On the afternoon of October 2, the Central Organizing Committee held a national online conference to disseminate and implement new documents on Party building and organization work and to review work for the third quarter of 2024. Comrade Le Minh Hung, Politburo member, Secretary of the Central Party Committee, Head of the Central Organizing Committee chaired the conference.

Delegates listened to the leaders of the Central Organizing Committee thoroughly grasp and implement Regulation No. 142-QD/TW, dated April 23, 2024 of the Politburo on piloting the delegation of authority and responsibility to leaders in personnel work; Regulation No. 145-QD/TW, dated May 10, 2024 of the Politburo on the regime of training and updating knowledge and skills for leaders and managers at all levels; Regulation No. 148-QD/TW, dated May 23, 2024 of the Politburo on the authority of leaders to temporarily suspend subordinates from work when necessary or when there are signs of serious violations of Party regulations and State laws; Decision No. 143-QD/TW, dated May 3, 2024 of the Secretariat on promulgating the model working regulations of district-level Party committees; Decision No. 147-QD/TW dated May 14, 2024 of the Secretariat on promulgating the model working regulations of grassroots-level party committees in state-owned enterprises; Decision No. 179-QD/TW dated July 8, 2024 of the Secretariat on the model working regulations of central party delegations and party executive committees established by the Secretariat; Regulation No. 146-QD/TW dated May 14, 2024 of the Secretariat on the functions, tasks, powers, organizational structure and working relationships of provincial-level party delegations and party executive committees; Regulation No. 180-QD/TW dated July 11, 2024 of the Secretariat on senior experts; Instruction No. 27-HD/BTCTW, dated August 26, 2024 of the Central Organizing Committee providing guidance on some contents of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.

In addition, the conference devoted most of the time for delegates at the connecting points to discuss and clarify some of the results achieved in the Party building organization work in the past time in conjunction with the specific tasks of the industry, locality, agency, and unit; share good models and effective methods; and at the same time propose and recommend many solutions to effectively carry out the Party building organization work task in the coming time.
Speaking at the conference, Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized a number of key tasks of Party organization and building that the province has focused on implementing in the past time. These include proactively and resolutely directing the implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Party Congress: Organizing conferences to disseminate the contents of Directive No. 35-CT/TW, Instruction No. 27-HD/BTCTW to Party organizations and Party members; issuing Plan No. 301-KH/TU, dated September 12, 2024 of the Provincial Party Committee Standing Committee with 15 specific contents in chronological order of the steps to organize the congress. Each step clearly specifies the contents and order that need to be done, clearly assigns responsibilities, and stipulates the time frame for completion. Timely establish subcommittees, working groups, guide propaganda work, congress personnel work and immediately start the work of drafting congress documents. To prepare for the personnel work of the Party Congresses at all levels, the Provincial Party Standing Committee has directed the review and supplementation of the planning of Party committees, Party Committee Standing Committees, leadership and management positions, in which the planning of Party committees, Party Committee Standing Committees and Party Committee leadership positions must be associated with the orientation of the Party Committee structure, Party Committee Standing Committees at all levels for the 2025-2030 term; at the same time, continue to implement the policy on mobilizing, rotating, assigning and arranging cadres, preparing a step of Party Committee personnel for the 2025-2030 term. Direct the development of a plan to conduct surveys and assess the current status of grassroots Party organizations and cadres at all levels. He requested the Central Organizing Committee to discuss and coordinate with the Central Inspection Commission (CIC) to issue guidelines on the structure and number of members of the CIC, chairmen and vice chairmen of the CIC at all levels to synchronously implement the personnel work of the congress; requested the Central Organizing Committee and specialized departments to provide specific guidance on the content of the term-based assessment period according to Regulation No. 89-QD/TW, dated August 4, 2017 of the Politburo on the framework of title standards, orientation of the framework of criteria for assessing leaders and managers at all levels.
Concluding the conference, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, proposed that in the coming time, the entire Party building organization sector should focus on advising on the completion of the 2024 Work Program; continue to effectively implement the resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat (term XIII) on Party building organization. Focus on researching and completing 5 projects to submit to the Politburo and the Secretariat. Focus on advising on the preparation of Party congresses at all levels towards the 14th National Congress of the Party. Regarding personnel preparation, it is recommended that the Party Committees at all levels promptly advise the Party Committees to complete the review and supplement the Party Committee Executive Committee, the Standing Committee of the Party Committee, and key leadership positions for the 2020-2025 and 2021-2026 terms. Continue to perform regular tasks well. Strengthening information and propaganda work on Party building and the political system; especially the preparation for Party congresses at all levels towards the 14th National Congress of the Party. Innovating working methods and styles, combined with promoting the application of information technology in management and operation, contributes to building a clean and strong Party building organization.
