On April 15, the Politburo and the Secretariat chaired the National Conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee (Resolution) in a combined in-person and online format nationwide (more than 21,000 points of contact, more than 1.5 million delegates attending) and broadcast live on VTV1 channel.

Party and State leaders attended and directly communicated the contents of the Resolution at the conference. This is an innovation in both form, content and method of thoroughly grasping and implementing the contents of our Party's Resolution.
Implementing the entire working program, the 11th Conference of the 13th Party Central Committee (PCC) convened from April 10-12, 2025 in Hanoi. The Conference completed all the contents and programs set out. The PCC discussed democratically and frankly many new and important issues and reached high consensus on important and core contents. This is a historic conference with many important and historical tasks of the country.

On April 12, 2025, General Secretary To Lam, on behalf of the Central Committee, signed and issued Resolution No. 60-NQ/TU (Resolution of the 11th Conference of the 13th Party Central Committee) with many important contents on preparing for the 14th National Party Congress, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, on the project and plan to merge provincial-level administrative units, not organize district-level, merge commune-level, build 2-level local governments...
At the conference, Comrade Pham Minh Chinh, Politburo member, Prime Minister, presented the topic "On the draft documents submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; New points in the draft Political Report submitted to the 14th National Party Congress; New points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5-year period 2026-2030".
Regarding the draft documents serving the 14th National Party Congress, the Central Committee agreed that the highest goal of the 14th National Congress is to decide on strategic issues to ensure "stability, development and improvement of people's lives"; all viewpoints, goals, tasks and solutions in the draft documents must be unified, synchronous, consistent and create a combined strength to achieve this goal.
The Central Committee requests that the Politburo, the Secretariat, Party committees of Party organizations, and relevant agencies urgently implement the agreed and approved contents. The sub-committees preparing for the 14th Party Congress promptly receive comments, supplement, and complete the draft documents (especially the part on socio-economic development orientation for regions and localities after the merger) to send to Party congresses at all levels for discussion and comments; continue to complete the draft documents, report to the Central Executive Committee at the 12th Central Conference; for cadres, Party members, and the People to discuss and give opinions.
The Party Central Committee agreed on the high requirements of the coming period for the country's development: "high-quality development, rapid development and sustainable development", "proactive, self-reliant and autonomous in development". Persistently following the path of building socialism with the foundation of Marxism-Leninism, Ho Chi Minh Thought and the absolute leadership of the Party.
Unanimously determined to “establish a new growth model” and “build a modern national education system on par with the region and the world” are fundamental solutions to overcome the risk of falling behind. In the new growth model, taking science, technology, innovation and national digital transformation as the main driving force, the private economy is the most important driving force of the national economy; strengthening the leadership role of the Party and State management of the private economy. The Central Executive Committee agreed on the policy of amending and supplementing the Constitution and laws of the State related to regulations on local governments to serve the organization and apparatus of the political system; regulations on the Vietnam Fatherland Front and socio-political organizations. The National Assembly, the Government and relevant agencies closely and effectively coordinate to implement the tasks of institutional improvement; strongly innovate thinking and working methods, strive to thoroughly remove institutional barriers, difficulties and obstacles in 2025 to create a legal corridor, creating a foundation for the country's development. Ensure the completion of tasks according to the schedule and requirements set by the Central Committee.
The Central Committee agreed on the direction of organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term earlier, creating synchronization with the Party congresses at all levels. Promoting reform, innovation, and improving the effectiveness of the National Assembly and People's Councils at all levels, contributing to fully promoting the people's mastery over the country's affairs.
Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, presented the topic "On continuing to streamline the organization, efficiency, effectiveness and efficiency; amending and supplementing regulations implementing the Party Charter; Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party".
The Central Executive Committee highly agreed on the policy of organizing local government at two levels: provincial level (provinces, centrally-run cities), and communal level (communes, wards, and special zones under provinces and cities).
The number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities) with names and administrative-political centers determined according to the principles stated in the submissions and projects.
End the operation of district-level administrative units after the National Assembly resolves to amend and supplement a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended); merge commune-level administrative units to ensure that the country reduces the current number of commune-level administrative units by about 60-70%.
The Central Committee agreed to the policy of establishing local party organizations corresponding to the provincial and communal administrative systems; ending the activities of district-level party committees. The establishment of local party organizations is carried out in accordance with the Party Charter and regulations of the Central Committee.
The Central Committee agreed on the policy of arranging, streamlining, and merging the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State at the central, provincial, and communal levels as stated in the Report and Project of the Party Committee of the Vietnam Fatherland Front and Central organizations; the policy of ending the activities of civil servant unions and armed forces unions, and reducing the level of union dues paid by cadres, civil servants, public employees, and workers. The policy of continuing to arrange and streamline the apparatus of the People's Court and the People's Procuracy; ending the activities of the People's Court and the People's Procuracy at the high and district levels; and establishing a three-level organizational system of the People's Court and the People's Procuracy.
Regarding the work of organizing the development and implementation of the Party's Charter, the Central Executive Committee basically agreed and approved the draft of the Orientation for personnel work of the 14th Party Central Executive Committee; supplementing personnel planning for the 14th Party Central Executive Committee; contents of amendments and supplements to the Central Executive Committee's Regulations on the implementation of the Party's Charter; Regulations on the Party's inspection, supervision and discipline work; Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.

