Immediately after the National Assembly approved the Government's organizational structure, localities began issuing decisions approving lists of early retirees and those who quit their jobs to ensure the timely and synchronous implementation of plans to reorganize and streamline the apparatus.
Many leaders voluntarily retire early during restructuring and streamlining
Recently, many localities across the country have recorded a significant number of cadres, civil servants and public employees voluntarily applying for early retirement in order to implement the policy of streamlining the apparatus and restructuring the organization. In particular, some localities have recorded a significant number of cadres holding leadership positions voluntarily taking early retirement.
In Quang Nam, more than 500 officials have applied for early retirement, including dozens of officials under the management of the Standing Committee of the Quang Nam Provincial Party Committee. On February 20, the Chairman of the Quang Nam Provincial People's Committee signed a decision approving the list of 54 officials who will retire early or resign in the first quarter of 2025, including 6 Department Directors and 1 Deputy Department Director.
Binh Phuoc Provincial Party Committee has also approved the list of early retirement for 18 leaders of the propaganda and mass mobilization sector according to Decree No. 178/2024/ND-CP of the Government.
The Standing Committee of the Hoa Binh Provincial Party Committee also announced the retirement and resignation decisions for 16 officials under the management of the Standing Committee of the Provincial Party Committee. These are all officials holding leadership positions such as: Head of the Provincial Party Committee's Mass Mobilization Commission, Director of the Department of Industry and Trade, Director of the Department of Science and Technology, Chief Inspector of the province, Chairman of the Provincial Farmers' Association, Chairman of the Provincial Labor Federation, Secretary of the District Party Committee and a number of Deputy Directors of the Department...
In Kon Tum province, 15 officials under the management of the Provincial Party Committee Standing Committee have applied for early retirement, including Provincial Party Committee members, Directors and Deputy Directors of several departments and branches.
In Dak Lak, many department and sector leaders, including the Director of the Department of Information and Communications, the Deputy Director of the Department of Natural Resources and Environment, and the Deputy Director of the Department of Home Affairs, have submitted applications for early retirement to facilitate the process of streamlining the apparatus. In Hanoi, 59 leaders and commanders of the City Police have submitted applications for early retirement.
Up to now, the trend of officials proactively and voluntarily asking for early retirement to create conditions for the arrangement and streamlining of the administrative apparatus has become a trend in localities.
According to the Department of Home Affairs of Lai Chau province, as of February 20, this locality had 352 cadres, civil servants, and public employees registered for early retirement or resignation according to Decree 178/2024/ND-CP of the Government. Meanwhile, in Hai Duong, the People's Committee of Hai Duong province expects the whole province to have a surplus of 835 cadres, civil servants, and public employees after streamlining the apparatus.

According to information from the Ho Chi Minh City People's Committee, in the process of streamlining the apparatus, it is expected that about 7,159 cadres, civil servants, public employees and workers will quit their jobs or retire early. Specifically, there are 6,291 people subject to staff reduction, 418 people in charge of Party work are redundant, and 450 cases are not eligible for re-election or reappointment.
Issue additional support policies
The Government's policies and regimes for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system are implemented according to the provisions of Decree No. 178/2024/ND-CP. Although the subsidy levels under Decree No. 178/2024/ND-CP are superior, many localities across the country have implemented additional support policies to encourage cadres, civil servants, public employees and workers to voluntarily retire early or quit their jobs, contributing to streamlining the apparatus and improving operational efficiency.
In Hai Duong, the province's expected support for 835 officials, civil servants and public employees affected by the restructuring and streamlining of the apparatus is about 158.7 billion VND (from regular expenditure sources), an average of 190.1 million VND/person.
Quang Tri province applies a policy of supporting 0.55 months of current salary for each year of work for those who retire early, up to a maximum of 200 million VND. The level of severance support is 1.1 months of current salary for each year of work. However, this support policy only applies to the group that retires before March 1, the remaining group will have a policy developed later.
In Thai Binh, the highest level of support can reach 30% of the subsidy according to the Government's regulations if the cadres submit their application early. Da Nang also supports an additional 50% of the one-time pension allowance for those who retire early in the first 12 months. In Quang Nam, in addition to the prescribed regime, the province provides an additional one-time support equal to 70% of the subsidy according to the new decree.
In Nam Dinh, this locality provides additional support one time equal to 30% of the allowance that the laid-off person is entitled to according to the provisions of Clause 1, Article 7, Clause 1, Article 9 and Clause 1, Article 10 of Decree No. 178/2024/ND-CP of the Government.
Ho Chi Minh City is currently the locality with the highest number of officials who quit their jobs or retire early in the country. The Ho Chi Minh City People's Council has issued a resolution on additional support for officials, civil servants, public employees, and workers when implementing organizational restructuring, administrative unit restructuring, and arrangement; people in charge of Party work at 100% state-owned enterprises, and cases where they do not meet the age requirements for re-election or reappointment to positions and titles according to their terms.
The maximum support level could be up to nearly VND2.7 billion per person, including support under Decree 178/2024/ND-CP of the Government and additional support under the resolution of the Ho Chi Minh City People's Council. The total expected budget for this support program is nearly VND17,000 billion.
Local support policies not only encourage and motivate people to voluntarily retire early and quit their jobs, but also facilitate the arrangement and streamlining of the apparatus./.
