Many preferential loan programs from local capital sources

Households with average living standards, organizations, individuals, and families that need to borrow capital to develop production and business to participate in the One Commune One Product (OCOP) Program, develop rural tourism, develop traditional craft villages, develop organic agriculture, and high-tech agriculture will be able to borrow preferential capital from local capital sources.

These are the subjects eligible for preferential loans stated in Decision No. 26/2025/QD-UBND of the Provincial People's Committee (referred to as Decision 26) regulating the conditions, contents, and preferential loan levels to implement a number of lending activities under the national target program in the province. Decision 26 officially takes effect from March 30, 2025.

Support preferential loans

Households with average living standards in areas covered by national target programs will be supported with preferential loans from local capital sources. This policy helps beneficiaries access preferential capital to develop production and business, create jobs and improve workers' livelihoods.

According to Decision 26, the maximum loan amount for households with an average living standard is 100 million VND/household with an interest rate equal to the loan interest rate for households that have just escaped poverty according to the Government's regulations in each period (in 2025, the prescribed interest rate is 8.25%/year). Deputy Director of the Bank for Social Policies, Dong Nai Branch NGUYEN SY CUONG said that the unit will coordinate with the Department of Agriculture and Environment to have a list of households with average living standards, organizations, individuals, and households participating in the OCOP Program, developing traditional craft villages, developing organic agriculture, and applying high-tech agriculture in the province. The unit will coordinate with local authorities to review loan needs, then synthesize capital needs, report to the Provincial People's Committee to balance loan disbursement capital, thereby disbursing loan capital promptly, ensuring the right subjects according to regulations.

Deputy Director of the Bank for Social Policies, Dong Nai branch, Nguyen Sy Cuong, said that the subjects of application are households with average living standards whose names are on the list recognized by the People's Committee of the commune level according to the standards prescribed by Dong Nai province in each period.

In particular, households do not have to mortgage assets and are exempted from loan application fees. However, they must meet the conditions of being a member of a savings and loan group, and be reviewed by the savings and loan group, and have a list of loan requests made with confirmation from the People's Committee of the commune where they reside. The head of the household or the authorized person of the household members is the representative of the household with full civil capacity according to the regulations for transactions with the lender (loan through the household, household members are jointly responsible for the loan amount).

More loan capital to develop OCOP products

In addition to preferential loans for middle-income households, Decision 26 also stipulates preferential loan packages for organizations, individuals, and households that need to borrow capital to develop production and business to participate in the OCOP Program, develop rural tourism, develop traditional craft villages, develop organic agriculture, high-tech agriculture, etc.

According to the Social Policy Bank, Dong Nai branch, in this loan program, households receiving loan support must ensure that they are legally residing in the province and have confirmation from the People's Committee of the commune level about their place of residence. The maximum loan amount is 200 million VND/household. The loan interest rate is 6.6%/year, the specific loan term is considered by the social policy bank at the lending location but not exceeding 120 months. The purpose of using this loan is to organize production and business to participate in the implementation of the OCOP Program, develop rural tourism, and develop traditional craft villages.

Mr. Nguyen Minh Phuc (residing in Bao Vinh ward, Long Khanh city) shared that his family is implementing a model of growing melons in greenhouses, applying science and technology to develop high-tech agriculture. He hopes that the locality will create conditions for his family to access loans with preferential interest rates to develop and expand the model of clean melon production, applying high technology.

“In particular, I think the regulations on preferential loan programs for households in need of loans to develop high-tech agricultural production that the province has just applied are very necessary for farmers like me to have more loans to expand the model, invest in equipment to apply modern technology to production. I also hope that the local social policy bank will continue to support and simplify loan procedures, creating conditions for production households like me to access preferential loans conveniently and effectively,” said Mr. Nguyen Minh Phuc.

In addition, according to Decision 26, enterprises, cooperatives, and cooperative unions can borrow up to 4 billion VND/project to organize production, business, and organic agricultural production and high-tech agriculture.

Deputy Director of the Social Policy Bank, Dong Nai Branch, Nguyen Sy Cuong, added that one of the conditions for preferential loans is that enterprises and cooperatives need collateral. The lending interest rate is equal to the lending interest rate for poor households according to the Prime Minister's regulations in each period. This interest rate is currently 6.6%/year; the loan term does not exceed 120 months.
