Recognizing the importance of building good Party cells and Party committees, in recent times, Party committees and Party organizations in the province have proactively developed plans and implemented the model of "4 Good Party Cells", "4 Good Grassroots Party Committees" with many effective methods suitable to reality.
In recent years, grassroots party organizations in the province have been gradually consolidated, built and developed, meeting the leadership requirements to successfully carry out all tasks at the grassroots level. One of the factors contributing to the building of increasingly strong and mature local party organizations, agencies and units is the thorough understanding and creative application of Ho Chi Minh's thought in building "4-good Party Cells", "4-good Grassroots Party Committees" with specific criteria: Successfully completing political tasks; good quality of activities; good solidarity and discipline; good cadres and party members.
Party committees and branches actively carry out the assigned tasks, programs and plans. The heads of the Party committees always seriously set an example and uphold their responsibilities in leading and directing cadres and Party members to successfully complete assigned tasks. Party committees and branches closely monitor the implementation of political tasks, resolve professional issues, gather and unite Party members in carrying out assigned tasks, ensuring that the Party's resolutions are put into practical and effective life.
Along with that, Party committees and Party cells maintain regular, orderly, frequent and quality periodic activities, integrating various forms of combining professional activities, discussing topics, exchanging current information, grasping the ideological situation of cadres and Party members...; innovating the forms of thematic activities; focusing on training and fostering young cadres and Party members, sending cadres and Party members to attend classes to improve their qualifications, knowledge, create motivation, as well as give them opportunities to strive, demonstrate their capacity and qualifications...
The Party Committee of Luc Hon Commune (Binh Lieu District) is a typical example, with over 320 party members, operating in 21 affiliated party cells. In recent times, the Party Committee of the commune has drastically innovated its leadership and direction methods, promoting the spirit of solidarity, discipline and the exemplary pioneering role of cadres and party members. In particular, implementing the emulation movement to build "4-good Party Cells" and "4-good grassroots Party Committees" in the period of 2023-2025, the Party Committee of the commune has developed and issued a set of criteria with specific targets, as a basis for evaluation and classification; at the same time, thoroughly grasping and strongly implementing the contents of the movement to each party cell.
According to the Party Cell Secretary and Head of Luc Na Village (Luc Hon Commune), in order to achieve results in building "4 Good Party Cells", in each regular meeting, the Party Cell Executive Committee determines the key meeting content based on the political tasks of each month. From there, each Party member clearly identifies their tasks, raises awareness, and responsibilities to set an example in performing their tasks. In addition, the Party Cell deploys for each Party member to register for the content of studying and following Uncle Ho through practical actions, such as searching for and introducing candidates for new Party members; maintaining environmental sanitation and security in residential areas... In order for the meetings to be truly quality and avoid formalities, every month, before organizing the Party Cell meeting, the Party Cell Executive Committee meets to assess the strengths and weaknesses in performing the tasks of each Party member; solutions and directions for the following month and agrees on the content to be discussed at the meeting.
The Party Cell of the Mining Technology Department (Party Committee of Ha Lam Coal Joint Stock Company) is one of the outstanding grassroots party organizations in building the "4 Good Party Cell". Closely following the direction and guidance of the superior Party Committee, the Party Cell has well implemented the criteria of "4 Good Party Cell"; attaching importance to discipline and order associated with policy mechanisms, especially salary and income regimes, improving living standards, etc. This has directly impacted the enthusiasm, belief, will, motivating cadres and party members in the Party Cell to strive for innovation and creativity, contributing to the successful implementation of the political goals and tasks of the entire Party Committee.
Mr. Pham Thanh Cong, Party Cell Secretary, Head of Mining Technology Department (Ha Lam Coal Joint Stock Company), shared: Implementing the model of "4 Good Party Cell", the Party Cell built a Competition Registration Form and launched the model building. From there, it aroused the awareness and responsibility of cadres and party members, proactively registered the competition content with practical actions, such as introducing candidates for Party admission, promoting technical innovation initiatives, rationalizing technical work with the goal of 100% of cadres and party members having at least 1 initiative/person/year. Thanks to that, many initiatives were born, bringing high efficiency. Typically, such as researching, directing the establishment of measures and directing the construction of the CGH7-3.1 rotary tunnel pass on seam 7 with a capacity of 1.2 million tons/year, ensuring safety, completing the assigned output plan, and generating a profit of 33 billion VND.
According to the general assessment of the district, city and affiliated party committees, most of the branches and party committees piloting the model basically met the criteria, including completing political tasks well, good quality of life; good solidarity and discipline; good cadres and party members. From building the model, the awareness and responsibility of cadres and party members in performing tasks and setting good examples were improved. At the same time, through building the model, the branches and party committees focused on defining more clearly, specifically and focused on political tasks and solutions to promote the role and leadership capacity of party organizations and party members.
Based on the achieved results, in order to replicate the model, on May 19, 2024, the Provincial Party Committee's Organizing Committee issued Instruction No. 05-HD/BTCTU on guiding the criteria framework for building and implementing the model of "4-good Party Cells" and "4-good Grassroots Party Committees". From this instruction, grassroots party organizations have specified each content, closely following the locality and unit to effectively implement the model of "4-good Party Cells" and "4-good Grassroots Party Committees". This model will be deployed throughout the province from 2024 onwards. The results of implementing "4-good Party Cells" and "4-good Grassroots Party Committees" are the basis for reviewing, evaluating, and classifying grassroots party cells and party committees that meet the criteria of "Excellently completing tasks" and annual rewards. This is also one of the important, practical and specific solutions to contribute to continuing to create strong changes in improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members, contributing to building and rectifying the Party; building a clean and strong grassroots political system, cadres and party members with firm political will, capacity, qualities and prestige, strengthening and consolidating people's trust in the Party. At the same time, implementing the model aims to motivate and encourage party organizations and party members to promote initiative and creativity in leading and directing the implementation of political tasks; improve the quality of activities; strengthen and promote the spirit of solidarity, discipline and order; promote the role and responsibility of setting an example for cadres and party members.
