Speaking at the Workshop, Minister Nguyen Manh Hung emphasized the important role of the draft Law in promoting science, technology and innovation. in Vietnam. The Minister shared: "Today's workshop was held to contribute comments to the final version of the draft Law. The Law is expected to create favorable conditions for scientific and technological research activities, while promoting the application of innovation into practice. This is the foundation for us to create positive impacts on socio-economic development." Previously, the draft Law was presented at the 44th session of the National Assembly Standing Committee.
According to the Minister, the adjustment of the draft Law on Science, Technology and Innovation must serve to enhance national competitiveness, develop the socio-economy and improve the quality of people's lives. The Minister affirmed that the Law needs to be developed in a detailed and feasible manner to avoid problems during implementation.
At the workshop, delegates contributed many specific and practical ideas to improve the quality of the provisions in the draft Law. Mr. Pham The Binh, Deputy Director of the Department of Cryptographic Digital Transformation, Central Party Office, discussed the concepts in the draft Law, especially the concept of innovation. Mr. Binh said: "The concept of innovation in the current draft is focused on technology, not covering all aspects of non-technological innovation, especially the role of social sciences and humanities". From there, Mr. Binh proposed: "Innovation is the process of creating or improving products, services, business models, management processes, based on technology or non-technology, bringing added value and practical applications".
In addition, Mr. Binh also proposed adjusting some other concepts to be more suitable to reality, such as " scientific and technological organizations " needing to be expanded to include universities and research centers. He emphasized: "Clarifying the concepts will help the draft Law not only be theoretical but also be able to be effectively applied in practice."
One issue that many delegates are concerned about is the development of an innovation ecosystem. According to comments, the draft Law needs to clarify the roles of entities in the innovation ecosystem, including businesses, research organizations and universities. In particular, there needs to be a strong mechanism to promote cooperation between parties, support technology transfer and promote commercialization of research results. Delegates also proposed creating a mechanism for co-creation and ordering from businesses for scientific research to ensure practicality and efficiency in the implementation process.
Regarding finance, delegates said that the draft needs to have a flexible and innovative financial mechanism to help mobilize and allocate resources effectively for science, technology and innovation activities. In addition, the establishment of support funds for creative startups and research activities needs to be given more attention.
An important point raised by delegates was the removal of legal barriers to the commercialization of research results. Current regulations on autonomy and intellectual property management at public higher education institutions and state-owned enterprises need to be improved to facilitate the establishment of science and technology enterprises and the application of research into practice.

Concluding the workshop, Minister Nguyen Manh Hung thanked the delegates for their important contributions.
