State Treasury Region XIII: Efforts to operate the new apparatus smoothly and effectively

Implementing the policy of innovation, reorganizing the apparatus of the political system to be streamlined, effective and efficient of the Central, Politburo, and Secretariat, on February 26, 2025, the Ministry of Finance issued Decision No. 385 stipulating the functions, tasks, powers and organizational structure of the State Treasury. Accordingly, from March 1, 2025, the State Treasury will be organized from the Central to local levels according to a 2-level model: the State Treasury at the Central level has 10 units, the State Treasury at the local level is organized according to 20 regions. In which, the regional State Treasury is organized with staff offices, support offices and transaction offices.

Comrade Nguyen Manh Cuong - Deputy Director of the State Treasury presented the appointment decision to the Deputy Directors of the State Treasury Region XIII.

According to Decision No. 925, dated March 4, 2025 of the Ministry of Finance stipulating the functions, tasks, powers and organizational structure of the regional State Treasury under the State Treasury, the State Treasury Region XIII includes the provinces of Khanh Hoa, Binh Dinh, Phu Yen, Lam Dong; the head office is located in Nha Trang City, Khanh Hoa Province. The organizational structure of the State Treasury Region XIII includes functional departments and 17 transaction offices, of which Khanh Hoa has 2 transaction offices; Binh Dinh, Phu Yen and Lam Dong each have 5 transaction offices.

From March 15, the State Treasury of Region XIII began operating under a new organizational model, with a more streamlined and focused business process. The unit has focused on promoting digital transformation, especially transactions with budget-using units conducted through online public services, electronic payments, cashless payments, etc. to ensure smooth operations. The unit's revenues and expenditures are paid quickly and without interruption, especially with online public services. This has created favorable conditions, reducing time and costs for state budget-using units as well as contractors.

Synchronously deploy management solutions

Immediately after reorganizing the apparatus, the State Treasury of Region XIII promptly implemented management solutions to effectively perform the assigned functions and tasks. In particular, focusing on building the unit's working regulations to cover the tasks, especially in localities where the headquarters is not located; requiring department heads to build working regulations to ensure consistency in coordinating work handling in the initial period of organizing the new apparatus into operation.

At the same time, the handover of finance and assets must be carried out while ensuring that activities take place smoothly and safely, without affecting the general political tasks of the unit. The implementation of professional tasks is based on the principle of: Receiving all data, funding sources, funds, receivables, payables, cash, deposits, etc. according to the financial handover minutes of the State Treasury units in the region; continuing to account for and perform tasks according to regulations, ensuring full payment of regimes and policies for civil servants and employees according to the provisions of law, instructions of the Ministry of Finance and the State Treasury. After receiving assets, finance, state budget, public investment projects, etc., review the arrangement of asset use according to norms, identify surplus assets to prepare liquidation records.

The State Treasury of Region XIII continues to perform well its political tasks, organize the implementation of legal documents, strategies, plans, programs, projects, and proposals in the field of state budget fund management and state financial funds; disseminate, popularize, and educate about the law on the management of the State Treasury of the region in the area; manage the state budget fund and state financial reserve fund assigned according to the provisions of law; guide and implement payment and disbursement of state budget expenditures and other capital sources assigned in the management area according to the provisions of law; perform the task of state accountant. In addition, inspect the activities of the staff offices, support offices, and transaction offices of the State Treasury of the region; receive citizens, resolve complaints and denunciations; handle according to authority or recommend competent authorities to handle according to the provisions of law violations within the scope of state management of the State Treasury; Prevent and combat corruption, negativity and practice thrift and combat waste in the use of assets and funds assigned according to the provisions of law; focus on modernizing the activities of the State Treasury; manage funds allocated by the state budget and assets assigned according to the provisions of law...

Along with the work of streamlining the apparatus, the leadership of the State Treasury Region XIII pays special attention to political and ideological work, promptly listens to and resolves the thoughts and aspirations of civil servants and employees; continues to strengthen discipline and order in performing public duties; maintains the spirit of solidarity, consensus and unity in the process of arranging and perfecting the apparatus organization, identifying this as the decisive factor for the success of the task of streamlining and operating effectively and efficiently.

Along with the organizational arrangement, the State Treasury system also aims to improve the quality of treasury services, promote modernization and reform administrative procedures. This not only helps reduce the burden on the apparatus but also contributes to building a professional State Treasury system, better meeting the requirements of authorities at all levels and transaction customers; ensuring no interruption of work or impact on people, businesses and budget spending units.

Towards the 14th National Congress of the Party, the 35th anniversary of the re-establishment and the 79th anniversary of the tradition of the State Treasury system, the establishment of the State Treasury Region XIII carries political and ideological significance and aspirations for development in the next stage of the unit.
