According to a report by the Department of Construction Investment Management (Ministry of Transport), 8/12 component projects of the North-South Expressway Phase 2 are behind schedule.

North-South Expressway projects are still facing difficulties due to lack of materials.

Specifically, the Bai Vot - Ham Nghi section is 3.34% slow, Ham Nghi - Vung Ang is 5.83% slow, Quang Ngai - Hoai Nhon is 1.28% slow, Hoai Nhon - Quy Nhon is 3.72% slow, Quy Nhon - Chi Thanh is 0.16% slow, Chi Thanh - Van Phong is 13.59% slow, Can Tho - Hau Giang is 9.33% slow and Hau Giang - Ca Mau is 8.96% slow.

As of September 20, the area of ​​the North-South Expressway project phase 2 has been handed over, reaching 666.8 km out of a total of 721.2 km, reaching 92.5%.

In addition to the 3 existing resettlement areas (Bac Lieu, Can Tho, Ca Mau each have 1 resettlement area for the Can Tho - Hau Giang and Hau Giang - Ca Mau projects), localities are implementing construction of 91/147 resettlement areas to resettle about 5,565 households. To date, localities have only completed 56/147 areas.

Regarding construction work, all bid packages of the 12 component projects of the North-South Expressway Phase 2 have mobilized 5,583 machines and equipment of all kinds, 12,871 construction personnel, 349 supervision consultants and organized 561 construction teams.

The project has just completed and is under construction for about 410 km out of 638 km of public roads, reaching 64.3%. Of which, there are 2 sections with completion volume lower than 50% (Hoai Nhon - Quy Nhon and Can Tho - Hau Giang).

Notably, the output of the projects was about 10,177 out of 95,937 billion VND, reaching 10.6% of the contract, 2.05% behind schedule. Of which, 4/12 component projects met the plan, including Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Van Phong - Nha Trang.

Regarding the causes, difficulties and obstacles in site clearance affect the construction process when localities have not yet converted forests with increased areas or different locations. The implementation of resettlement area construction is slower than the set schedule; complex technical infrastructure works (especially high voltage power systems) have not been relocated.

Regarding material sources, contractors have difficulty negotiating with some land owners in the mining area about transfer costs, land use rights leases, etc.

In addition, the capacity of sand mines currently exploited in Ha Tinh province (Bai Vot - Ham Nghi section) is not enough to meet the demand for weak ground treatment. Contractors must proactively work with local agencies to complete the procedures for exploiting new mines to meet the schedule.

Meanwhile, some component projects have excess volume of excavated roadbed soil, which must be transported and dumped, while some other projects do not have enough fill material when coordinating from the excavated ground, so they have to exploit soil from mines for filling.

To overcome the difficulties in progress, the Ministry of Transport has requested the People's Committees of the provinces to speed up the progress of site clearance; requested project management boards and contractors to continue to closely coordinate with departments, branches and localities to promptly resolve difficulties and problems in the process of implementing compensation, support and resettlement...

The Ministry of Transport also assigned project management boards and contractors to coordinate with localities to promptly complete procedures to confirm the registration of exploitation volume of 3 sand mines and 18 soil mines that have been submitted but not yet confirmed in the first half of October 2023.

Agreement with the mine owners to be able to exploit 6 sand mines, 21 soil mines have confirmed the volume registration to be able to exploit the mines soon. At the same time, survey, add new open mines to the construction material survey file serving the project (if needed) and complete procedures with the remaining mines no later than October 2023.
