Many bright spots in the province's economic picture

In the first 4 months of the year, with the close and drastic direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, along with the solidarity, determination, joint efforts, consensus, and efforts of the entire political system, the consensus of the people and the business community, the local socio-economic situation has achieved many positive results, social security has been ensured, political security, order, and social safety have been maintained stably.

In the investment sector, the investment capital implemented from the state budget managed by localities is estimated at VND 634.8 billion, up 21.4% over the same period. Of which, the investment capital managed by the provincial level is VND 417.4 billion, accounting for 65.8% of the total capital and up 30.8%; the investment capital managed by the district level is VND 212.7 billion, accounting for 33.5% and up 4.8% over the same period last year. The ratio of investment capital from the state budget managed by localities implemented in the province in the first 4 months of the year compared to the 2024 plan reached 20.2%, the highest level in the years 2020-2024. The above results were achieved thanks to the province focusing on directing the acceleration of the progress of key projects and works; specialized project management boards and investors actively working to complete investment procedures; The province directed the timely resolution of difficulties and problems, especially in compensation and site clearance.

In the field of trade, services, tourism continues to be the growth engine of the provincial economy. The amount of goods circulating on the market is abundant, diverse, rich, and of many types, meeting the needs and consumer tastes of the people, affecting the increased purchasing power mainly in some groups of goods and services serving the essential consumption needs of the people. Total retail sales of goods and consumer service revenue reached 13,806.8 billion VND, up 13.4% over the same period last year. By industry, retail sales of goods are estimated at 10,544.2 billion VND, accounting for 76.4% and up 13%; revenue from accommodation and catering services is estimated at 2,080.5 billion VND, accounting for 15.1% and up 15.6%; revenue from tourism and travel is estimated at 5.3 billion VND, accounting for 0.04% and up 15.4%; Other service revenue is estimated at VND 1,176.8 billion, accounting for 8.5% and increasing by 13.2% over the same period.

Industrial production maintained growth, the index of industrial production (IIP) increased by 11.58% over the same period last year. State budget revenue managed by localities in the province was 1,623.2 billion VND, reaching 40.6% of the estimate assigned by the Provincial People's Council and increasing by 31.7% over the same period last year. Attention was paid to removing difficulties for enterprises, organizing a meeting with enterprises in the first quarter of 2024. Successfully organized activities and events to celebrate the 32nd anniversary of the re-establishment of the province; Conference to announce the provincial planning and promote investment; celebrate the 49th anniversary of the Liberation of Ninh Thuan province; the liberation of the South, the reunification of the country, meaningful, practical, and supported by the people. Social security policies continued to receive attention and were fully implemented; disease prevention and control were strengthened; food hygiene and safety were ensured. Security, politics, order and social safety are maintained.

Promoting the achieved results, the province continues to closely follow and resolutely and effectively implement the goals and tasks of the resolutions of the Government, the Provincial Party Committee and the Provincial People's Council, the main tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2024, determined to complete the political tasks of 2024 with the highest results.

Accordingly, focus on directing the promotion of summer-autumn crop production associated with effective implementation of crop restructuring and large-scale field development; effectively implement the Plan to respond to drought, water shortage, saltwater intrusion and El Nino; strengthen forest fire prevention and control and forest protection. Focus on effectively implementing the National Target Program on New Rural Development in 2024.

Direct the implementation of Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister promulgating the Plan to implement the VIII Power Plan; focus on removing difficulties, speeding up the progress of energy projects, especially the Phuoc Thai 2 and 3 solar power projects to put them into operation soon. Complete the Master Plan for the construction of Ninh Chu National Tourist Area until 2040. Continue to support removing difficulties for businesses, promote growth for some industrial products such as construction stone, frozen shrimp and processed salt; urge to speed up the implementation of investment projects to build technical infrastructure for industrial clusters, production and business projects expected to start construction in 2024. Develop a plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2050, and submit it to the Prime Minister for approval according to regulations. Continue to direct the implementation of solutions to accelerate the disbursement of public investment capital, capital for the socio-economic recovery and development program and 3 national target programs, especially the progress of key projects. Focus on accelerating the progress of key projects and the Southern key economic zone, organize the selection and approval of investors for the Ca Na LNG project. Strictly manage and effectively implement solutions for budget collection; effectively exploit land revenue; focus on accelerating the progress of organizing the auction of real estate facilities to generate budget revenue. Implement proactive, flexible and effective monetary policies, especially financial and monetary policies under the socio-economic recovery and development program to both stimulate aggregate demand and remove difficulties, helping enterprises recover production and business.

Direct the organization of the final exams for the 2023-2024 school year at all levels, prepare well for the organization of the high school graduation exam in 2024. Proactively monitor and actively prevent and combat diseases arising in the summer; deploy centralized drug procurement bidding in 2024; strengthen inspection, examination and post-inspection of food safety and hygiene. Promote administrative reform associated with improving the capacity and efficiency of government apparatus at all levels, synchronously implement solutions to improve provincial assessment indicators.
