To properly perform functions and tasks and improve efficiency and timely handle work; the Chairman of the Provincial People's Committee requests the Vice Chairmen of the Provincial People's Committee, Directors of departments, Heads of provincial-level departments, branches and units:
1. Continue to strictly implement Decision No. 58/2016/QD-UBND dated September 30, 2016 of the Provincial People's Committee promulgating the Working Regulations of the Nghe An Provincial People's Committee; Directive No. 20/CT-UBND dated June 4, 2024 of the Chairman of the Provincial People's Committee, Official Dispatch No. 815/UBND-TH dated January 30, 2024 of the Provincial People's Committee and directive documents of the Provincial People's Committee and the Chairman of the Provincial People's Committee on rectifying advisory work, strengthening discipline, order and responsibility in handling work. Properly exercise authority in advising, submitting for signature and resolving assigned work.
2. For work handling responsibilities:
- The Vice Chairmen of the Provincial People's Committee shall proactively handle the work in their assigned areas of responsibility in Decision No. 819/QD-UBND dated March 21, 2025 of the Chairman of the Provincial People's Committee; note to report to the Chairman of the Provincial People's Committee before signing and promulgating documents submitted to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, Ministries, branches, and Central agencies (except for documents with comments or additional documents).
- Directors of Departments, Heads of departments, branches and units:
+ Advise and propose to the Provincial People's Committee leaders in the assigned areas, review and promptly implement the contents of the monthly and annual work programs of the Provincial People's Committee and assigned tasks to ensure quality and progress. For newly issued policies and guidelines of the Central Government, it is necessary to specify and urgently coordinate for timely and effective implementation.
+ Proactively resolve difficulties and obstacles within authority (especially issues related to law). In case of insufficient capacity and conditions to resolve, the Director of the Department must proactively work with the Director of the relevant Department to complete the dossier and content to submit to the Provincial People's Committee and the Chairman of the People's Committee for consideration and decision; not affecting the direction and implementation of the socio-economic development plan.
+ Timely handle work according to functions, tasks, progress, and prescribed deadlines, especially procedures directly related to people, organizations, individuals, and businesses; avoid shirking responsibility, causing delays and congestion; review and handle issues arising in the process of reorganizing the apparatus according to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly and related guiding documents. Strengthen administrative discipline, office culture, and sense of responsibility in the performance of duties. Regularly inspect, check, and supervise public service activities; rectify and handle violations. Strictly implement the direction of the Provincial People's Committee in Official Dispatch No. 1617/UBND-KSTT dated March 6, 2025.
+ Specialized agencies (after consolidation, merger, newly established) based on their assigned functions, tasks, and powers shall promptly review and promptly advise the Provincial People's Committee to complete the Steering Committees, Councils, etc. in accordance with the Decision on assignment of tasks of the Chairman and Vice Chairman of the Provincial People's Committee (in Decision No. 819/QD-UBND dated March 21, 2025 of the Chairman of the Provincial People's Committee). Complete before April 10, 2025.
3. For business trips and work with central agencies and neighboring provinces:
- Strictly implement Regulation No. 28-QD/TU dated November 1, 2023 of the Provincial Party Committee on organizing grassroots work transfers, attending rallies, celebrations, congresses, conferences, and receiving guests of members of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Provincial National Assembly Delegation.
- Vice Chairmen of the Provincial People's Committee prioritize arranging working schedules with leaders of ministries, branches and central agencies according to their areas of responsibility (except for unexpected schedules authorized by the Chairman of the Provincial People's Committee); in case of not attending, promptly report to the Chairman of the Provincial People's Committee to assign appropriate participants.
- Directors of Departments, Heads of departments, branches, and units directing relevant departments and offices are responsible for connecting, fully and carefully preparing the content, participants, and conditions for the working session; if the working session includes leaders of ministries, branches, and central agencies, the Vice Chairman of the Provincial People's Committee in charge of the field shall preside over the work and at the same time report to the Chairman of the Provincial People's Committee the content and results after the working session.
- The Office of the Provincial People's Committee directs specialized departments and specialists to assist the Provincial People's Committee leaders to take responsibility and proactively connect with departments and branches; coordinate to review, prepare content and conditions for the working session.
