Many rivers and canals in Nha Trang: Proposed to dredge and build embankments

The Provincial Development Project Management Board has just reported to the Khanh Hoa Provincial People's Committee a plan to invest in synchronous dredging and building embankments on rivers and canals in Nha Trang City. This is a fundamental solution to solve the problem of flood drainage for the entire city, while ensuring aesthetic and environmental requirements.

Recently, the leaders of the Provincial Development Project Management Board chaired a meeting with representatives of relevant departments, agencies, units and the Nha Trang City People's Committee to discuss solutions to drain floods from rivers. At the meeting, many experts in construction and hydrology stated that the source of flood water causing flooding in many areas of Dien Khanh district and Nha Trang city is mainly due to the flow of Cai River and Suoi Dau River. At the same time, experts proposed comprehensive solutions to minimize flooding in the downstream areas of Cai River, Quan Truong River, and Tac River such as: Regulating reservoirs in the upstream area; increasing the drainage capacity of the downstream area; minimizing the impact of traffic, irrigation, construction, and urban works that hinder flood drainage, etc.

Mr. Nguyen Thanh Hien - Director of the Provincial Development Project Management Board said that currently, the Cai River basin does not have large reservoirs, so the ability to reduce upstream floods is not much. Therefore, the more effective solution is to increase the drainage capacity of the downstream area. The Cai River currently has a fixed riverbed width and outlet aperture due to the construction of embankments and urban areas. Therefore, the solution to divert part of the flood from the Cai River through the Quan Truong River and drain to the Be estuary will be feasible and highly effective. This solution also contributes to partially restoring the previous flood drainage network in the western area of ​​Nha Trang. For the Tac River, dredging the upstream to receive floods from the Suoi Dau River and dredging the downstream to lead flood water to the Be estuary will also be highly effective and contribute to reducing the water source of the Suoi Dau River flowing into the Cai River, thereby reducing the level of flooding in Nha Trang.

Experts agree that increasing flood drainage capacity to minimize flooding damage to people is extremely necessary. This is also considered one of the important solutions to gradually revive river sections in the western area of ​​Nha Trang, connecting main river systems, laying the foundation for the next steps of building branch drainage networks in the urban area; diverting Cai River floodwaters to Cua Be in the south. At the same time, it also contributes to completing and developing infrastructure, enhancing connectivity and access to road and waterway traffic between urban areas, creating urban landscapes to meet the general development needs of the city; improving water sanitation conditions through regular flow circulation of rivers and canals.

Proposed investment in 6 categories

According to the reporter's investigation, on January 26, 2024, the People's Committee of Nha Trang City issued Decision No. 69 on assigning the task of reporting and proposing investment policies for key public investment projects in the period of 2023 - 2025, with a vision to 2030. In which, the City People's Committee studied and proposed investment in canals and rivers including: Vinh Thai - Vinh Hiep Canal, Vinh Trung - Song Tac Canal, Kim Bong River, Ba Ve River, Dong Den River, Dong Bo River, Gao Stream , Hoa Trung Stream. However, on February 7, 2025, the Provincial People's Committee issued Document No. 1423 agreeing with the Nha Trang City People's Committee to stop researching the project of dredging and clearing canals and rivers; at the same time, assigning the Provincial Development Project Management Board to supplement the proposed content of the City People's Committee. Nha Trang to select a synchronous investment plan for dredging and building embankments of rivers and canals in the process of completing the Pre-Feasibility Study Report of the Adaptive Integrated Development Project - Khanh Hoa Province Sub-project (the project uses budget capital, is in the process of being prepared and is expected to submit for appraisal of the Pre-Feasibility Study Report in March 2025).

Some sections of Quan Truong and Tac rivers have not been dredged, the riverbed is increasingly narrowing.

According to Mr. Nguyen Thanh Hien, during the research process, the consulting unit added the proposed contents of Nha Trang City People's Committee to update the Integrated Adaptive Development Project - Khanh Hoa Province Sub-project; at the same time, based on the study and calculation of the hydraulic system according to many different scenarios, the consulting unit selected the frequency of calculating the drainage of the project area; selected the scenario and the calculation time until 2080 according to the climate change scenario announced by the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) in 2021.

To clear and expand the embankments protecting flood drainage routes to ensure rapid drainage of water to the sea to reduce flooding in Nha Trang, improve environmental sanitation, and develop inland waterway tourism, the Provincial Development Project Management Board proposed to invest in 6 items of dredging, clearing, and building embankments of rivers and canals. Specifically, dredging and reinforcing the upstream bank of Quan Truong River (length 4,050m, width 40m); dredging and reinforcing the upstream bank of Tac River (length 2,600m, width 40m); dredging and clearing the downstream of Tac River - Quan Truong River (length 900m, width 90m); dredging and clearing Dien An - Tac River canal (length 2,680m, width 40m); dredging and reinforcing the Vinh Thai - Vinh Hiep canal bank (length 2,150m, width 20m); upgrading the foot of the embankment of the invested section and renovating 675m of the right bank of Quan Truong River (total length 6,256m). The total investment for these rivers and canals is about 3,575 billion VND, of which the construction cost is about 2,020 billion VND, the rest is the cost of site clearance.

For the remaining rivers and canals, such as Vinh Trung - Song Tac Canal, Dong Den River, Dong Bo River, Ba Ve River, Gao Stream, Kim Bong River, investment will be made at the appropriate time.