Things to do now
In his speech directing the conference, General Secretary To Lam emphasized the requirements of the Party Central Committee for Party committees, Party organizations, agencies, units, localities and leaders to deploy the necessary work immediately after the conference.
Proactively and actively do a good job of disseminating, propagating, mobilizing, and orienting ideology in your agency, unit, locality, and organization, as well as participating in orienting public opinion, ensuring solidarity, consensus, and high unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life regarding the Party's major policies, especially the revolution in streamlining and streamlining the organizational apparatus in the political system.
Focus on directing and drastically implementing tasks to reorganize and streamline the apparatus according to the projects and plans approved by the Central Government.
With the new administrative organization model, the provincial level is both the level that implements policies from the Central Government and the level that issues policies in the province and city, and directly directs and manages the activities of the commune level in the area. The commune level mainly implements policies issued by the Central Government and the provincial level; is strengthened with decentralization and delegation of authority and has the authority to issue legal documents to decide on the organization of law enforcement in the area, and decide on issues under its authority.
Ensure that agencies, units and organizations operate continuously, smoothly, effectively and efficiently before, during and after the arrangement, without interruption of work, without leaving vacant tasks, areas or fields, and without affecting the normal operations of agencies, units, organizations and the People.
Take the initiative in tasks of arranging, assigning, and using cadres, civil servants, and public employees, ensuring the retention of talented people, and implementing well the regime and policies for those affected and affected; prepare a full legal basis, creating the most favorable conditions for arrangement; take the initiative in plans for managing, using, and handling assets, offices, and official residences; absolutely avoid loss, waste, and negativity when carrying out the work of arranging and streamlining the organizational apparatus.
Regarding the organization of congresses at all levels in merged and consolidated localities, congresses at commune and provincial levels should be organized immediately after the administrative unit is reorganized. Therefore, it is necessary to have very close leadership and direction to ensure that the congresses are in accordance with regulations and are substantive, not formal.
General Secretary To Lam noted issues related to the organization of party congresses at all levels. It is necessary to soon supplement and complete the documents of the congresses at their level based on the new draft documents of the Central Committee. For provinces that are merged or consolidated, the Standing Committees must discuss with each other to develop documents for the new provincial congress. Documents must be developed in the spirit of the "expanded development space" of the new province. It is not a matter of mechanically aggregating documents of the old province into documents of the new province. Merged communes must also follow this spirit.
Regarding personnel, central agencies will have specific instructions on criteria and standards. "The highest standards must be set because of work requirements, then other criteria," General Secretary To Lam emphasized. Accordingly, the Standing Committees at the provincial level (with mergers and consolidations) must discuss this issue thoroughly with each other, creating high unity in implementation, especially in arranging heads of agencies after the merger. For issues that have not been agreed upon, the Politburo and Secretariat assigned to the area will guide and direct (provinces also need to assign provincial Party Committee members to guide and direct commune-level congresses).
Ensure the roadmap, progress, and procedures (especially the process of collecting community opinions according to the grassroots democracy regulations) on amending the legal corridor, on the time to end district-level activities, merge communes, arrange and merge provinces as the Resolution has been passed with a spirit of urgency, "running and lining up at the same time" but must be effective and practical.
Emphasizing that the work ahead is very complicated and difficult, the practical demands of life are urgent, and the people and party members are waiting, the General Secretary affirmed that this is a great challenge, and at the same time an opportunity for each Central Committee member to demonstrate their sense of responsibility to the Party, the country and the people.
