10 billion-dollar wind and solar power projects 'shelved', Gia Lai asks for removal

Many wind power projects worth thousands of billions of investment have been completed over the past 3 years but have not yet been accepted for power generation, equipment is damaged, investors are impatient.

On February 14, the People's Committee of Gia Lai province said it had sent a report to the Ministry of Planning and Investment on removing difficulties and obstacles related to wind and solar power projects in the area.

Wind power and solar power are both facing difficulties.

According to the Gia Lai Provincial People's Committee, there are currently 10 renewable energy projects invested outside the budget in the area that are facing difficulties that need to be resolved.

Of which, 5 wind power projects have a scale of thousands of billions of VND, including: Cho Long Wind Power Plant project, Yang Trung Wind Power Plant project, Ia Pech Wind Power Plant project, Mountainous Development Wind Power Project, Central Highlands Processing Wind Power Plant project.

These are projects that have completed construction but have not yet been put into commercial operation and are named in the conclusion of the Government Inspectorate.

In addition, Gia Lai province also has 5 solar power plant projects with a total capacity of 663MW that have investment policies, but cannot be implemented because they have not been updated in the implementation plan of the National Power Development Plan for the period 2021-2030, with a vision to 2050.

From the above difficulties, Gia Lai Provincial People's Committee proposed that the Ministry of Industry and Trade direct specialized agencies to promptly inspect the acceptance work and grant electricity operation licenses for wind power projects.

Regarding solar power plant projects, the province proposed that the Ministry of Industry and Trade consider and submit to the Prime Minister for approval to add 5 projects to the plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050.

Proposal to untie projects

Mr. Nguyen Huu Que - Vice Chairman of Gia Lai Provincial People's Committee - said that with 5 wind power projects, investors have completed construction investment, the shortcomings pointed out in the conclusion of the Government Inspectorate at these projects have also been resolved by the enterprise.

The Provincial People's Committee has reported to the Government Inspectorate and recommended that these 5 projects should be put into operation soon to ensure investment efficiency because investors have invested a lot of capital, time and effort.

Gia Lai provincial leaders said the locality has identified renewable energy as one of the strengths that need to be focused on in order to achieve growth and budget revenue targets. Therefore, they are eager for projects to be put into operation soon to contribute to local growth.

For solar power projects, Gia Lai province hopes that ministries will consider removing obstacles so that investors can soon start construction and put them into operation.

"Renewable energy projects are a new field, the implementation of the first projects has some shortcomings, but we have experience from previous projects and will coordinate to support investors well to ensure investment efficiency for businesses" - Mr. Que said.

Business losses, budget losses

The representative of the investor of the Mountainous Development Wind Power Plant and the Central Highlands Processing Wind Power Plant said that they are very impatient because the two projects worth nearly 4,000 billion VND, which have been completed for the past 3 years, are still "shelved" and have not been able to obtain a power generation license.

This causes great expense and damage to the business when equipment deteriorates, breaks down, and interest costs increase, reducing investment efficiency. Difficulties when the project is prolonged cannot be foreseen when the project is established.

The investor raised questions about some of the problems mentioned in the inspection conclusion that have been resolved by the enterprise, but it is unclear why the authorities have not yet allowed the project to be accepted and put into operation, even though the enterprise has repeatedly asked the authorities to resolve the issue.

At the same time, it is recommended that the Government and ministries allow early acceptance and grant electricity operation licenses so that the project has a basis for generating electricity, recovering capital and contributing to the budget.
