According to the Khmer Times , the grant is part of an additional financial package under Japan's Official Development Assistance (ODA) Program worth more than US$103 million for Cambodia, announced during the recent visit of Japanese Foreign Minister Kamikawa Yoko to the Southeast Asian country.

According to the Japan International Cooperation Agency (JICA), the project aims to enhance the stability of electricity supply in Phnom Penh through the construction of new substations, transmission lines, distribution lines and related facilities. The project also aims to rehabilitate existing substations, thereby contributing to sustainable economic growth in Cambodia.
According to the press release, the two countries also signed and exchanged diplomatic notes and related documents on a non-refundable aid of about 2.7 million USD to implement the Human Resource Development Scholarship Project and another loan of nearly 51.6 million USD to implement the National Highway 5 Improvement Project connecting Phnom Penh with Poipet on the Thai border.
During the visit, Minister Kamikawa reaffirmed Japan's commitment to contributing to Cambodia's development. Accordingly, Japan will maintain its support for Cambodia under "three new approaches to cooperation, including social infrastructure development, maritime connectivity, and humanitarian mine clearance activities.
Japan also pledged to continue supporting the development of Sihanoukville Autonomous Port (PAS) into a regional shipping and logistics hub.
According to 2023 data from the National Bank of Cambodia, Japan is the fourth largest source of foreign direct investment (FDI) in Cambodia, after China, South Korea and Canada.
