliamentary activities (Switzerland, 2014), climate change, peace and prosperity (Japan, 2015), sustainable development goals (Zambia, 2016), inclusive economy and society (Canada, 2017), promoting sustainability, protecting the interests of future generations (Azebaijan, 2018), Youth approaches after COVID-19 (Egypt, 2022)...
In 2023, the Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians, scheduled to take place from September 14 to 17, 2023 in Hanoi, with the theme: "The role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation". Vice Chairman of the Committee for Culture and Education Dinh Cong Sy - Permanent Vice Chairman of the Group of Young National Assembly Deputies of Vietnam said that hosting this Conference contributes to affirming Vietnam's active, responsible and proactive participation in the IPU - the world's largest inter-parliamentary organization; at the same time, it shows Vietnam's attention and interest in young people, and the common concerns of young people around the world today. This is also an opportunity to strengthen diplomatic relations between Vietnam and many important partners, especially parliamentarians and young leaders of countries; seek the support of the IPU and member parliaments for the cause of national construction, protection and development./.
